MEMORANDUM FOR: See Distribution
SUBJECT: Minisink Valley HS JROTC Drill Meet (03 February 2018)
1. Units should arrive before 0800. Unit Commanders and Instructors should check in at TBA upon arrival. Each unit will be met at the entrance and escorted to an assigned room. The assigned room will serve as unit HQ during the meet. Latrine facilities for male and female cadets and cadre are located nearby. Each unit will assume responsibility for the police of the room and the adjacent hallway. Adult chaperons will be stationed in each room to monitor rooms.+
2. Events will commence at 0800. Teams from nearby schools should be ready to perform in lieu of more distant teams, if necessary. A tentative time schedule will be posted for all teams. Time schedules will be e-mailed to entered teams as soon as possible. Units are expected to ensure their teams are ready to go at any time. If open time becomes available, teams will move up to fill the slot. All teams will be prepared to begin earlier than specified
3. The following events (times and places shown) will be conducted:

Individual Knock-out (unarmed, cost is $1.00 upon completion of all events - u/cGym
(* In keeping with the Nationals standards, events are divided into “Armed” and “Unarmed” categories. Cadets from one category should not cross over into the other category. This does not include the knock-out challenge at the end. The “Unarmed” Color Guard identifies the category only, and is identical to the “Armed” Color Guard, to include ARMED rifle bearers.)
4. All events are governed by U.S. Army FM 3-21.5. Any disputes will be judged IAW that manual.
5. Please respond by e-mail, fax or mail as soon as possible. E-mail is the preferred method of return. Please include the number of personnel you are bringing, including instructors and chaperones. Please forward you admission fee as soon as possible or contact the POC to advise you will bring it with you.
6. No more than two LET 1 teams may be entered in the New Cadet Basic Drill event. Only one team per school may place in the event. The team may be designated beforehand by the Drill Commander at the 0730 meeting or when the team checks in, or the highest scoring team will be selected by the MVHS scorers. (e.g., 2 teams, Team A. Team and a B Team may enter. Only one team may be considered for 1st, 2nd, or 3rd place. If no team was designated, only Team A will be considered for placement. No school will take two placements)
7. Concessions: The following are fund-raising activities. Please use them. If you wish to purchase something, please bring appropriate funds. Credit is not an option.
a. Food and drinks will be available from a concession run by the MVHS JROTC. All food and drink, whether you bought it or brought it, will be consumed in the designated eating area by JROTC. There will be no eating or drinking in the rooms, hallways, or auditorium.
b. There will also be a concession for MVHS Drill Meet t-shirts available for personalized printing (price TBA).
c. Individual Knockout tickets will also be sold in the food area. The cost for a knock-out ticket is $1.00.
d. A candy-cart with candy and water will be available at rooms.
8. Trophies will be awarded for 1st, 2nd, and 3rd place in each event. Event placement will be determined by totaling the scores of all judges in that event.
9. Individual MVHS Knock-Out medals will be awarded to the winners of 1st (Gold), 2nd (Silver), and 3rd (Bronze) places of the Individual Knock-out.
10. Determination of the “League Trophy” will be determined by totaling ONLY league members the combined scores of the nine (9) team basic events and dividing by 9. For units choosing to enter less than the necessary nine events, the total is still divided by nine.
11. a.) Scores will be compiled from Unarmed Platoon basic, Unarmed Squad basic, Armed Platoon basic, Armed Squad Basic, Armed Color Guard, Unarmed Color Guard, Unarmed and Armed Personnel Inspection (PI) and New Cadet drill, divided by nine (9).
b.) The Knockout event will not count toward the overall score.
12. There is no opening ceremony. Events will commence at 0800. Teams from nearby schools should be ready to perform in lieu of more distant teams, if necessary.
13. A closing ceremony will be conducted immediately after the knock-out. The Unit Color Guard and the Team Commander(s) will be on the floor to receive awards. All other team members will be in the stands. Teams will be briefed on changes to the closing ceremony on the day of the meet if necessary.

New Cadet (LET 1) Regulation Drill
1. This event is limited to new cadets in the first year of JROTC (any grade level). No squad members will be armed.
2. Drill floor space is 12 feet by 60 feet
3. The squad will fall into one rank centered on the squad leader in the staging area just off the drill space. The
Squad Leader will be centered one pace in front of the squad. The Squad Leader may remain in this position throughout the routine (this is a slight variation from what is specified in FM 3-21.5).
4. The squad will consist of 7 to 13 cadets including the squad leader. No one will be armed.
5. The Squad Leader will confer with the Head Judge prior to beginning the routine.
6. All commands will be followed as specified. U.S. Army FM 3-21.5 (Drill and Ceremonies) is the judging criteria. All commands must be memorized by the Squad Leader. No “crib sheets” are permitted. The use of such sheets will result in a substantial point loss.
7. No cadence will be called except during command #48.
8. There is no time limit. The Head Judge may assess penalty points if He / She feels time is being prolonged.
9. Penalty points will be assessed each time a squad member steps over a boundary line

Unarmed Platoon Regulation Drill

2. The Platoon Leader will confer with the Chief Evaluator prior to beginning the routine to confirm starting position and Report In location.
3. Platoon will consist of 13 to 16 cadets, including a Platoon Leader. Penalty points will be assessed for an improper number of cadets.
4. The Platoon falls into 3 ranks at the start point. The PL will be 3 paces in front of, and centered on the Platoon in a line formation, and 3 paces to the left flank of the Platoon in a column formation.
4. All commands will be followed as specified. U.S. Army FM 3-21.5 (Drill and Ceremonies) is the judging criteria. The PL must memorize all commands. No “crib sheets” are permitted. The use of such sheets will result in zero (0) points being given for all commands which the crib sheet is used.
5. There is no time limit. The Head Judge may assess penalty points if the time is being prolonged.
6. Penalty points will be assessed for each time a Platoon member steps over a boundary line.

4. The Platoon falls into 3 ranks of 4 to 5 cadets at the start point. The PL will be 3 paces in front of, and centered on the Platoon in a line formation, and 3 paces to the left flank of the Platoon in a column formation.
5. All commands will be followed as specified. U.S. Army FM 3-21.5 (Drill and Ceremonies) is the judging criteria. The PL must memorize all commands. No “crib sheets” are permitted. The use of such sheets will result in a substantial point loss.

Color Guard (Armed and Unarmed Categories) Regulation Drill
1. Drill floor space is 24 feet by 35 feet. This is on a raised stage of an auditorium. The movements will be performed so as to use the entire drill area.
2. The Color Guard may be commanded by any of the members. The CG Commander will confer with the Head Judge before beginning the routine.
3. The Color Guard will consist of four (4) cadets
4. The routine will be conducted in accordance with U.S. Army FM 3-21.5.

Unarmed Personnel Inspection
A. General Information
Execution of the event guidelines AS OUTLINED and WITHOUT EXCEPTION are imperative for teams to earn a top score in the Inspection competition.
B. Inspection Preparation
1. All instructions regarding Inspection rules and regulations must be carried out to the letter to earn a top score. Several procedures have been changed from 3-21.5 for safety and other reasons. Deviations from these regulations will result in lower scores in several facets of the event.
2. While the preceding unit is being inspected, the Cadet Commander will QUIETLY assemble their inspection cadets in the inspection ready area. This area is located just outside the entry/exit point for the area. At this point, all other team members and followers will be required to leave the immediate area.
3. The Cadet Commander will, on the head judge's signal, lead his cadets into the inspection area centering his unit on the Head Judge. Teams should enter, forming with four squads of three cadets each.
4. The unit should then be instructed to “Open Ranks” by the Cadet Commander. The commander should then ready his unit through "Aligning the Company" (Dress & Cover). The unit is then ready to be inspected by the judges.
5. Upon completion of the inspection, the head judge will instruct the Cadet Commander to exit the drill floor. The Cadet Commander should exit the drill area by moving back into the drill ready area. This should be done in a formal military movement, chosen and executed by the cadet commander.
6. Important Note: UNIT INSPECTION CADET COMMANDERS WILL NOT MOVE TO REVIEW THE CADETS FOR PERFECT DRESS & COVER! Cadets will be instructed to dress & cover only. Cadets at this level are expected to maintain adequate dress & cover without supplemental instruction from the Cadet Commander. Cadet Commanders who move to review the ranks for correct spacing during Inspection competition will be graded down for their efforts.
C. Inspection Judging
1. To begin the inspection, the Cadet Commander will report in to the Inspection Head Judge, stating (for example) "Sir, Acme High School, Army JROTC Unit ready for inspection, Sir". Upon completion of this report in, the event Head Judge, as well as the other three judges, will begin the inspection. The Head Judge may briefly inspect the cadet commander then will move on to the first row of cadets. The other judges will each take their corresponding ranks.
2. While it is rare, a judge may incorrectly apply a regulation to your team's inspection. If a cadet feels a rule has been applied incorrectly to their unit, DON'T BELABOR THE POINT with the judge! If a judge presses a point a cadet feels is wrong, the correct response should be "Sir, I have been instructed that "thus & so" is correct". Don't lose military bearing!
3. Should this occur, IMMEDIATELY after completing the inspection process, reach the SNI Judging Director and discuss the incident. He will then contact the judges and make a ruling, thereby assuring the scoresheets reflect the correct rule interpretation and scoring when possible.
D. Related Inspection Matters
1. Inspection will include questions asked to determine a cadet's poise, confidence, and overall military / governmental / historical knowledge, along with specific questions regarding Army matters. Judges WILL ask questions they do not expect the cadet to answer correctly or questions which may have no single correct answer. Don't allow your cadets to get flustered or lose their military bearing! If a cadet doesn't know the answer to any question, a strong, "This cadet does not know, sir!" or similar response is best.
2. Hair length should correspond to JROTC regulations. General appearance should be well-groomed and uniforms should be well-prepared.
3. Teams will be inspected using their own uniforms as the standard. The way one looks is the way they all should look. How late in the day the team is competing in the inspection competition is taken into consideration by all judges during the inspection competition (judges know the difference between a uniform that was unprepared AND one that has been worn throughout the day).
4. Leather shoes or corfram shoes are appropriate wear for all portions of the Army Nationals. While corframs are comparatively easy to maintain, leather shoes will require a great deal more effort to achieve the same appearance and must be so maintained. Should corfram shoes be worn, the judging standard will demand absolute perfection to achieve the same score as a well-maintained leather shoe.
5. Ensure the entrance and exit of your unit is done in a manner than maintains Squad leaders in the front of the formation to receive maximum possible scores.
Unarmed Personnel Inspection
1. The Personnel Inspection will be conducted in Lobby by Cafeteria. U.S. Army FM 3-21.5, paragraph 7-15 through paragraph 7-18 (modified as outlined below) will govern the procedures.
2. The Chief Inspector will be from the branch of service sponsoring the JROTC unit if possible.
3. The Personnel Inspection (PI) Platoon consists of at least twelve (12) cadets, and the Platoon Leader. Units may have additional cadets stand the inspection (for training), but only the first 12 cadets and the Platoon Leader will be counted for score. Individual inspection scores will be totaled together for a team score. No modifiers will be used if the appropriate number of cadets is not present.
4. The PI Platoon is formed in three ranks of four (4) cadets with a Squad Leader for each Squad. Additional cadets fall into ranks of four behind the first three. The Platoon Leader will coordinate with the Chief Inspector prior to entering the Inspection Area. The Platoon Leader will march the Platoon to the designated position and take a position centered and three paces in front of the first Squad. The Platoon Leader performs the necessary procedures to ensure the platoon is dressed and covered, and reports* to the Chief Inspector.
5. The Chief Inspector renders an inspection of the Platoon Leader and then directs the Platoon Leader to lead him through the inspection.
6. During the Inspection, the Chief Inspector may ask questions of the individual cadets. Subject matter will be limited to uniform items, Current events, Chain of Command, Drill and Ceremony, the United States Flag, Ranks and Rates, and Service history.
7. At the conclusion of the inspection, the Platoon Leader and Chief Inspector will return to their original positions and the Platoon Leader will be directed to take charge of the unit. Once the Chief Inspector has cleared the Platoon front, the Platoon Leader will march the Platoon to, and out, the nearest exit.
*NOTE: (e.g.) Sir (Ma’am), the Washingtonville High School Army Junior ROTC, “The Magic Battalion”, Personnel Inspection Platoon, with 15 (total #) cadets present, is prepared for inspection.

INDIVIDUAL UNARMED KNOCK - OUT
1. Each school may enter as many cadets as it wants. Tickets for knock-out will be sold in the cafeteria at the price of $2.00 per ticket.
2. NO trick or intentionally incorrect commands will be issued.
3. There will be no talking by cadets while in formation. If a cadet cannot hear a command, he/she will raise their LEFT hand and remain in place until contacted by a Judge.
4. Prior to the actual competition the judge who will be giving the commands will give five (5) practice commands to allow the formation to get used to his/her voice volume, etc.
5. There will be NO time limit. The event will continue until a clear 1st, 2nd, and 3rd place winner is chosen.
6. Once an individual has been eliminated he/she will leave the Drill area in silence. Appeals will not be entertained.

COLOR GUARD
1. General Information
All required movements in this event must be done. Only extra movements required to complete any movement prescribed in this sequence are allowed.
2. Color Guard Regulations
All Color Guard units at the competition must contain 4 cadets only. Of these, two cadets will bear arms and two cadets will bear flags. The National colors will be the senior flag with a state flag, service flag, or other appropriate flag used as the second color. No flag may measure less than 3' x 5' in total exterior dimension. Flagstaffs will be standard regulation type.
3. Judging & Scoring
a. Given that a large portion of the skill in executing Color Guard is marching in cadence (with appropriate penalty deductions for improper cadence), it should be noted that there is No cadence counting allowed in either of these events. Any team found counting cadence in Color Guard will receive the maximum cadence penalty allowed (40 points).
REGULATION DRILL
1. General Information
All of the Regulation Drill movement must be done in the order they are listed.
2. Judging & Scoring
a. The Regulation sequence is comprised of many scoring opportunities, worth between 0 and 5 points each. Also, teams will receive additional points for their report in and report out, and for the judges' overall impression of the drill.
b. While the execution of many of these movements can be challenging, they can be executed by any unit with sufficient practice. The unit's ability to perform this sequence without extra commands, utilizing the 30 inch step where required, is vital to a team's success.
c. The Head Judge working the Regulation Drill will be responsible for event scoring, as well as counting cadence and deduction of all boundaries, movement- pause, and other violations.
d. The overall conduct of the drill meet will be addressed through FM 3-21.5
e. Given that a large portion of the skill in executing Regulation Drill is marching in cadence (with appropriate penalty deductions for improper cadence), it should be noted that there is NO cadence counting allowed in either of these events. g. Platoons will remain configured in 3 squads. Squads will not form 2 Teams, but will begin and end as a single squad. (40 pt penalty).
EXHIBITION DRILL STEPS
THE EXHIBITION DRILL ROUTINE (S) WILL BE CONDUCTED AS FOLLOWS:
1. The Commander and unit are at Parade Rest in the area.
2. All exhibition routines consist of stationary/marching drill movements as well as trick maneuvers that are limited by the imagination and creativity of the drill unit. Please keep in mind however that this is a military competition with military judges.
3. Cadets may not use a thrown or flip dismount, basket, catch/basket toss or other “cheerleading-style” maneuvers during any facet of exhibition drill. Cadets may still be elevated by climbing on each other cadet’s shoulder, backs, etc., or on top of rifles held by cadets: but when dismounting, cannot be thrown, flipped or propelled in any manner.
4. Teams should design their routine to ensure any dangerous or very long rifle tosses do not have the rifle travel in a manner that places anyone except the receiver at risk of being hit with the rifle. This prohibition is due exclusively to safety concerns where rifles are sent soaring through the air and placing non-involved team members in physical danger. If undertaken, this may result in your unit being disqualified from this exhibition event.
5. The definition of a “dropped” weapon is one that strikes the drill deck before being caught by the cadet. It is not considered a drop if a cadet catches a rifle and then has either end of the rifle strike the floor due to the weight and/or inertia of the weapon. This comes into play during all armed exhibition events where a 25 point penalty is imposed for every occurrence of a dropped rifle.
6. No bayonets will be allowed on weapons.
7. The following penalties will be assessed as appropriate:
a. Dropped weapon 25 point
b. Crossing the boundary line 10 points
c. Violation of time limit ( 1 point off for every second over the time limit
8. During exhibition events uniforms must be of a military style and are at the discretion of the unit. (Uniforms will not be inspected).
9. The time for both squad and platoon exhibition is 6 minutes minimum and 9 minutes maximum. The time will start when the 1st cadet steps onto the drill floor. Time will end when the last cadet exits the boundary area.
10. Butt Plates on rifles are not authorized due to damage caused to gym floor. Ensure padding is used or plate is removed. NO Exceptions!
