Children’s Leadership meeting

June 17, 2009

Meeting was called to order at 1:35 p.m., by Tom Shufflebarger, in the Bradley Lecture Center.

Tom Shufflebarger –

• Leadership Meetings will have a light agenda throughout the summer

• Leadership Meeting will end early today so that those interested can attend the Risk Management Educational Session at 2:30 p.m.

• Drexel University was scheduled to have a representative at today’s meeting but cancelled at the last minute due to an emergency. Tom asked Joan Carlisle to share with everyone the basics of what Drexel is and what they have to offer.

Joan Carlisle

• Drexel is a private Philadelphia based university

• CHS is an official partner

• Open house was held here for those who might be interested in taking some classes or those who wanted more information

• 10% to 25% discounts offered for all CHS Employees and their immediate families

• They offer a deferred tuition program

Mike Burgess – Financial Update

• May 1st monthly volumes are running well below budget

• We have had a shift in revenue mix and are running around 60% Medicaid

• S & P and Moody visited last week to audit for bond rating worthiness

• Bond ratings will go to committee on July 15

• Reminder next Thursday will conduct educational sessions for the new IRS 990 Tax Reporting Revisions

Tom Shufflebarger – Facility Update and Healthcare Reform Update

• We are working to get all financing in place; we have access to monies even though interest rates are up and the economy isn’t the best

• We are in a “quiet phase”. Bids are almost ready to go out.

• We will be asking for employee input as we go forward with the re-design

• People have more questions than ever before about what the new health reform will mean to CHS

• CHS has resources, political allies and the ability to communicate with patients as appropriate

• A lot of political leveraging is taking place

• CHS won’t respond immediately until we know what the plan will be

• One trillion dollars is the estimated cost of healthcare reform

Mike Warren – Healthcare Reform

• Tom is the point person for the board meetings for updates on the healthcare reform

• Meeting with area hospitals three weeks ago to discuss what will be likely phased in over a number of years and what is likely to affect us immediately. The other hospitals are not much different than us and we all share common concerns.

• CHS needs to choose wisely and work with the lobby process for those things which are important to us.

• CHS will cooperate and collaborate with UAB as much as possible.

• None of the Alabama Congressional Delegation is involved in the committees actually working on the reform plans. Artur Davis has the best chance of being influential. He is a democrat and well known to the Obama Administration.

Vickie Atkins – Risk Management Update

• This week is Risk Management Week. There are scheduled educational sessions and the schedules are posted.

• The Mock Trial which took place yesterday is on video and accessible from the intranet

Vickie Atkins/Cathy Covington – JCAHO Update

• PI Initiatives for 2009 will be discussed at every Leadership Meeting through the remaining year. These initiatives must be communicated to your staff.

• PICU has had no catheter related blood stream infections in over six months. Great job PICU!

• New Leadership Standard went into effect on 1/1/09

• Leadership must monitor care, treatment, services provided through contractual arrangements

• Monthly audits performed to ensure compliance

• From the mock survey findings four common issues emerged: Communication, Education, Required monitoring and accountability

• 18 issues identified that relate to communication and 17 issues identified that relate to education

• You will see more information regarding these issues and how to address them as we go forward

• JCAHO icon located in CHS Resources on your computer desktop became available in January 2009

• We purchased a software program, V-Survey, which allowed all standards manuals to be online and as JCAHO makes changes V-Survey can update

Tom Shufflebarger – JCAHO

• The last 90 days a lot of attention has been focused on JCAHO preparedness; we have a lot of work to do in the next six months

• Two reasons for focus: lots of new items have come out and so much is going on at CHS with the growth and planning

Mike Warren –

• Within the next 60 days we should have the financing in place for the new facility

• 30 days from now work should begin on the Central Energy Plant. Plant will be owned by GUSP; Johnson Controls will operate. We will be the user and not the owner. Both require action from the Birmingham City Council. Regarding energy we hope to get some back up from the WIF and we hope to provide some back up to them

• We are doing well financially on the surface YTD. We received some old Medicaid money in May which helped us to stay within the budget

• We must get Medicaid issues worked out; legislation to take care of this has been signed off by the governor and we hope next Tuesday to hear that CMS has accepted the amendments

• If healthcare reform bill passes, as we know it today, we anticipate having two great years and after that some really scary and uncertain times.

• Our strategic plans are important. We need to be prepared for JCAHO. At the next meeting you will receive more information on Quality Improvement which is also very important.
