FOREWORD This manual implements the policy set forth in Commander, Navy Installations Command Instruction (CNICINST) 5090.lB, Navy Overseas Drinking Water Program Ashore. It is issued under the authority of ChiefofNaval Operations Instruction (OPNAVINST) 5090.IE, Environmental Readiness Program, 3 September 2019. This manual contains Navy policy guidance for drinking water quality compliance. It discusses requirements, delineates responsibilities and issues policy guidance for the management of drinking water quality at U.S. Navy installations outside the jurisdiction of the U.S. Environmental Protection Agency. This manual is effective immediately, and it is mandatory and applicable to all ashore Navy commands. This manual is cleared for public release and is available electronically only via Gateway 2.0 website, irectives%20Only.aspx.
