The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.The Department of Veterans Affairs (VA), National Acquisition Center (NAC), HTME Contracts is requesting procurement information for a commercial laundry project. The National Contract Service is in search of SDVOSB and VOSB organizations that are capable of servicing the Department of Veterans Affairs Reno, NV, Medical Center need to procure the following commercial laundry equipment item(s):GARMENT EXCHANGE SYSTEM For more detailed information please review the attached draft Technical Specifications. There is no solicitation available at this time.TECHNICAL/PERFORMANCE SPECIFICATIONSITEM # 1 – GARMENT EXCHANGE SYSTEMFurnish and install one (1) Garment Exchange System with a minimum of 400 slots, capable of holding seven (7) garments per hook/ slot. The Contractor shall provide all labor, materials, tools and equipment, and design-install (DI) services necessary for the removal of existing garment exchange equipment and for the complete design and installation of new garment exchange system. The successful offeror shall supply all low voltage wiring to create a standalone communication network between garment exchange system and software. Successful offeror will evaluate and install equipment for Lock Out/Tag Out requirements and provide specific procedures and lock hardware.Electrical requirements – 120 Volt, 20 Amp, Single PhaseObjective:To furnish secure garment exchange system for uniforms, Lab Coats and / or scrub suits on hangers only. Uniform systems will utilize permanent assigned slots for each authorized user, with bar code labels. Systems will interface with dedicated secure enclosed drop off bins, as detailed below. System will have a loading station for the unit, and the operator shall be able to enter and call up each position as needed and that slot will be brought to the loading point without requiring the operator to move.Responsibilities of contractor:Contractor will remove existing garment exchange system and install new garment system. Provide all design and build services including wall installation, hook up of electric and air lines to equipment, PC units as required. Contractor shall install all low voltage wiring to create standalone communication network between the garment exchange system and software.GENERAL The Garment Exchange System shall provide automated dispensing and return of uniforms, Lab Coats or Scrubs.There will be a secure locking door to prevent unauthorized access to the system. The door will only open upon an authorized user entering their 6 digit pin number at the touch screenUniforms can only be removed from the system at the designated access pointThe conveyor is to be floor mountedA comprehensive and integrated software system will be provided by the contractor. VA is to provide and maintain internet access for remote access by the vendor to support and update the software.Both the tracking software and operating software must be capable of being repaired and updates provided by remote access.The garment exchange system must be programmed by garment tracking software using a stand-alone network provided by the contractor. No data is to be transferred over the facility network. All transactions are recorded in a centrally located database.The conveyor will be loaded in a single operation by loading items to empty slots in sequential orderThe system must offer an option of “credit control”, meaning that users can be denied access to clean items after exceeding their limit.A complete package to include all peripherals (labels, bar codes, PC units, two portable bar code scanners with docking stations are to be provided by contractor. Heat Seal machine is not required.The soiled deposit bin shall be enclosed inside the unit to prevent cross contamination of soiled and clean garments.OPERATING SEQUENCETo collect garments, the user enters their 6 digit PIN at the touch screen, which interfaces to the garment tracking software through the contractor provided standalone network thus initiating distribution of uniforms.The users retrieve their uniforms by opening the door after it has unlocked, and their uniform position is open. The user must have access only to their uniforms, and all other positions must be locked down by pneumatic plungersThe user decides which uniforms they need for the days assignment and removes them from the system – all remaining clean uniforms are securely stored until the next accessThe uniform issue is recorded and sent to the software tracking systemA debit is recorded in the software for each transaction performed by a userCONTROL SOFTWARE / ACCESS TECHNOLOGYThe contractor to furnish and install heavy duty touch screen keypads integrated with their equipment. These must be dedicated, ultra-heavy duty touch screen models, membrane or manual touch pad keyboards are not acceptable.The uniform management software shall be installed on a PC in a central location and will communicate through the provided standalone network with all of the automation components.In addition to the PC, the contractor shall provide a new label printer with printable labels (minimum 3,000 labels) and a Color Laser Jet printer with extra ink cartridges.An Uninterrupted Power Supply (UPS) backup shall be installed for all PC and printers.The system shall include uniform management software to provide integrated garment tracking together with monitoring and control of a user database.The machine shall be connected to a contractor provided server / computer and operate through the stand alone network to allow users to be added or deleted remotely. An additional copy of the software can be installed on the PC in the textile managers office to allow access to the management reporting functionality.All uniforms will be entered in the tracking software. Uniforms will be equipped with a bar code and/or man readable label for identification purposes.The software will be completely integrated with Garment Exchange System so that a single suite of reports can provide data on user transactions, machine activity and garment movements. The entire uniform inventory will be managed by this software. The software will also have the following integrated features Interface to conveyor system for all garments for automated distribution of assigned uniforms to employees.Interface with deposit bins for drop off verification and credit control.Track lab coats, scrubs and uniforms to and from laundry, with ability to generate reports on laundry activity and appropriate cleaning charges.Create Uniform Repair Order and monitor uniform repair activity. Integrated electronic signature capture terminal for use when assigning or loaning uniforms to employees. Integrated purchasing system.The following reports will be available from the software Inventory Reports Employee Reports Purchasing ReportsSales ReportsRepair ReportsProduction ReportsReport Generator – Ability to create reportsReport Scheduler – Ability to schedule reports to be automatically emailedLOCKING ENCLOSED RETURN BINS All return bins located in public areas (non-restricted access) are to be equipped with a locking mechanism which will only unlock when a user enters their PIN number.Those bins located directly next to an issue unit may share a touch screen keypad with the issue function.C.Bins in public areas not adjacent to issue units must have their own integral touch screenD.Touch screen must send deposit information (user, time and date) back to the integrated software for inclusion in user record.The system shall be installed in the following location: 1 System – Shall be installed in Building No. 12, Area B, and Room No. B4260A. The system installed must have enough storage capacity to accommodate a minimum of 400 hooks/slots for employees each issued seven (7) garments.The room dimensions are approximately and should not be considered accurate. It is the successful offeror’s responsibility to verify room dimensions 8’5”Wide X 32’Long X 9’High. ................
