SCHEDULE A: SERVICE DESCRIPTION SCHEDULE

Legislation

The following services are legislated under one of the following: Day Nurseries Act, or the Ministry of Community and Social Services.

The Service Description Schedule is part of the contractual agreement between the Ministry and the Delivery Agent (Consolidated Municipal Service Managers and District Social Services Administration Boards). This Schedule outlines the services that the Ministry is purchasing, with public funds, on behalf of the citizens of Ontario including specific expectations and conditions that apply, as defined in this document.

The objectives, descriptions, and features outlined below represent the ideal delivery of these services.

          

Delivery Agents unable to fulfill the ideal delivery of these services are required to provide a written explanation.

Service Objectives

The following services are delivered to:

• foster early learning and child development; support children being cared for in a safe, nurturing environment;

• support the inclusion of children with special needs;

• enable parents to work, or undertake training or education leading to employment; and

• provide linkages to other social services.

Ministry Expectations

• Delivery Agents plan and manage the delivery of child care services within provincial legislation, regulations, standards, policies and guidelines.

• Delivery Agents are required to develop local child care service plans with community partners to ensure an integrated approach to community services for children.

• Delivery Agents shall, in areas where the Ministry of Community and Social Services or the Ministry of Children and Youth Services are designated to provide child care services under the French Language Services Act, have the capability of providing services in French to Francophone parents applying for fee subsidy.

• Delivery Agents enter into agreements with service providers for the delivery of child care services, allocating available resources in a way that achieves the agreed-to outcomes and respects fair treatment to all service providers.

• Delivery Agents shall provide to the Ministry, from time to time, such information in addition to the service data elements as required for the Ministry to fulfil its provincial policy and standard setting responsibilities.

o Eligible for assistance on the basis of their adjusted income as prescribed by O.Reg. 262 made under the Day Nurseries Act.

• Fee subsidies are also provided to children with special needs.

• Fee subsidies may be provided for children under 10 years of age, or for children up to 12 years of age in special circumstances. Parents of children with special needs may be eligible for fee subsidies for children with special needs under 18 years of age.

Specific Service Provided:

• A fee subsidy is financial assistance provided towards the cost of day nursery services, private-home day care services, or children’s recreation programs.

• Foster early learning and healthy child development by supporting access to child care for children with special needs or a social need.

• Enable low-income parents, including social assistance recipients to work, or undertake training or education leading to employment while their children are being cared for in a safe, nurturing environment.

People Served:

• Ontario Works child care may be provided to children whose parents are eligible for income assistance under the Ontario Works Act, 1997 (OWA) who are employed or participating in employment assistance activities under OWA or both.

• Ontario Works child care may be provided for children under 10 years of age, or for children up to 12 years of age in special circumstances. Parents of children with special needs may be eligible for children with special needs under 18 years of age.

Specific service provided:

• Ontario Works child care may cover the cost of informal (unlicensed) child care provided to children of Ontario Works participants. Maximum payment levels are specified in the Ontario Works directives.

Program Goals:

• Enable Ontario Works participants to work, or engage in employment assistance activities. Informal child care provides an additional option for parents requiring more flexible arrangements for part time, short term and irregular care arrangements to meet Ontario Works participation requirements.

People Served

• Special needs resourcing may be provided to children with special needs under 18 years of age.

Specific Service Provided:

• Special Needs Resourcing is the provision of staff, equipment, supplies or services for children with special needs in day nurseries, private-home day care, or a place where a children’s recreation program is provided.

Program Goals

• Support the inclusion of children with special needs in licensed child care settings or in places where children’s recreation programs are provided.

Individual Planning and Goal Setting

Each individual will have a current Plan of Care (POC) that reflects an assessment of his / her needs and preferences. The POC will identify the specific services/ supports to be received by the individual, the expected outcomes and be based on the principles of person centred planning, self-determination and choice.

Services will be:

• Reflective and responsive to individual, family and community strengths and needs.

• Accountable to the individual, family and community.

• Sensitive to the social, linguistic and cultural diversity of families and Aboriginal communities.

• Staffed by individuals with the appropriate range of skills and abilities necessary to respond effectively to the needs of adults, children and their families.

• The support is based on the individual's assessed needs, preferences and available individual, agency, community and contracted Ministry resources.

Governance, Accountability and Service System Requirements:

The agency will deliver the programs and services in accordance with the requirements as outlined in:

• the legal, financial and service target data portions of the service contract;

• Governance and Accountability: Transfer Payments to Community Agencies framework;

• any service/program specific guidelines provided; and

This should be done in keeping with best practices for the delivery of services.

People Served:

• Special needs resourcing may be provided to children with special needs up to and including SK age with federal funding for early learning and child care.

• Special Needs Resourcing is the provision of staff, equipment, supplies or services for children with special needs in day nurseries or private-home day care.

Program Goals:

• Support the inclusion of children with special needs in licensed child care settings.

Early Learning and Child Development is the Ministry’s plan for healthy development, early learning and child care during a child’s first years. We want to help children in Ontario to be ready and eager to achieve success in school by the time they start Grade

The Early Learning and Child Development Plan involves an expansion of quality and affordable child care and investments in children's healthy early development in convenient and easily accessible locations for parents. Licensed child care programs should be integrated and responsive to the unique needs of children and their families and the communities where they live.

People Served:

• Early childhood program staff working with children ages 0-12 in the non-profit licensed child care system, including new early childhood program staff required for new spaces created under the Early Learning and Child Development Plan.

Specific Service Provided:

• Early Learning and Child Development Wage Improvement Funding provides an annual wage increase for early childhood program staff.

Program Goals:

• Support an increase in wages from the average base salary towards an annual wage increase for early childhood practitioners in the system. Service providers will need to demonstrate to the Delivery Agents that the funds have been spent to accomplish this.

Services will be:

o Eligible for income assistance under the Ontario Works Act, 1997 (OWA) who is employed or participating in employment assistance activities under OWA or both; or

o Eligible for assistance on the basis of their adjusted income as prescribed by O.Reg. 262 made under the Day Nurseries Act.

• Fee subsidies may be provided for children under 10 years of age, or for children up to 12 years of age in special circumstances.

Specific Service Provided

• A fee subsidy is financial assistance provided towards the cost of day nursery services, private-home day care services, or children’s recreation programs.

• These fee subsidies are intended to support transitioning and refocusing the child care system to serve 0-4 year olds.

Service Description

People Served

• Children up to and including age 4 enrolled in non-profit child care centres that receive one-time stabilization funding for centre retrofits to serve younger age groups and meet the requirements as prescribed by O.Reg. 262 made under the Day Nurseries Act will benefit indirectly. This funding will support child care programs as 4 and 5 year olds leave the system for Full-Day Early Learning Kindergarten.

Specific Service Provided

• One-time funding to support licensed child care programs as they transition to serve children ages 0-4. Targeted to non-profit programs where 4 and 5 year olds are moving to Full-Day Early Learning Kindergarten.

Program Goals

• To support the child care system as it transitions to serve children ages 0-4 during the implementation of Full-Day Early Learning Kindergarten.

The Service Description Schedule is part of the contractual agreement between the Ministry and the Consolidated Municipal Service Managers (CMSMs) and District Social Services Administration Boards (DSSABs). This Schedule outlines the services that the Ministry is purchasing, with public funds, on behalf of the citizens of Ontario including specific expectations and conditions that apply, as defined in this document.

Service Description

This section addresses “who” will receive the service, 'what' services are to be provided and “how” the service objectives will be addressed

People Served

• The CCOs receiving proxy pay equity funding under the terms of this Service Contract will provide all eligible employees, present and past, with a proxy pay equity payment in compliance with the Pay Equity Act, as required by the CCOs’ proxy pay equity plan.

Specific Service Provided:

• The Pay Equity Act requires employers to make annual adjustments of a minimum of 1% of the previous year’s payroll toward proxy pay equity targets until pay equity has been achieved.

• Consolidated Municipal Service Managers (CMSMs) and District Social Services Administration Boards (DSSABs) referred to here as Delivery Agents, are responsible for managing the delivery of child care services.

• Delivery Agents in their role as child care service system managers will distribute and monitor this funding.

Service Objectives

The following service is delivered:

• To provide an integrated early learning program that includes an extended day component before and/or after the core school day for children in Junior Kindergarten and Kindergarten;

• At the discretion of school boards, provide extended services to children from Junior Kindergarten through age 12, including non-instructional days; and

• To enable families to enrol their children in the extended day program or extended services if they cannot afford the full cost.

Ministry Expectations

• Delivery Agents will firstly support children enrolled in the extended day program as defined in the Education Act.

• Where there is insufficient demand from children in extended day programs, funding may be used to support children in programs licensed under the Day Nurseries Act with an agreement with a school board to provide before and/or after school child care for a transitional period at school sites where the Full-Day Early Learning Kindergarten Program must be provided as per O. Reg. 224/10.

• Delivery Agents plan and manage the delivery of extended day fee subsidies within provincial legislation, regulations, standards, policies and guidelines.

• Delivery Agents shall, in areas where the Ministry of Community and Social Services and the Ministry of Children and Youth Services is designated under the French Language Services Act, have the capability of providing services in French to Francophone parents applying for fee subsidy.

• Delivery Agents enter into agreements with school boards for the provision of extended day fee subsidies, allocating available resources in a way that achieves the agreed-to outcomes and respects fair treatment to all school boards.

• Delivery Agents shall provide to the Ministry, from time to time, such information in addition to the service data elements as required for the Ministry to fulfil its provincial policy and standard setting responsibilities.

Service Description

This section addresses “who” will receive the service, 'what' services are to be provided and “how” the service objectives will be addressed

People Served

• Children enrolled in the extended day program as defined in the Education Act or child care programs licensed under the Day Nurseries Act (DNA) with an agreement with a school board to provide before and/or after school child care for a transitional period at school sites where the Full-Day Early Learning Kindergarten Program must be provided as per O. Reg. 224/10. Subject to approval of the Legislative Assembly, the requirement that a DNA-licensed program be subject to a transitional agreement, would be replaced with the requirement for a qualifying ongoing agreement between the school board and the provider.

• Extended day fee subsidies may be provided to children whose parents are:

o Eligible for income support under the Ontario Disability Support Program Act, 1997;

o Eligible for income assistance under the Ontario Works Act, 1997 (OWA) who is employed or participating in employment assistance activities under OWA or both; or

o Eligible for assistance on the basis of their adjusted income as prescribed by O.Reg. 262 made under the Day Nurseries Act.

• Fee subsidies may be provided for children enrolled in board run extended day programs who are under 10 years of age, or for children up to 12 years of age in special circumstances.

• Fee subsidies may be provided for children enrolled in child care programs at a Full-Day Early Learning Kindergarten site licensed under the DNA with a third party agreement with a school board who are at minimum 3.8 years of age, up to 6 years of age.

Specific Service Provided

• An extended day fee subsidy is financial assistance provided towards the cost of the extended day component of the Full-Day Early Learning Kindergarten Program.

Program Goals

• Give the youngest students a strong start on learning as they benefit from a stimulating early learning program at school.

• Make it easier for parents to get to and from work and while their children have an integrated learning program for the whole day.
