Local school board member earns prestigious statewide honor
COLUMBUS — Walter S. Armes, president of the Whitehall City Board of Education, is among five public school board members named to the Ohio School Boards Association’s (OSBA) 2011 All-Ohio School Board. The board members will be recognized with the association’s most prestigious honor on Nov. 16 during the 56th annual OSBA Capital Conference and Trade Show in Columbus.
The other honorees and the districts they serve are: John L. Boyer, Waverly City Schools; Donna J. Myers, Northwestern Local Schools in Clark County and the Springfield-Clark Career Technology Center; Roger L. Samuelson, Champion Local Schools in Trumbull County and Trumbull Career & Technical Center; and David Spridgeon, Arcadia Local Schools in Hancock County.
OSBA Executive Director Richard Lewis will recognize the All-Ohio School Board members on the final day of the Capital Conference, a four-day convention attended by more than 10,000 Ohio school board members, superintendents, treasurers, business officials and other school leaders.
Every year, OSBA names one board of education member from each of its five regions — Central, Northeast, Northwest, Southeast and Southwest — to the All-Ohio School Board. The award recognizes outstanding service to public education and represents the dedication shown by thousands of board members across the state.
All-Ohio School Board candidates are nominated by their respective school boards; OSBA regional committees then select the five winners.
Armes, who has been a school board member for 19 years, represents OSBA’s Central Region. He has served as board president or vice president for 10 of those years.

The veteran board member is extremely devoted to Whitehall City Schools. He serves on the district’s Ohio Department of Education Ohio Improvement Process Leadership Team, Wellness Committee, School Construction Core Team and Whitehall Education Foundation. He also attends numerous district sporting events, art fairs, concerts and theatrical performances.
Armes is deeply involved with OSBA, where he belongs to the Student Achievement Leadership Team, Delegate Assembly and Central Region Executive Committee. His commitment to professional development and volunteerism has earned him multiple OSBA Awards of Achievement, as well as Master Board Member status, a lifetime distinction. He also represented Whitehall City Schools and OSBA in the Governor’s Institute for Creativity and Innovation in Education.
Armes’ dedication to his community is reflected in his service on the Whitehall Board of Zoning and Building Appeals and Whitehall Tax Incentive Review Council. His affiliations with professional organizations include membership in the National School Boards Association; Phi Delta Kappa International; National Association of Secondary School Principals; and Ohio Track and Field and Cross Country Officials Association.
In nominating Armes, his board colleagues wrote: “Walter dedicates many hours of service to the students and families in our community. It is obvious that education is a priority and a passion for him.”
The retired teacher and administrator currently is an Ashland University supervisor of student teachers in Columbus. He and his wife Jean, also a retired teacher, live in Whitehall and have two adult daughters.
