5.9 list of prohibited items & Items Requiring Special AttentionThe List of Prohibited and Special Attention Items for Simplified Acquisitions, is not intended to be all-inclusive of the items that may be prohibited or require special attention; however, it does cover those items for which there have been recurring issues or concerns over the years and which require further clarification regarding usage. There are times that law or statutes require special approvals or waivers before FLCPH can contract for certain types of requirements. Acquisitions must be made in accordance with statutory and regulatory guidance. When KOs have doubts regarding the use of their discretion in conducting an acquisition, remember to consult with your local Office of Legal Counsel and other resources available to assist in making the best overall decision for the Government.Additionally, there are specific items that cannot be procured with appropriated funds. Appropriated funds are provided by Congressional Act and have been designated for specific purposes only. DON Simplified Acquisition Procedures (SAP) Guide dated April 2018, contains a list of items that have been identified as requiring "special attention." Screening your purchase requests against this list prior to submitting to NAVSUP Contracting Office, will prevent unnecessary processing days.
