IESL ENGINEERING EXCELLENCE AWARDS 2013 ?

THE ULTIMATE PRESTIGE

Engineering Excellence Awards 2013, the premier event of the year for rewarding outstanding achievements by engineers and engineering enterprises organized by the IESL was held at the CIinnamon Grand on Tuesday, 24th September, 2013 from 7.00 pm onwards. Hon. Basil Rajapaksa, Minister of Economic Development was the Chief Guest and Hon. Pavithra Wanniarachchi, Minister of Power and Energy was the Guest of Honour for the event.

PRESIDENT'S CORNER

With activities of this session about to end in Oct 2013 I think it's appropriate to highlight the activities carried out in this session in the context of the overall objectives I laid out when I took over the presidency. In my inaugural address I had stressed the need to bring IESL to its members with the use of information technology as a strategy to serve the country through serving the membership of the institution.

Infusion of new technologies combined with overhaul of its internal processes have vastly upgraded IESL to a modern day professional body giving transparency and accountability in addition to timeliness and efficiency.

All membership services are now integrated through a new Membership Management System and user friendly website to provide a personalized One-Stop Shop membership service to which members are being gradually acclimatized to obtain maximum usage and benefits.

The most prestigious award of the event, Eminence in Engineering Award, was bestowed upon Eng. Subasinghe Arachige Don Hector Sam Subasinghe (Eng.H.S.Subasinghe), former General Manager of CEB, best recognized for his pioneering role in setting up the Lanka Electricity

IESL is now Globally Connected and members need only a

Personal Computer and Internet Connection to participate in

the institution's activities that hitherto been difficulte due to

distance and time barriers. Public lectures held in Colombo

and overseas are being live streamed to be watched by

members from wherever they are. Members in overseas

chapters and provincial centres are interacting through SKYPE,

A SHINING MOMENT

The Annual Induction and Graduation Ceremony of the IESL was held at the Waters Edge on Tuesday, 27th August, 2013 from 4.00 pm onwards. Prof. (Ms.) Vasanthy Arasaratnam, Vice-Chancellor, University of Jaffna was the Chief Guest and Capt. M.G.Kularatne, Chairman / Managing Director, MAGA Engineering (Pvt) Ltd. was the Guest of Honour. The large gathering consisted of Council Members of the IESL, Past Presidents of the IESL, special invitees, awardees and family / friends who accompanied them.

This year, 164 engineers were inducted as Corporate Members and conferred the Charter status after going through a rigorous process of training and gaining experience under the

guidance of senior Chartered Engineers and passing the Professional Review exams and interviews. They received their certificates from the Chief Guest and would join the ranks of the approximately 4000 already

Graduation certificates were awarded to 34 students who completed the IESL Engineering Course which has become the best

alternative pathway to becoming a qualified engineer for student eligible to enter the universities but were unable to gain entrance due to limited intakes of the state universities.

proposed buildings. The Northern Provincial Centre too has

acquired the necessary land in Kilinochchi.

Notwithstanding the establishment of permanent buildings for provincial centres the need to make IESL services accessible to each and every member is a prime necessity. Thus the concept of IESL District Centres have been conceived of for districts with significant concentration of members and where there is difficulty to travel to Provincial Centres. Todate IESL District Centres have been established in Kegalle (9/03/2013), Polnnaruwa (14/08/2013) , Mannar (13/09/2013), Ampara (15/09/2013),Batticaloa (15/09/2013) and Monaragala (30/09/2013) districts under their respective Provincial Centres.

Besides above I want to mention some special events of the session. In my inaugural address I had mentioned the need to work closely with the IESL NSW (Australia ) Chapter so as to best derive the benefits of international expertise from diaspora members of our profession. This, I think, we managed to do successfully as many collaborative activities have been done with them. Keeping to tradition I attended the Annual Engineers Convention of the IESL NSW Chapter and participated in the Engineering Conference and the Gala Dinner that are part of this annual event. I am also grateful to Eng.Kamal Fernando, Chairman, NSW Chapter for facilitating the first ever meeting between the Presidents of the IESL and the Engineers Australia where I met Dr.Marlene Kanga (National President of Engineers Australia) and the detailed discussion on reviews and accreditation processes with Prof. Robin King (EA Chair of Sydney Accord) that followed.

The IESL New South Wales (Autralia) Chapter donated engineering books to the University of Jaffna at a simple handing over ceremony held at the university premises on 13th September, 2013. The books were officially handed over to the Vice Chancellor of the University of Jaffna, Snr. Prof. (Ms) Vasanthi Arasaratnam by the President of the IESL, Eng. Tilak De Silva. It's just this year that a Faculty of Engineering (located in Kilinochchi ) have been added to the University of Jaffna. Chairmen of the IESL NSW Chapter, Eng. Kamal Fernando participated in the event via SKYPE However Eng. Kandiah Mahadeva of the NSW Chapter who meticulously selected the most useful books and coordinated its purchase in Australia and transfer to Colombo couldn't participate in the event, even via SKYPE, due to prior commitments. The discussion that followed the hand over focused on wider cooperation between the IESL and the University of Jaffna. Eng. Shavindranath Fernando - President Elect of IESL, Eng. Arjuna Manamperi - Chairman, ICT Committee of IESL, Prof. K. Kandasamy - Professor of Physics , Prof. P. Balasuntharampillai - Emeritus Professor of Geography, both of the University of Jaffna also attended the event and participated in the discussion. The IESL Northern Provincial Centre which facilitated the handing over event was represented by its Chairman, Eng. N Suthakaran and Secretary, Eng. T. Barathithasan and participated in the discussions. They are among those largely involved with the university in the setting up of the new E' Faculty.

IESL District Centre in Mannar

The 106th Birth Anniversary of Late Eng. (Prof.) E.O.E. Pereira was held at the Wimalasurendra Auditorium of the IESL on September 13, 2013. The memorial lecture this year was on ` Education ? Engineering to Basic' delivered by Eng. (Prof.) S.B.S Abayakoon, Senior Professor in Civil Engineering, University of Peradeniya.

Born on 13th September1907, the Late Professor obtained his education at Royal College Colombo, entering in 1928, the University College Colombo, the predecessor to the University of Ceylon.. Winning the engineering scholarship for his performance at the University of London exams held in Sri Lanka, he proceeded to join the Downing College, Cambridge where he distinguished himself graduating with first class honours in Mechanical Sciences Tripos from the University of Cambridge in 1931.

A District Centre affiliated to the IESL Northern Provincial Centre was established on Friday, 13th September, 2013 in Mannar. The event, attended by a large number of engineers in the region, was held at the Irrigation Department (Central) Murugan, Mannar. Eng. A.Robert V. Peiris was elected as the Founder Chairman of the new centre while Eng. Consalas and Eng. A. Thevanand were elected respectively as Vice Chairman and Secretary.

President of IESL, Eng. Tilak De Silva and Chairman, ICT Committee of IESL, Eng. Arjuna Manamperi graced the occasion with their presence. This is the 3rd such district centre to be established by the IESL under its policy of making its services easily accessible to members at the district level. The New Membership Management system launched recently by the IESL requires just a PC with internet connection for members to participate in the activities of the institution. Eng. Arjuna Manamperi made a comprehensive presentation on the use and benefits of the system. A presentation on "Water Resources Development in Mananr District with the Dawn of Peace" by Eng. S.M.A Nelugolla, Director of IrrigationMannar, Irrigation Department gave a brief but comprehensive perspective on water resources development taking place in the north.

Official ceremonies over, guests and invitees participated later in the night in a fellowship event held at the living quarters of the Irrigation Department. Incidentally the two buildings that are now used as living quarters for visitors and resident engineers had in the recent past served as a court house and administrative building for the LTTE in that area. To add finishing to the unique experience , guests, were treated to the tastes of experimental export quality fruits cultivated from a land that had not long ago been full of bombs and mines.

The credit goes to Eng. N. Suthakaran, Chairman ? IESL Northern Provincial Centre and the Executive Committee for the successful establishment of the Mannar District Centre. Together with Eng. N.Kirushanrooban of the Irrigation Department in the region, and his able team of young engineers the fellowship and hospitality to the guests that followed were superbly organized.

Returning to his country of birth he joined the public Works Department serving it for 15 years. He then joined the teaching staff of the University of Ceylon in 1946 and was picked to be the first Dean of the Faculty of Engineering of the University of Ceylon when the country decided to educate its engineers in its own soil instead of sitting for the London Exams held at the Ceylon Technical College at Maradana affiliated to the University of London. Starting from scratch, with borrowed accommodation and laboratory facilities, yet firm in his stride towards achieving the best the world could offer at that time to establish the first Faculty of Engineering in the country.. He was appointed the Vice Chancellor of the University of Ceylon Peradeniya in 1969.In 1986 the country honoured him with the title Vidya Jyothi and passed away in1988.

A District Centre affiliated to the IESL Uva Provincial Centre was established at Monaragala at a ceremony held in this connection at the Victory Inn, Moneragala. Eng. Tilak De Silva, President of the Institution of Engineers, Sri Lanka (IESL) and Eng. Arjuna Manamperi, Chairman ICT Committee of the IESL graced the occasion with their presence.

Eng. S.N.B.M Padmasiri, Chairman, IESL Uva Provincial Centre welcomed the special guests and large number of engineers from Monaragala, Bibile and Wallawaya areas of the Monaragala district who attended the event. Addressing the gathering Eng. Tilak De Silva explained his goal of making IESL accessible to its members at the district level. He said that this is the 6th such district centre established by the IESL up to now, the others being those at Kegalle, Polonnaruwa, Mannar, Ampara and Batticaloa. He commended the Chairman, Eng. S.N.B.M Padmasiri and Executive Committee of the Uva Provincial Centre for their

I would like to thank all readers who sent in their suggestions and critical comments to improve the quality of the SLEN. IESL President, Eng. Tilak De Silva was always behind me to encourage the changes I proposed and his guidance was invaluable. Digital SLEN was a fruit of the efforts put by the ICT chairman, Eng. Arjuna Manamperi with the continuous back up of the President/IESL and I sincerely hope that it will blossom into a very popular IESL publication with a giant subscriber network. The Toastmasters Club of Institution of Engineers, Sri Lanka (IESL) held its 10th Installation and Induction Ceremony at the IESL Wimalasurendra Auditorium on 01st September 2013. The Chief Guest Eng. Tilak De Silva (President of IESL), Guest of Honour Eng. Aravinda Perera, (Managing Director of Sampath Bank), Maj. Douglas Wijesinghe (Mentor of IESL Toastmasters Club), M Z Saleem DTM, Past Presidents, distinguished guests including eminent Toastmasters from other clubs graced the occasion. This 10th Installation ceremony organized by the Executive Committee and members was a colourful event attended by members and their families.

The immediate Past President of IESL Toastmasters Club, Mahesh Amarasiri ACB and President Elect Ranishka Wimalasena CC, welcomed the Chief Guest Eng. Tilak De Silva, the Guest of Honour Eng. AravindaPerera, and other distinguished invitees.

"Only technical skills and knowledge will not help you excel in your careers. Soft skills such as inter-personal skills and public speaking & presentation skills will give you the added impetus to move you forwards. These skills give a person the cutting edge to move beyond the mediocre and to soar to the pinnacle", said Eng. Aravinda Perera emphasising the importance of developing soft skills, as he illustrated how he personally benefitted from the Toastmasters Club. Since 2004, the IESL Toastmasters Club has provided a mutually supportive and positive learning environment for its members in public speaking and leadership developmenta need in today's challenging environment. The club is affiliated to the Toastmasters International (TMI) based in California with over 14,350 clubs in 122 countries around the world having more than 292,000 members. TMI, which is in operation since 1924, is a non-profit educational organisation.

IESL Toastmasters Club is the 5th club established in Sri Lanka out of 70 clubs operating today, and this brings various disciplines together, and the club is made up of close to 40

members who meet once a fortnight for two hours. Each meeting provides the participants an opportunity to practice public speaking by giving impromptu speeches, prepared speeches, and the chance to offer constructive evaluations. Anybody, from an experienced professional to beginner can gain immense benefits from these practical, face-to-face learning programs which range from high level business meetings to day to day common public speaking.

A Journey to the past

Eng. D J Wimalasurendra Memorial Lecture

Irrigation Department does the feasibility investigations and surveys to restore the ancient abandoned reservoir situated in the South West of Wilpattu. (Refer map-fig1) Once restored, this will serve for the domestic needs in Wilachchiya area, augment the irrigation supply to tail end of Maha Wilachchiya scheme, and most importantly, it will be a perennial water source to the wild animals in the Wilpattu national park.

This ancient reservoir is believed to have been built by King Wasaba (67-111 AD). It lies in the thick jungle of Wilpattu national park where the public has no access. Hence, those who are doing the surveys have to travel by a tractor to a certain distance and lead the rest of the journey by foot.

Irrigation officials in Anuradhapura believe that, early surveyors would have mixed up the names of the two Wilachchiyas, as Kuda Wilchchiya embankment is larger than Maha Wilachchiya. There are 7 breaches along the 3 km long embankment. It seems that the reservoir had been breached due to a hydrological failure, not a structural defect of the sluice (Bisokotuwa), as the two Bisokotuwas and spill are intact.

The well packed rubble riprap in the upstream slope remains undamaged, even after .. decades of abandonment and with the movement of elephant herds in the park. (See fig 2)One other special design feature in the upstream slope is the berm, that provided stability to the upstream slope; this is a rare design concept used by our ancestors, specially for a high dam section. (see fig3) Massive skilled workforce would have been involved for the dressed rubble work used in the riprap, as each block has been

The IESL commemorated the 139th birth anniversary of Late Eng. D.J.Wimalasurendra with a memorial lecture held at the Wimalasurendra Auditorium of the institution, on Tuesday 17th September, 2013 The theme of this year's lecture was `Your Electricity Supply in 2043' and it was delivered by Eng. Bandula S. Tilakasena ? Additional General Manager, Corporate Strategy ? CEB. Born into a distinguished family of traditional craftsmen, 17th September 1874, the Late Engineer D.J. Wimalasurendra passed away on 10th August 1953 at the age of 79 years. An illustrious son of Sri Lanka whose name is synonymous with hydroelectricity in Sri Lanka, he is the first to conceive the idea of harnessing the waters of the country's rivers for the generation of electricity. It was at a time when the country was facing the unaffordable prospect of having to generate electricity using imported fossil fuel if it's to provide the country's citizens with electricity towards uplifting their standards of living.

IESL North Central Provincial Centre Holds AGM

The Annual General Meeting, 2013 / 2014 session, of the IESL North Central Provincial Centre(NCPC) was held at the Galway Miridiya Lodge Hotel, Anuradhapura, on 12th September, 2013 in the presence of a large gathering of its members, distinguished guests and special invitees. President of the IESL, Eng. Tilak De Silva, President ? Elect of IESL, Eng. Shavindranath Fernando and Chairman ICT Committee of the IESL, Eng. Arjuna Manamperi, graced the occasion with their presence. In view of the many important initiatives of the last session and the necessity to continue with the great progress achieved, office bearers of key positions in the Executive Committee of the last session were unanimously reelected to serve in those positions in the new session too. Thus an almost unchanged NCPC Executive Committee will continue to get the leadership of Eng. J.A.D.R Sujith Kumara as Chairman and Eng. (Ms) D L B P Wijesekera as Secretary to continue their good work in the new session.

The acquiring of a plot of land in Puttalam Road at Korakahawewa, Anuradhapura to build a permanent building of its own for the NCPC was an important initiative of the centre in the last session. Preliminary works towards construction of the building have been completed and the foundation stone already laid by the President, Eng. Tilak De Silva, on 31st January, 2013. The building is expected to be completed in two stages with the first stage expected to be completed in one year at an estimated cost of Rs 18.5 million. The NCPC is expecting to raise this amount through fund raising. A sum of Rs 1.5 million have been already released as donation by the IESL parent body through the special initiative of the President, Eng. Tilak De Silva, towards this endeavor.

The building will be the first such building owned by an IESL Provincial Centre in the island and will be a tremendous boost to the capacity of the NCPC to more effectively perform activities of the centre such as holding meetings, seminars, workshops, etc. towards professional development of IESL membership in the province. This concept is to be extended to all other IESL Provincial Centres as confirmed by Eng. Shavindranath Fernando, the President ? Elect of IESL.
