DEFENSE ACQUISITION UNIVERSITY PERFORMANCE WORK STATEMENT FORSENIOR SERVICE COLLEGE FELLOWSHIP PROGRAM COORDINATOR*Note that this sample has been revised from the source document on the Government Point of Entry as necessary to align formatting and applicable FAR procedures.* ScopeThe effort under this Performance Work Statement (PWS) is to provide non-personal services for administrative/coordination support to the Defense Acquisition University’s (DAU) Senior Service College Fellowship (SSCF) program serving as a SSCF Program Coordinator. The location of the effort will be at the Sterling Heights MI, and Aberdeen Proving Ground (APG) MD sites only. The individuals filling these positions will be working with senior acquisition professionals (fellows), and providing the various tasks within the PWS. The contractor shall provide the personnel and equipment necessary to perform the tasks identified within this PWS. The Government shall not exercise any supervision or control over the contract employees in performance of these tasks. Employees shall be accountable solely to the contractor who, in turn, is responsible to the Government. The services required under this effort exclude information technology (IT) support. The contractor shall perform to the standards in this contract.Background InformationThe DAU SSCF program is a 10-month leadership/educational opportunity conducted under the auspices of the Defense Acquisition University in Huntsville AL, Sterling Heights MI, and Aberdeen Proving Ground (APG) MD. The program’s purpose is to provide leadership and acquisition training to prepare senior level civilians for senior leadership roles such as Product and Program Managers, Program Executive Officers, and other key acquisition positions. SSCF also helps prepare participants for positions in the Senior Executive Service (SES). The program is quite intense, and provides the fellows with an opportunity to think and reflect, which is not often afforded in the government workplace. The program starts in July of one year and ends in May of the following year.Period of PerformanceThe effort requires a period of performance (PoP) from 30 Sep 2018 - 30 Jun 2019. The Government may extend the terms of the contract, in accordance with FAR 52.217-8 if required. This will be accomplished by written notice to the contractor of its intent to extend.RequirementThe contractor shall provide the personnel and support described in the position identified in Para. 2.1 to support the Sterling Heights MI and the APG MD sites.Senior Service College Fellowship (SSCF) Program Coordinator. Employee must work independently using judgment, diplomacy, and tact in dealing with the DAU on-site/off-site employees and customers. Employee must demonstrate the ability to multi-task, and be adaptable to changes within the program. Tasks include, but are not limited to those described below.Prior to the beginning of a new class, send welcome letters to new fellows; obtain bios, photos, resumes; assist in ordering leadership books; prepare orientation handbook; coordinate orientation; and set up workspace for each fellow. Page 1 of 99 AUGUST 2018For graduation, schedule the date; prepare and send out the invitations; coordinate the program; prepare the script and any presentations required; coordinate and schedule the guest speakers; assist in reserving the location; and coordinate/set up for the reception.SSCF University Courses. Coordinate with University’s representative for registration, transcript issues, tuition, book orders, and training room. Facilitate the master’s degree completion arrangements as necessary.Guest Speaker participationCoordinate with the SSCF Director to determine when guest speakers are required; contact previous guest speakers to check their availability for required date(s); follow-up on input given by the fellows, DAU faculty, and SSCF Director to research, locate and contact new guest speakers; request bios from guest speakers; provide guest speaker with a copy of the fellows’ bios no later than two weeks prior to the speaking event; check for room availability and reserve the room as required (the Tele-Presence [TP] room may be used as a resource); create agenda for the guest speaker and provide a copy; assist in the arrangement of transportation to and from the airport; assist to coordinate the hotel room or any other accommodations as required; respond to questions from guest speaker or his/her point of contact; notify the secretary to the Dean of any guest speaker visits to include the rank/title, when, and where he/she will speak, and provide a copy of the biography no later than two weeks prior to the event or as soon as it becomes available.Industry ToursAssist the SSCF Director when needed, to locate a place for an industry tour and contact the industry facility; schedule the date; assist in the coordination of the travel and reservations if necessary; send biography of fellows to the point of contact; obtain the biography of facilitators and give to fellows.Seminars and WorkshopsResearch available presenters and assist to obtain quotes for services as required; coordinate with the selected presenters of the seminars; assist to schedule the date/time/place; create a certificate for Continuing Education Units (CEU) or Continuous Learning Points (CLP) and have the certificate approved and signed as required by the seminar lead; take photos when possible of the events; assist to coordinate the invoicing and payments between the DAU Regions’ Operations point of contact (provided by the SSCF Director) and the vendor.DAU ClassesCoordinate with faculty, prepare materials and set up classroom for DAU classes that fellows are required to take as part of the curriculum.Documentation to the Executive Director/DeanAssist the DAU-S SSCF Director, and the other DAU region’s SSCF Directors, with the preparation of the weekly and monthly reports that are submitted to the Dean.Schedule and “Look Aheads”Maintain the master schedule for the fellows with input from SSCF Director; make changes to the schedule as needed for speakers, tours, locations, times, and send schedule to fellows on a monthly or on an as-needed basis; send schedule to other faculty or regions as requested; send schedule to fellows when updated and post on Shared (S:\) drive and bulletin board. Send an email each Wednesday with “Look Ahead” - what the fellows will be doing during the next week to include: location, date, and time of classes they will attend; any tours or seminars and their location, date and time; guest speakers and their biography; identify the dress code needed for any event if other than business casual.Tours and TripsAssist the SSCF Site Director, fellows, and other SSCF Region Program Coordinators with making hotel reservations for participants; coordinate with action officer and SSCF designee on touring/briefing schedule; assist fellows with Defense Travel System (DTS) orders; coordinate with DAU security manager to ensure trip participant security clearance information is transmitted through JPAS IAW the timeline specified by the Director when required; and prepare binders for fellows with appropriate material for each staff ride.Other SSCF group eventsCoordinate between Site Directors and Program Coordinators for events in which all three SSCF groups have involvement – for example, trips and tours including but not limited to Gettysburg, Army War College trips, Air War College visit, PACOM or Europe and the PMT course weeks. Assist to schedule hotel reservations and coordinate travel, and help with Defense Travel System (DTS) orders and vouchers. A working knowledge of DTS is desired.PhotographsCollect all photographs taken by SSCF participants, SSCF Director, DAU, presenters, Aberdeen Proving Ground (APG) MD seminars, DAU-South (DAU-S) Huntsville AL, Detroit, MI seminars (as applicable) or any other DAU member; place photographs on the provided Shared (S:\) drive for fellows.Marketing.Update the SSCF brochure each year with new information; and update the DAU Internet webpage (as it is being used as a marketing tool by SSCF, APG Seminar, DAU-S, and Detroit Seminar).Alumni.Maintain the spreadsheet of all past DAU fellows (from DAU-S as applicable), which includes slating and as much input as possible; maintain an Outlook Group of all alumni for the purpose of inviting them to seminars, guest speaker events, graduation ceremonies, social events, and the opportunity to keep in touch.Financials.Assist in maintaining the monthly financial report received from the DAU-S Budget Officer on what was received or spent by the SSCF to include all expenditures; assist the SSCF Director in maintaining a spreadsheet to track all expenditures; and meet with the SSCF Director to discuss proposed expenditures and make changes to estimated amounts as necessary. Create purchase requests for all actions requiring a Purchase Request such as the purchase of books and supplies; seminars and workshops; University courses; and printing and reproduction.Collaboration with multiple levels of leadership Field questions and fulfill requests from various sources – fellows, faculty, leadership, headquarters, Army Acquisition Support Center, and others.Monthly ReportingCoordinator will complete and deliver a monthly report to the Site Director of tasks accomplished throughout the previous month. Report will identify significant actions completed during the reporting period in support of items specified in Paras. 2.1.1 through 2.1.16. Report will be delivered no later than the 15th day of the following month.PersonnelThe contractor is solely responsible for hiring, selecting/non-selecting, promoting, work assignments, work related rewards or discipline, and approving work schedule absences. The contractor shall notify the COR of absences that could impact contract performance. In the event of a vacancy, the contractor shall be responsible to fill the vacancy within 10 working days. A written statement shall be submitted to the COR providing the reason for not meeting the placement criteria, and stating the corrective actions to timely meet future employee placement.The contractor shall provide a qualified, experienced, and skilled employee for each of the required locations, and the employee must be able to lift 50 pounds without assistance. The contractor shall be responsible to notify the employee of tasks for which he/she will be responsible for completing. The employee must demonstrate proficiency with use of the MS Office suite of software (Word, Excel, Power Point, and Outlook), and be capable of completing a file merge. A Bachelor’s degree is desired, and the employee may be required to obtain a SECRET security clearance. Employees must also have a working knowledge the Defense Agencies Initiative (DAI) system, to include conducting research within the system and submitting purchase requisitions. A working knowledge of the Defense Travel System (DTS) is also desired to be able to assist the fellows with travel arrangements when required.The Government request to review prospective candidates for the position. The contractor shall submit resumes, security clearance levels (if any) and date granted, education/training, and experience for each proposed personnel. The Government desires a smooth integration of personnel as the SSCF program will already be in progress at time of contract award. The Government shall be authorized to restrict the employment of any contract employee, or prospective employee, who is identified as a potential threat to the health, safety, security and general well-being of the mission of the Defense Acquisition University.4.0Travel (CLIN 0004)Travel may be required by the contractor. Any and all travel shall be coordinated with the Technical POC (SSCF Site Director) and performed in accordance with (IAW) the Joint Federal Travel Regulations, and FAR 31.205-46. Non-compliance will result in the contract incurring cost not authorized in FAR Subpart31.2. The contractor shall receive approval from the Technical POC prior to performance.Security Requirements/Antiterrorism/Operations Security (OPSEC)A security clearance may be required under this effort, but an OPSEC Plan is not required by the contractor. However, the contractor is responsible for the following.AT Level I Training. This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to government installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: Training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Contractor and all associated sub-contractors employees shall comply with applicable Installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.For Contracts that require OPSEC Training. Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty. All contractor employees must complete annual OPSEC awareness training.Contractor Employees Who Require Access to Government Information Systems. All contractor employees with access to a government information system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter.For Information assurance (IA))/information technology (IT) training. All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.For Information Assurance (IA)/Information Technology (IT) certification. Per DoD 8570.01-M , DFARS 252.239.7001 and AR 25-2, the contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01- M must be completed upon contract ernment Furnished Equipment/Government Furnished Property (GFE/GFP)Federal Acquisition Regulation (FAR) 45.000(a) prescribes policies and procedures for providing Government property to contractors, contractors’ management and use of Government property, and reporting, redistributing, and disposing of contractor inventory. In addition, pursuant to FAR 45.000(b)(5), Government property remains accountable to the Government when it is incidental to the place of performance; when the contract requires contractor personnel to be located on a Government site or installation; and when the property used by the contractor remains within the location. Contractor use of items considered to be incidental to the place of performance include, for example: office space, desks, chairs, telephones, computers, and fax machines. Based on this authority, when the contract requires contractor personnel to be located on a Government site or installation the Government shall provide Government Property to contractor personnel on an “as needed” basis in order to execute their assigned tasks. No asset will be removed from the Government site or installation by the contractor. The representational authorized type of assets are as listed below:office space;desks;file cabinets;chairs;telephones;computer/computer monitors;copiers;fax machines; and/orprojectorscamera.Contractor Manpower Reporting (CMRA) (CLIN 0005)The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor is required to completely fill in all the information in the format using the following web address for Contractor Manpower Reporting (CMR): . The required information includes:Contracting Office, Contracting Officer, Contracting Officers Representative, Contracting Officers Technical Representative.Contract number, including task and delivery order number.Beginning and ending dates covered by reporting period.Contractor name, address, phone number, E-mail address, identity of Contractor employee entering data.Estimated direct labor hours (including subcontractors).Estimated direct labor dollars paid this reporting period (including subcontractors).Total payments (including subcontractors).Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FCS for each subcontractor if different).Estimated data collection anizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information).Locations where Contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location using standardized nomenclature provided on web site).Presence of deployment or contingency contract language.Number of Contractor and subcontractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct eXtensible Markup Language (XML) data transfer to the database server or fill in the Fields on the web site. The XML direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site.Primary Duty Locations and Duty HoursThe primary duty location where the employee shall perform his/her duties is at the Sterling Heights MI, and APG MD site respectively. Normal duty hours will be during the hours of 08:00 a.m. - 5:00 p.m., with a 30 minute lunch break Monday through Friday, except if the duty day falls on a federal holiday. The work week will consist of eight (8) hours per day for a 40 hour work week. The contract employee is permitted to work a flexible eight (8) hour duty day in order to meet organizational needs, but the time worked must include the DAU core duty hours between 09:00 a.m. and 3:00 p.m. There may be a need for overtime, and any and all overtime will be approved by the SSCF Site Director (see Para. 9.0 for overtime restrictions).Observance of Federal Holidays and Facility ClosuresThe contractor shall not be required to work on federal holidays identified below. The use of overtime hours are only authorized if the contractor obtains preapproval from the SSCF Site Director.10.0CDRLS/DeliverablesThere are no formal contract data requirements due from the contractor, however, an employee performing under this effort is required to coordinate with his/her perspective SSCF Site Director and provide monthly reporting per Para. 2.1.17. All data submitted must meet professional standards.Performance Requirements Summary MatrixThis performance-based service contract incorporates the performance objectives set forth at Appendix A. It is the contractor's responsibility to employ the necessary resources to ensure accomplishment of these required services. The Government's assessment of the contractor's performance in achieving these services will be in accordance with the Performance Requirements Summary Matrix.The Government will conduct informal counseling sessions with the contractor to identify any contractual performance that is not meeting the acceptable quality levels.
