The committee was provided the agenda and other documents for the meeting to be placed in their binders. Meeting MinutesNastasha reviewed the meeting minutes with the committee. Vision and Goals StatementNastasha presented the Vision and Goals and has the committee if they had any more changes that they would like to make. No changes were requested, however, she informed the committee that the Vision and Goals is still considered as a draft and can be altered anytime particularly after review the results of the public survey. Title VINastasha provided the committee with demographic and socioeconomic statistics based on the 2009-2013 American Community Survey (ACS). She asked that the committee review the information to make sure, based on their knowledge of the area, that the data makes sense to them. In the population statistics, Nastasha asked if the population included the prison. To which the committee confirmed. It included the prison in Tabor City and Whiteville. The committee decided not to adjust the population numbers because they cannot be easily adjusted for the other statistical information and Title VI population groupings. The rest of the Title VI population groupings were reviewed. Steve asked for a comparison for the numbers to bordering counties and the rest of the state. Allen asked for a check in the Hispanic population in Cerro Gordo. The committee noted that the Limited English Proficiency (LEP) map which identifies an LEP other between the town of Whiteville and the town of Brunswick does not match their knowledge of the area in terms of languages spoken in the area and they committee would like that information verified. Allen also requested margin of error and the number of people in each census block. Another questionable Title VI map was the Low Education Attainment Map. The area south of Lake Waccamaw is highlighted as having 20-50% low education. Sam said it is all swamp land. Verifying if there is a population there would be needed. Allen requested that the map title also include that this map is for people who are 25 years and older. He also suggested that the percentages be further broken down, such as 0-10%, 10% -30%, etc. Public SurveyNastasha provided the group with example Public Surveys that they could use as a starting point for creating their own survey. The group decided that it would be a one page, 8.5 x11 survey with limited number of questions to write in answers. For distribution of the survey, Hiram said that the survey can be sent out with the utility bill for the town of Whiteville but the survey needs to be sent out on the 20th of the prior month for whichever month the distribution is to take place. For Lake Waccamaw, Harry said that residents pay their utility in person so the survey can be handed to them at that time. Claudia said the same goes for the town of Sandyfield. Since school is already in session at the charter school, Sam said that she could deliver the surveys to the school. Other distribution ideas were to put the survey on the transit buses, at the community centers; social services center (DSS), YMCA, the hospitals, community college, libraries, city halls, and courthouses. The committee suggested provided Jennifer Holcomb of the Columbus County Chamber of Commerce-Tourism with a digital copy so that she could send it through an email blast as a good way to get opinions from businesses. Steve said that since he has a table at the “Take the Lake” festival and is doing a survey for the Regional Bike study, he could also provide the CTP survey to attendees. Allen said that it would be important to get representatives from the local government to fill out the surveys as well as their staff. Steve also suggested added the survey as an insert in the local newspaper to which Allen responded that he would handle that distribution. Other distribution suggestions were to get surveys to freight companies, the bikers associations, rotary and civic clubs. The committee then took the rest of the meeting to develop the survey questions. Once finished, Nastasha said she would create the survey and send it out to the committee to review. Since the committee would like the deadline of the survey to be September 30th, Nastasha said she would give the committee one week to review the survey so that printing and distribution of the survey can begin. Other topicsBrian talked about a Rail study which would study how to get goods from Wilmington to Raleigh and Wilmington to Charlotte. The committee also talked about the intercity bus route which provides transportation from Whiteville to Wilmington. Next TopicsThe environmental maps will be reviewed at the next meeting and other CTP topics. At the end of the meeting, the a new time was suggested for the CTP Committee meeting since some people did not attend the meeting due to another meeting that committee members attend and is a schedule conflict. * * * * * * * * * * * * * * *The next meeting will be on Wednesday, August 17, 2016, 1 PMThe meeting adjourned at 11:42 AM. ................
