Chet Date opened the NMC meeting. A motion was made to approve the NMC minutes from the April 2005 Nadcap meeting. The motion was seconded and the minutes were approved.

It was noted that Peter Feind of Liebherr Aerospace is a new member of the NMC. It was also noted that Doug Matson is the new Heat Treating Task Group Chair replacing John Gourley. An appreciation award was then presented to John Gourley for his contributions to the Nadcap program during his time as Heat Treating Task Group Chair.

2. PRI/Nadcap Status Report

The PRI/Nadcap status report was given by Arshad Hafeez. Audits scheduled through the end of 2005 are currently at 97% of plan. Supplier workshops were held in Japan and Spain in June 2005. A Nadcap meeting in Beijing has been confirmed for April 24-28, 2006.

The AS7003 standard which defines the Nadcap process is currently under revisions to make it a globally recognized document. The updated document would provide better clarity and reduced redundancy. The document is currently out for ballot. The questionnaire must be completed before the audit can be submitted for PRI staff engineer review. The supplier’s feedback will then be used to calculate the customer service rating for the PRI staff engineer’s auditor evaluation on every audit. The enhancement is scheduled for release on August 4, 2005.

The eAuditNet supplier feedback post audit questionnaire was discussed. Suppliers will now be required to complete an electronic feedback questionnaire about the auditor’s performance on the audit.

3. NMC Chairperson’s Report

The NMC Chairperson’s report was given by Chet Date. The outcome of the NMC Steering meetings and the Planning and Operations meeting were discussed. The BOD directive regarding escape collection was discussed in that a pilot will be run, and a process for escape reporting will be established. The MOS metric of supplier merit was reviewed. The goal for supplier merit is 80%. However, the number of suppliers on merit is steadily decreasing. The NMC has asked that CP and HT investigate reasons for suppliers not achieving merit.

A survey was sent to Task Group Chairs regarding the effectiveness of meetings. It was determined that currently four meetings per year are needed and will continue until October 2006. In 2007 four Nadcap meeting venues will be in place, but Nadcap will pilot an option for task groups to reduce the number of face to face meetings to three per year. It was noted that three meetings could be utilized for task group business with the fourth meeting designated as an opportunity to discuss continual improvements, special requests from NMC, NESPB, or the PRI Board of Directors.

The Standardization sub-team report out was given by Mike Spencer. The standardization sub-team is currently working on four issues.

1. The difference in how Nadcap looks at majors and minors and their affect on merit. A report out on the findings will be given at the October 2005 Nadcap meeting

2. New changes implemented before releasing checklists. The group is working on a procedure for changes.

3. Guidelines for scope of approval for certificates.

4. Baseline status summary. The team is taking all info and comparing it to the original charter.

The Ethics sub-team is currently working on revising NOP-001 in order to provide a consistent process for appeals. The revised document will be balloted after the Nadcap meeting. The group will also be reviewing incident reports for ethics issues quarterly.

The Globalization sub-team report was given by Camille Valmy. A proposal was sent to each task group and responses were forwarded to the Globalization team after the April 2005 Nadcap meeting. The team is currently getting input from auditors as to which documents should be in English. The team has recommended that the task groups create and maintain a technical glossary. The group will draft a guideline and present to the task groups at the October 2005 Nadcap meeting. For more detailed information please see the attached presentation.

The Oversight sub-team report was given by Jay Park. Chatt Rhodes will be the lead auditor for the 2005 oversight audit team. The oversight audit will be held October 24-26, 2005 at the PRI headquarters in Warrendale, Pennsylvania. The sub-team is finalizing the audit scope and completing the checklist. 4. Task Group Reports

AQS – The task group is finding that the AC7004 has a continuing need and three year accreditation cycles will be discussed at this meeting

MTL – The task group has balloted and approved six checklists. A seventh checklist will be reviewed at this meeting.

NDT – The task group has balloted baseline standards and is running into opposition from Primes on approving committees. The task group asked NMC for standardization among prime members on different committees.

HT – The task group is working on baseline documents which should be completed by October 2005. The task group expects to release a new revision of AMS 2750 by September 2005.

FAST – The task group has sent AC documents out for ballot. The task group is looking to conduct a pilot audit at the end of the year.

NMSE – The task group split this meeting into two section, Surface Enhancements and Non-conventional Machining. The task group is working on a Shot Peen checklist and are working on their audit backlog.

CT – The task group is working on standard and checklist revisions and are conducting a cause and effect analysis on red metrics. The task group is planning a supplier training for January 2006.

ETG – The task group completed AS7119 and the document is now approved.

CP – The task group is working on lapsed accreditations. The task group will be conducting a supplier training at this meeting.

COMP – The task group is working on improving existing checklists

WLD – The task group balloted AC documents and those documents have been approved by the task group and NMC. The task group is working on its auditor handbook and auditor training outline.

5. Supplier Support Committee report

Dave Michaud reviewed the activities of the SSC. The SSC is working on the 2005 supplier survey, supplier newsletters, escape reporting, and the supplier recognition initiative. For more details please see the attached presentation.

6. New Business

The NMC recognized Mr. Sukesada of Asahi Kinzoku Kogyo Co., Ltd. as the first Japanese supplier to gain Nadcap accreditation.

Arshad Hafeez introduced new staff members Lisa Knestrick, Prime Support Specialist, and Rebekah Foutz, Associate Composites Staff Engineer.

Arshad Hafeez discussed task group meeting efficiencies. Starting at the October 2005 Nadcap meeting new attendees will receive a two page handout on meeting expectation and orientation. The first thirty minutes of the task group meetings would be set aside for a mini prime tutorial. Regular attendees would also receive training on parliamentary rules, association rules and antitrust awareness. For more details please see the attached presentation.
