Meeting Minutes

Metropolitan Utility Coordinating Council

August 22, 2007

____________________________________________________________

Attendees: See attached listing.

____________________________________________________________

REPORTS:

Treasurer's Report for June 2007: No report for July

Beginning M Bank Golf Fund

Balance of $2306.65 $226.04

Ending

Balance of $6250.81 $1693.49

Dues: Dues are still coming in. Rodeo monies have come in, but we still need to cut OUCC a check for the rodeo, and the golf fund will diminish by $300 for course fees. We will give Ronald McDonald House a contribution as well. Please check on NWN and Verizon dues paid or not.

Damage Report:

The website is still down for damage reports, as OUCC & OUNC is getting it recreated.

Unofficially, there are still lots of damages, as many as 17 in one day.

Please make sure to send your damage reports to Shannon by the 20th of each month!

E-mail: Shannon.Davis@

Fax: (541) 388-5269

Phone: (541) 388-5296

OUNC continues to sponsor a program to encourage participation for local Councils to submit monthly damage reports. OUNC is offering cash incentives monthly and quarterly to those Councils who report their damages to them. We must have a minimum of five reports in order to qualify for these incentives.

These reports let us know how the damages are occurring and at what percentages. Please report your damages every month!

____________________________________________________________

Standards Report:

The OUNC & OUCC have a committee to reformat/rewrite the standards manual making it more user friendly. They are looking at loosely or misinterpreted verbiage, such as ‘large project’. The next meeting is Aug. 23rd in Salem, OUNC & OUCC members to attend.

P&E Report (Publicity and Education):

CARD HOLDERS, CALENDARS AND COLOR CODE CARDS. Gary Hyatt (NWN) is directing them to the website, although website still has format issues. United Rental is good about distributing and calling for them. Have we asked United Rentals about 811 stickers? Don Patterson may be working on this.

HOME AND GARDEN SHOWS. Dawn Pike received a good contact for Home & Garden Show from Christine and she is getting an application sent to her. No information yet from Yard & Garden Show. We may skip this year and make face-to-face contact for information.

CALL BEFORE YOU DIG SIGNS: If anyone would like to have one of these signs contact Anita Floyd with Qwest (503-242-8290) or Jamie Stencil with Comcast (Jamie_Stencil@). There are 170 in stock.

BOARD OF SURVEYOR & ENGINEERS ANNUAL PUBLICATION: Suggestion was made by a board certified surveyor to supply the Board of Surveyors and Engineers a reminder to call before you dig to include in their annual publication to their members. Gary asks Jamie to attend their meeting next month to address their issues and locating with respect to damages. ____________________________________________________________

Old Business:

Locate Rodeo: Rodeo update from Jamie. In Atlanta August 2nd, it was very hot but not humid and the National competition went well. This year there were 102 competitors up from 84 last year. Jeremy Jeffries (Locate, Inc.) won 1 event and 1 division. There were 3 events (wheels) just like MUCC put on. Underground Focus Magazine will do another article on the event as well. The results can be viewed at .

Next year’s rodeo we may want to incorporate issuing the master template with a map to view, at the banquet but don’t email to computers. There were some issues with vendors: to have equipment included in the Locate From Hell, they were required to be a platinum sponsor. Also, the competitors were not allowed to view the Locate From Hell until participating in the event. We are still looking for a campus that is big enough and has lots of utilities for next year’s rodeo. Marci is gathering information as well as Jamie. The next rodeo meeting will be in October at Excel Excavation to do a final inventory, etc.

RAA hearing: Don’t have outcome for last month. Unofficially, Kerr had 2, one filed against operator for failure to locate, and NWN filled against Kerr for failure to locate. (Another company’s operator didn’t make the call for locates). At the last OUNC, Michael did not see any hearings scheduled for this month.

In lieu of calling 911, the Non-Emergency Response phone numbers by County are:

Washington County 503) 629-0111

Multnomah County (503) 823-3333

Clackamas County (503) 655-8211

MUCC Banner: Jarrod to meet with Geoff to finalize the banner and discuss costs.

Verizon: Verizon Stakeholders meeting Wednesday August 29th at 10AM at Wilsonville Training Center. Still a large project ongoing but will taper off around October.

811 Campaign: The 811 campaign is receiving more calls each month. It’s being tracked through a different 800 number. If you have to dial a number to get an outside line from your company, it won’t work. Usually your IT department can fix this for you. The 811 campaign is moving forward.

Website Facelifts: The website has been updated and will be launched September 12th in Medford. It will be more user friendly and up to date. Keep sending minutes to Stephanie Baxter and she’ll send to OUCC for posting.

MUCC Golf Tournament: Kim Lakey has pictures, if you attended, see her for them. It’s not sure whether the Ronald McDonald house check has been issued.

Regional Law Update: Last update: probably in Bend in January 2008, in conjunction with the Eastern Oregon OSHA group.

NUCA (National Underground Contractor Association- an equipment Rodeo): Held in July was fairly small. Lots of kids attended, but not much vendor traffic. If it is less than $200 for a vendor table, it is worth participating, but there isn’t much exposure. It is geared for the family, live band, free, but not much education or safety.

Score One for Safety: Held in August, and the table manned by Christine and a friend. Bud (the big red phone mascot) threw out the first at the Beavers Game, but the emphasis is on 811. It is great for the kids, and even better for safety related information. It reaches a lot of people with 15-30 booths, all for safety.

Orange Call Before You Dig T-shirts: T-shirts are available for $3 each in orange or safety green! If you order 75 or more, they will put your company name/logo on it. The color logo price does go up. See Jamie or Gary.

ODOT: Handed out their State Transportation Improvement Plan to all involved.

___________________________________________________________

New Business:

• Brian Modson with One Call Concepts spoke on the ITIC project. This is where locate requests are requested online. One Call Concepts will setup training for a group of 4 to 5 people. ITIC lite is more for homeowners. There are some issues with the contractors attempting to use it, but OCC can tell if it is a contractor and contacts them.

• Washington County handed out their County Transportation Projects and it is available on the website.

________________________________________________________

Food to digest: As you can read there are several opportunities for all to volunteer and help spread the word of our Call before You Dig message. These are great opportunities to network and get to know each other better too. Take advantage of these opportunities and make new friends. If you are able, make yourself available to be on a committee or to volunteer on upcoming project(s) these next couple of years. This is what this Council is all about and how we strive to be excellent!
