The minutes of December 5, 2019 were reviewed. Upon a motion by, Joey Todd, seconded by William Sellers the minutes were approved as presented.Attendance/Roll call was provided by Sara West. There were 17 members in attendance. A quorum was present.The JCPC Administrative Financial Report was given by Sara West thru 12/31/2019. The beginning balance was $13,064.00 with YTD expenses in the amount of $ 4,383.43 leaving an ending balance of $ 8,680.57. Public Comment: William Sellers of Eastpointe stated that an Opioid Task Force Grant was obtained in 2019 for $50,000 and they have applied for a second grant for the FY 2020.Monthly JCPC Program Reports:Teen Court/Restitution & Community Service report, included with original minutes, was given by Ron Matthews. Mr. Matthews provided a brochure that has been printed with information about Bladen County Teen Court. Sara West will add to the JCPC website.Life Skills Program report, included with original minutes, was given by Elizabeth Blanks.ART – Coastal Horizon program report, included with original minutes was given by Stephen Rieman. Mr. Rieman provided a brochure also on the ART program. Sara West will add to the JCPC website.Sub-Committee Reports: Membership/Nominations Committee: Chairman Jimmy Smith advised that the Membership/Nominations Committee had met and had selected four (4) individuals for recommendations to be submitted to the Bladen County Board of Commissioners for approval as board members. Names provided were William Howell, Bladenboro Chief of police to replace Chris Hunt as Commissioner Appointee; Randy Ellis, Bladen County Guardian Ad Litem District Supervisor as Commissioner Appointee to replace Leon Graham who resigned ; Kyle Melvin, to replace Andrew Wall as Juvenile Defense Attorney and Dr. Cathy Gantz, Bladen County Program Coordinator for the Opioid Task Force as the Substance Abuse Professional to replace Clarence Williams who resigned.Dr. Ophelia Munn-Goins, made a motion, seconded by Joey Todd that Elizabeth Blanks be added to the recommendation as a Board member to the Board of Commissioners. Motion carried.Funding Committee: Chairman Greg Elkins presented the Bladen County JCPC Request for Proposals for FY 2020-21 in the amount of $170,423 to be advertised beginning on Friday, January 17, 2020 with deadline for Proposals of February 17, 2020.Monitoring Committee: Dr. Ophelia Munn-Goins stated that members of the monitoring committee attended and observed Teen Court on Monday, January 6, 2020. She stated that various members of the monitoring committee would be observing and completing the monitoring reports for each program.New Business: Election of Officers and Coordinator:Chairman Jimmy Smith made a motion that the current Chairman and Vice Chairman remain as Chairman and Vice Chairman for the FY 2020-2021. Marsha Rogge made a motion for Joey Todd to be Chairman. After much discussion and clarification of parliamentary procedure it was decided that the Chairman and Vice Chairman leave the room while the votes were counted.Upon Chairman Hayes and Vice Chairman Joey Todd returning to the room, Nomination Chairman, Jimmy Smith advised that Joey Todd was selected as the JCPC Chairman for FY 2020-21.Chairman Smith then proceeded with the nominations for Vice Chairman. No nominations were presented, and Chairman Hayes was asked, and he agreed to accept the position of Vice Chairman for the FY 2020-21.Chairman Smith ask Sara West if she would continue as Coordinator and Ms. West agreed to remain as coordinator. The Board unanimously approved Ms. West to remain as coordinator for the FY 2020-21.Chief Court Counselor Marsha Rogge advised that there were only 2 court counselors in Bladen, Columbus and Brunswick County at the present time. She stated applications were being accepted to fill the vacancies as quickly as possible.The Next JCPC meeting is scheduled February 6, 2020.Upon a motion by Dr. Ophelia Munn-Goins, seconded by Jimmy Smith, the meeting adjourned at 1:15 pmRespectfully submitted by:Sara S.
