GENERAL STATEMENT OF DUTIES:The Deputy City Clerk is responsible for organizing and maintaining a wide variety of records; preparing, authenticating, certifying and recording numerous documents; serving the public; supporting all aspects of City Council meetings; assisting with elections and liquor licensing; serving as Municipal Court Clerk. DUTIES AND RESPONSIBILITIES include the following:ESSENTIAL DUTIES ARE:Assists in overseeing liquor licensing within the City limits, ensuring compliance per state laws and regulations; issues liquor licenses including for special events. Attends City Council meetings and prepares minutes in the absence of the City Clerk.Administers oaths to public officials in the absence of the City Clerk. Maintains official minute books; maintains and updates official ordinance book.Accepts payments received at front desk, receipts and accounts for same. Assists in balancing receipts, preparing and making bank deposits.Assists in maintaining device records for all casinos; notifies casinos of device fees to be collected and keeps records of all updates to devices; ensures accuracy of numbers provided by casinos. Assists in administering the issuance of business licenses in accordance with applicable City ordinances and state regulations. Posts City Council meeting agendas; prepares and copies City Council packets and contacts City Council for packet pickup; ensures agenda is posted on City website. Acts as a notary public and maintains the required certification to do so. Posts all public notices and publishes ordinances. Initiates, organizes, files, safeguards, retrieves and archives a variety of electronic and physical documents, files and records in accordance with state and federal laws that apply to open records, confidentiality and other issues; records documents with the County as needed.Periodically reviews state-approved Records Retention Schedules and purges records according to applicable laws and City Resolution(s). Processes citywide mail, including date-stamping as needed, copies and/or files documents and distributes as needed.Performs a variety of correspondence via phone, fax, email and in-person with the public, City Council and Commissioners, business owners, organizations, governmental agencies and others in a professional, knowledgeable and considerate manner.Assists Election Official in all aspects of election duties. Seeks to improve job skills continually through education and training, including certification through the Colorado Municipal Clerks Association as required.Maintains and updates catalogs, manuals, and resource materials.Prepares equipment for and conducts recording and streaming of City Council meetings.Participates in the safety program to include adhering to safety policies, observing and correcting safety hazards, and participating in safety-related training. MUNICIPAL COURT CLERK DUTIES AND RESPONSIBILIES ARE:Receives and records all citations served.Prepares and maintains case histories and responds to questions regarding case status.Schedules court hearings; notifies all parties involved including judge, City Attorney, police department witnesses, and potential jurors utilizing the proper procedures. MUNICIPAL COURT CLERK DUTIES AND RESPONSIBILIES ARE(cont.):Receives pleas from Municipal Court defendants on traffic, parking and misdemeanor violations.Attends Municipal Court and monitors and transcribes Court recordings.Writes needed correspondence, schedules any continuances, and prepares default paperwork and warrant issuances as needed.Collects fees, fines and other payments, and make arrangements for fee schedules as needed; issues receipts. Sends motor vehicle citation and fine payment information to the Colorado Department of Motor Vehicles Division as soon as citation is paid or fee schedule is set up, within four days of conviction. OTHER DUTIES:Performs other duties as assigned.SUPERVISORY RESPONSIBILITIES:None.EDUCATION AND EXPERIENCE:High School diploma or equivalent and two years of professional office management experience, or other equivalent combination of experience and education. Experience working in a court setting desired. SPECIAL REQUIREMENTS:Possession of a valid Colorado Driver’s License, or ability to obtain one within 30 days of appointment. Must be eligible as a driver according to the City’s driving guidelines in the Personnel Policies and Procedures Manual, Chapter 12, and maintain that eligibility throughout employment. Must be at least 21 years old.ABILITIES AND SKILLS REQUIRED:General knowledge of office practices and procedures including basic filing.Knowledge of City Ordinances, Zoning Code, statutes and resolutions.Ability to communicate effectively both orally and in writing utilizing proper grammar. Ability to perform professionally, with ethics and integrity, and confidentiality when required.Ability to work with little supervision and exercise independent judgment.Ability to operate a personal computer with proficient skills in Excel, Outlook, and Word. Ability to accurately record and maintain records.Ability to establish and maintain effective working relationships with employees and citizens.Ability to handle multiple priorities and simultaneous demands, organizing and completing tasks according to their importance. PHYSICAL REQUIREMENTS:Ability to perform light physical work, to lift and carry up to 20 pounds.Ability to reach, grasp, kneel, stand, walk, sit, bend, push, pull and perform a variety of similar body movements.Possesses hand/eye/foot coordination adequate to operate office equipment including a computer keyboard and driving a vehicle.Ability to talk and hear in person and by telephone.Ability to see and read instructions, publications, maps and characters on a computer screen. WORK ENVIRONMENT:Work is normally carried out in an office or similar setting where hazards are minimal and temperatures are controllable. The noise level in the work environment is usually quiet, but when entering other buildings may be at a higher level. The employee will occasionally leave the office to complete duties for the Clerk’s office where one will be exposed to the outside and sometimes extreme weather conditions. Being in a court setting can be a risk to your security.
