The one-hour primetime special airs on Saturday, May 16, and will honor the more than 3 million high school seniors across the country.Artists, athletes, musicians, commencement speakers, influencers, and cultural icons will show their support with performances and messages featuring students, teachers, and their families from coast to coast.There are many ways for New Mexicans to participate! The program is asking for students, teachers and families to share their stories, school spirit and graduation content. Check it out!? The content you submit may be included in the TV program, on social media, or in PEOPLE Magazine.Online Advanced Placement Grant programPreviously, we announced that National Math and Science Initiative (NMSI) is offering a grant for New Mexico students and NMSI will pay for 100 students to take online AP courses in math, science, and computer science topics in 2020-2021 (and they provide laptops to the students!). They will host an informational webinar every Wednesday this month called Blended College Readiness Program Informational Sessions. While the information will be generic to the overall grant, they will also include specific details about the partnership with New Mexico. We want to make sure that any interested New Mexico school leaders, parents and students have an opportunity to attend. Today, PED has published a new memo to offer the guidance as you plan for graduation ceremonies under these unique circumstances brought about by the current public health crisis.2020 High School Graduation GuidancePandemic Electronic Benefit TransferA joint effort between PED, the New Mexico Human Services Department and the Governor's Office was announced today to extend nutrition benefits during the COVID-19 crisis with the Pandemic EBT. We appreciate your help getting the word out. The PED team will be sharing this information and coordinating directly with Food Service Directors. If you have additional questions, please email Felix Griego.Here's what you need to know about the program:Families currently on SNAP benefits will see additional funds on their current EBT account by the end of the month.Families students that were receiving free and reduced lunch or attend a Community Eligibility School (CEP) or Provision 2 school where all students eat free, will receive a P-EBT benefit card in the mail. These should be out by early June.Families who have had a change in economic circumstance due to the COVID-19 crisis can fill out a new household application via their local school district food service office.Districts and school sites still need to serve meals until the end of their school year. All students and children can currently still pick up breakfast and lunch meals offered.FY21 Pre-KThe FY21 PreK RFA for new and expanded programs has been amended to allow us to provide answers to the questions that have been submitted thus far to Michelle Montoya, Contract Administrator.? Applications are due at 3:00 on May 15, 2020.Perkins Waiver UpdateRecently, PED submitted additional waiver applications to the U.S. Department of Education (USDE) to waive certain fiscal and programmatic requirements pursuant to section 3511 of Division A of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). PED also recommends outreach through healthcare via primary care physicians or local clinics to advertise registration as well as partner childcare organizations in the area.?Documents such as birth certificates and immunization records can be brought in when office hours resume following the COVID-19 emergency. In the case of children who have attended NM PreK, special education or Title 1 preschool programs, the district and charter should contact these parents via phone and do any updating of pertinent information.?With the use of the Kindergarten Observation Tool (KOT), many districts no longer leverage teacher-made assessments prior to kindergarten, assessing one-on-one to see if the child knows colors, numbers, letters, coin names, etc. In the event that this still occurs, it can be done in the week prior to school starting, with caregivers bringing children to the school individually, or via a home visit when the public health orders are lifted.? PED does recommend home visits at the beginning of the school year, and statute allows for up to 33 instructional hours to be used for home visits or parent-teacher conferences.?For any questions, please contact Dr. Gwen Perea Warniment or Brenda Kofahl.Re-purposing Supplies & EquipmentToday, the Department of Education released additional guidance regarding re-purposing supplies and equipment purchased with Perkins funds. Laptops and health and cooking supplies, are among the materials that can be repurposed to support Covid related activities.?Please note that this guidance allows redirecting resources that were previously purchased, but it does not allow Subgrantees to purchase Covid resources with Perkins funds. Workers who became unemployed, had hours reduced, or had an inability to work as a direct result of the COVID-19 pandemic may qualify for this unemployment assistance. Individuals will first need to file a regular Unemployment Insurance claim online at jobs.state.nm.us. Those who have already filed a claim for regular benefits do not need to file a new claim. Please feel free to share in response to this question.??3/23 CommunicationNew public health emergency order effective at 8 a.m. Tuesday, March 24Governor Michelle Lujan Grisham and New Mexico Department of Health Secretary Kathy Kunkel announced closing all private businesses and nonprofit entities except for those deemed essential, and further restricting mass gatherings due to the COVID-19 pandemic. We have received a number of questions from school leaders about whether or not this new public health order extends to public schools.This order does NOT apply to public schools. School meal sites should follow the same guidelines as grocery stores, farmers markets, food banks, convenience stores and restaurants: meals should be provided for takeout or delivery only. No one will be allowed to stay and to eat on the premises. Transportation workers who are delivering meals are also not affected by the latest order. Visiting schools to pick up instructional materials and equipment is also an approved exemption.?As of March 24, the public order outlining the school closure period has not changed, but there is a strong likelihood that the closure period will be extended. We know that you are eagerly awaiting this update and it is our intention to give you as much notice as possible to make plans, but we are still waiting on more data points and guidance from public health officials and the federal government. We anticipate making an announcement later this week or early next week.?The Governor’s Office and the DOH are producing a detailed FAQ and definition of what constitutes an essential service. These additional documents will be releasedon March 24. Until then, many of these questions can be answered in the full text of of the public health order. New Mexico Submits Waiver to USDE re: student testingDue to schools closures associated with COVID 19 pandemic, today the PED submitted a waiver application to the U.S. Department of Education (USDE) to seek a one-year reprieve from federal student testing and accountability requirements for the 2019-20 school year.On Friday, March 20, the USDE announced it will grant a waiver for states providing relief from federally mandated testing requirements. New Mexico’s waiver has been submitted and can be viewed for public comment on the Assessment Memoranda page of the PED website. People can submit comment to: PED.Assessment@state.nm.us ??The Anti-Donation Clause and Emergency Supplies Many districts and schools have provided paper, cleaning and other emergency supplies, which are not available in stores, to childcare facilities. Childcare services are critical during this public health emergency when schools are closed. This is especially true for the families of first responders, healthcare providers, and grocery store and pharmacy employees. Under the circumstances, childcare facilities would be unable to fully clean, sanitize and operate without your support.?The applicability of the anti-donation clause has come up. Upon legal review, we believe that your provision of emergency supplies is permissible as it allows childcare facilities to continue to operate and provide vital services that benefit the State during this public health emergency. The benefit to the State is legal consideration for the receipt of emergency supplies. Incurred costs related to the cancellation of events, travel, or other activities that would have been grant activities can be charged to the grant. Lujan Grisham and New Mexico Health Secretary Kathy Kunkel announced additional mandatory closures to stop the spread of COVID-19. The new guidelines include restaurants, bars, indoor shopping malls, movie theaters, etc. The new Public Health Emergency Order closes these facilities through April 10th. Some of you have asked if this means that schools are also closed through April 10th This order does NOT apply to schools. The existing order closing all public schools through April 3, 2020 still stands.
