The proposal aligns with approved changes made to the program in spring 2019. As such, this proposal acts in conjunction with the elimination of stand-alone Secondary Education History minor. This revision brings the Department’s Secondary Education program into alignment with recent changes to the College of Education and Human Development’s (CEHD) secondary education curriculum. This redesign moves the existing undergraduate program to a post-baccalaureate certification.Rationale. Give your reason(s) for the proposed improvement. The creation of the track within our current History minor provides greater flexibility to undergraduate majors interested in pursuing careers in secondary teaching. The core requirements as well as the requirements for the History track have not changed. However, the secondary education curriculum has changed to accommodate the CEHD’s newly created post-baccalaureate program. In this, HIST 4940: Secondary Education Methods has been eliminated from the undergraduate curriculum and redesigned as a graduate-level course. Additionally, new elective requirements and a directed internship have been added to give help students prepare for entry into the post-baccalaureate certification program. This will allow us to reach out to a broader array of students interested in history education of all types, and help them find employment opportunities in the future.Effect on other colleges, departments, or programs. If consultation with others is required, attach evidence of consultation and support. If objections have been raised, document the resolution. Demonstrate that the program you propose is not a duplication of an existing one.Students in the traditional History minor will take the same set of coursework therefore there will be little-to-no impact on course enrollment in other programs. Changes to the History Secondary Education program will require additional faculty advising and mentorship within the department. The department will assist with student internship placement for all secondary education majors and minors, and aid with the selection of elective coursework.Effect on your department’s programs. Show how the proposed change fits with other departmental offerings.We do not expect a net change in departmental minors, as students in other major areas wishing to be teachers will be encouraged to pursue the teaching track within the History minor. We also do not expect a net change in course enrollment for the same reason.Alignment with college’s and department’s strategic plan, mission, and vision.The proposed change is aligned with the CAS strategic plan objective 3.3, allocating resources by using data to close under-enrolled programs and shift resources to promising new initiatives.Effects on enrolled students: Are program conflicts avoided? Will your proposal make it easier or harder for students to meet graduation requirements? Can students complete the program in a reasonable time? Show that you have considered scheduling needs and demands on students’ time. At present, time-to-degree for the Secondary Education majors and minors is in excess of 5 years, as it includes coursework in CAS and CEHD, plus in-school experiences. As the education coursework and clinical experiences are largely shifted to the post-baccalaureate program, we anticipate that students will be able to complete a teaching track in other major areas with the History minor in 4 or fewer years.Student or external market demand. What is your anticipated student audience? What evidence of student or market demand or need exists? What is the estimated enrollment? What other factors make your proposal beneficial to students?The current History Secondary Education minor averages 12 students per year and graduates 2-3 students per year. We anticipate a slight increase in the number of students wishing to become secondary teachers, as Michigan is facing a teacher shortage.Effects on resources. Explain how your proposal would affect department and University resources, including faculty, equipment, space, technology, and library holdings. If proposing a new program, include a letter and/or email of support from the university libraries affirming that the library resource issues have been reviewed. Tell how you will staff additions to the program. If more advising will be needed, how will you provide for it? What will be the initial one-time costs and the ongoing base-funding costs for the proposed program? (Attach additional pages, as necessary.)The major effect on resources is advising. Students in the current History Secondary Education program are advised between the CEHD, the Department of History, and CAS. Once the post-baccalaureate program goes into effect, students will be solely advised in CAS and in the Department of History.List the learning outcomes for the revised or proposed major, minor, or concentration. The department will use these outcomes for future assessments of the program.? Students will develop an understanding of how history is taught in middle and high schools.? Students will practice instructional methods pertaining to history during internship experiences.? Students will learn sufficient content to be able to pass the appropriate MTTC exams.Describe how this change is a response to assessment outcomes that are part of a department or college assessment plan or informal assessment activities.For the past three years, the Secondary Education Planning Taskforce (SEPT), a joint committee between CAS and CEAS, considered challenges and opportunities within secondary education at WMU. The decision to develop the post-baccalaureate program model and to move all CAS programs under this model came from deliberations and discussions of this committee, as well as from discussions with CAS department chairs and undergraduate advisors.(Undergraduate proposals only) Describe in detail how this change affects transfer articulation for Michigan community colleges. For new majors or minors, describe transfer guidelines to be developed with Michigan community colleges. For revisions to majors or minors, describe necessary revisions to Michigan community college guidelines.
