SEC. 101. TUITION SENSITIVITY.

(a) AMENDMENT.--Section 401(b) (20 U.S.C. 1070a(b)) is amended--

(1) by striking paragraph (3); and (2) by redesignating paragraphs (4) through (9) as paragraphs (3) through (8), respectively. (b) EFFECTIVE DATE.--The amendments made by subsection (a) shall be effective with respect to determinations of Federal Pell Grant amounts for award years beginning on or after July 1, 2007. (c) AUTHORIZATION AND APPROPRIATION OF FUNDS.--There is authorized to be appropriated, and there is appropriated, out of any money in the Treasury not otherwise appropriated, for the Department of Education to carry out the amendment made by subsection (a), $11,000,000 for fiscal year 2008.

SEC. 102. MANDATORY PELL GRANT INCREASES.

(a) EXTENSION OF AUTHORITY.--Section 401(a) (20 U.S.C. 1070a(a)) is amended by striking ``fiscal year 2004'' and inserting ``fiscal year 2017''.
