REGULAR MEETING

September 9, 2009

CALLING THE MEETING TO ORDER – The regular monthly meeting of the Ohio Township Board of Supervisors was called to order by Chairman, Herb Hartle, on Wednesday, September 9, 2009 at the Ohio Township Municipal Building.

The meeting was opened with the Pledge of Allegiance

Mr. Hartle asked the secretary to note the presence of all three supervisors, Herb Hartle, Jim Reid and Tom Beatty.

COMMENTS FROM THE CITIZENS – Dave Miller, 296 Mt. Nebo Road asked if the Township could look into the lights in the parking lot of the new Ohio Valley Wound Care building. Dave states he can see the lights from his property.

APPROVAL OF THE MINUTES – Mr. Hartle announced that the minutes were posted on the bulletin board. There being no corrections, Mr. Reid made a motion, seconded by Mr. Beatty, to approve the minutes as posted. The motion was carried unanimously.

TREASURER’S REPORT – Mr. Sullivan read the treasurer’s report for the month of August. Mr. Beatty made a motion, seconded by Mr. Reid, to approve the treasurer’s report as read. The motion was carried unanimously.

INVOICES DUE FOR PAYMENT - Mr. Sullivan read the total invoices due for payment are $232,087.52 which covers checks #10833 to #10995 (PNC Bank), and Check #2021 for the total of $3,138.57 (Earned Income Distribution), and Checks #3569 to #3713 for the total of $10,217.18 (Earned Income Tax Refunds).

POLICE SUMMARY – Chief Micklos read the police summary for the month of August as follows: The Ohio Township Police Department responded to 188 calls. 24 Alarms, 3 Disabled Vehicles, 1 Animal Complaint, 6 Traffic Accidents, 25 Medical Emergency/Assistance Calls, 20 Traffic Citations, 11 Suspicious Disturbances, 98 Miscellaneous Calls. The Chief also noted that Officers Ging, Hanny, Hartzell, and Wallace received a letter from Attorney General Tom Corbett regarding their participation in the drug bust of the owner of Infamous Choppers.

Chief Micklos introduced Officer Brian Kutrufis as the newest full-time police officer. He has worked for Ohio Township as a part time officer since April of 2007. This will bring the number of full time officers to 12 and part time officers to 20.

FIRE REPORT - Chief Frazier submitted the emergency and fire report for the month of August as follows: The Ohio Township Fire Department responded to 23 calls. 6 Vehicle Crashes, 2 Vehicle Fires, 6 Fire Alarms, 2 Tree Down, 4 Structure Fires, 1 Wire Down, and 2 Carbon Monoxide Alarms.

PLANNING COMMISSION – The minutes of the August Planning Commission meeting are posted on the bulletin board.

ADMINISTRATIVE REPORT – The Pennsylvania Resources Council and The Allegheny County Health Department are sponsoring a drop-off collection for electronic waste and other hard-to-recycle items on Saturday, September 26th.

The event will be held from 10 am to 2 pm., in the parking lot at Kennywood Shops on Hoffman Blvd. in West Mifflin. Tires, TV’s, CPU’s, laptop’s, monitor’s, printers, scanners, fax machines will be accepted for a nominal fee. No fees will be charged for cell phones, ink and toner cartridges, compact fluorescent light bulbs, alkaline batteries, crutches, canes and walkers.

MANAGER’S REPORT – none.

PUBLIC WORKS REPORT – Mr. Reid stated that the road crew is completing their work on the slide at the Community Park this week.

RECREATION REPORT - Park Rentals for the month of September – 3. Park Rentals for the month of October – 2. Community Day was held on Saturday August 15 and there were 1,012 residents in attendance. The Newsletter will be going out to all residents. The Ohio Township 5K Run and Walk/Fun Run will be held on September 12 at 9:00 A.M. Package pick-up will be held this Thursday from 6:30 to 8:30 P.M. Community Day at PNC Park will be held on Friday, September 18 at 7:05 P.M. Tickets are $11.00 in the Left Field Grandstand. The Haunted Trail will be held on October 24 from 6:30 to 9:00 P.M. Children 10 and under are $1.00 and over 10 are $2.00. There will be crafts, games and light refreshments at this event. Abrakadoodle, Pre-School Story Time and Fitness Classes Fall session will begin in September.

UNFINISHED BUSINESS – None.

NEW BUSINESS – Mr. Hartle stated we need a motion to approve Ordinance #291. This is an ordinance of the Township of Ohio, authorizing the execution of a cable franchise agreement between the Township and Comcast. Mr. Beatty made a motion, seconded by Mr. Reid, to approve Ordinance #291. The motion was carried unanimously. Mr. Hartle stated we have the Extension of the Ben Avon Police Service Agreement for consideration. This is an Agreement between the Township of Ohio and the Borough of Ben Avon for the extension of Ohio Township Police Services to the Borough of Ben Avon thru 2012. Mr. Reid made a motion, seconded by Mr. Beatty to approve the Agreement. The motion was carried unanimously. Mr. Hartle stated we need a motion to grant final Subdivision Approval for the Legacy Plan. Mr. Beatty made a motion, seconded by Mr. Reid to approve the Final Subdivision for the Legacy Plan. The motion was carried.

SOLICITORS REPORT – Mr. Reid asked Mr. Witherel to state for the minutes the decision by Nira Engineers regarding the municipal parking lot water runoff onto Mr. Reid property. The road department will be working on Mr. Reid’s property to install rip-rap in the area where erosion has occurred from the stormwater runoff of the municipal building parking lot.

ADJOURNMENT – There being no further business, Mr. Beatty made a motion, seconded by Mr. Reid to adjourn the meeting. The motion was carried unanimously.

The meeting adjourned at 7:50 p.m.

The next monthly meeting will be October 5, 2009.
