THE FISCAL COURT MET IN REGULAR SESSION ON JULY 11, 2016

AT 4:00 P.M. IN THE CUMBERLAND COUNTY COURTROOM.

ITEM 1

Court approval of minutes from fiscal court meeting June 13, 2016 and special called meeting of June 27,2016. Motion by JV Groce, seconded by Thomas Brown. “All Voting Aye”. Motion carried.

ITEM 2

Visitors:

Jailer James Smith Jr. reported to the Fiscal Court for the month of June. There were 53 runs: 43-Adair Co., 1-Monroe Co.,1-Pulaski Co., 2-Russell Co., 3-Clinton Co.,3-Layette Co., for a total of 3764 miles. In the month of June 6 under house arrest for a total of 121 days, which has saved the county $3,388.00.

Debbie Messenger presented the Extension office budget for 2016-2017 . No changes based on the tax rate approved by the court in the fall. No action taken by court.

Solid Waste Coordinator –Jerry Wheat addressed the court concerning questions from the community on the date for the dumpster. Judge Phelps stated that hopefully to have dumpster day this fall.

Lisa Thomas asks questions of the court concerning opening a restaurant with beer and wine sales. Judge Phelps stated that the city and county cannot do anything before 60 days after the election. ABC received a copy of the election results. We cannot advertise for licenses until after August 29, 2016 and the county will need to develop and adopt an Ordinance.

ITEM 3

Court approved the Cumberland County 911 budget 2016-2017. Motion by Edward Anderson, seconded by Earl Branham. “All Voting Aye”. Motion carried.

ITEM 4

Judge Phelps addressed the court concerning the Tri-County animal shelter in Albany KY. I have met with Judge Executive Armstrong and he stated that a few volunteers had taken pictures of the worst cases of some of the animals and there were no records of the condition of these animals when they were brought into the shelter. Judge Armstrong assured me they are doing everything that is required per Kentucky State Law. According to the last 3 months-Clinton County brought in 147 animals, Cumberland County 54 animals, and Wayne County 424 animals in the last three months. The shelter has new hours from 10:00am-3:30pm for the public. Doors will be open to the public for visitors or for adoptions. Our contract with Tri- County animal shelter automatically renews each year, unless someone decides to get out of the contract. Judge Armstrong has been invited to attend the next Fiscal Court meeting on August 8, 2016.

ITEM 5

Judge Phelps gave update on the Sheriff’s USDA grant. Advertisement for bids has been done, and opening bids will be Thursday July 21, 2016. The report of the bid opening will be presented to the court at our August 1 special called meeting.

ITEM 6

Declaration of surplus equipment of a Brother fax machine and Fellows shredder. Motion to destroy equipment and take to recycling center by Thomas Brown, seconded by Edward Anderson. “All Voting Aye”. Motion carried.

ITEM 7

Discussion of Alcohol, Beverage and Control ordinance. Judge stated we have a lot to learn. I have forwarded to County Attorney Lindsey Bell a copy of Adair & Russell counties ordinance. We are having a meeting July 26 at 1:30pm at County Attorney Lindsey Bell’s Office with Attorney Bell, Mayor Riddle, City Attorney Angie Capps and me. We need to develop an ordinance and budget. We are having a special called meeting on Monday August 1 at 4:00pm to have something in draft form to have for discussion.

ITEM 8

Court approved budget transfers. Motion to approve by Earl Branham, seconded by JV Groce. “All Voting Aye”. Motion carried.

ITEM 9

Court approved warrants with add on’s. Motion by Thomas Brown, seconded by Edward Anderson. “All Voting Aye”. Motion carried.

ITEM 10

New Business

Cash Transfers from Road to General and General to Jail. Motion by Thomas Brown, seconded by JV Groce. “All Voting Aye”. Motion carried.
