DECISION ITEM B: Reaching Higher State-Level Dashboard of Key Indicators

Staff Recommendation That the Commission for Higher Education approve by consent the description of goals and indicators developed for the Reaching Higher State-Level Dashboard of Key Indicators, in accordance with the background information provided in this agenda item.

Background The State-Level Dashboard of Key Indicators is an assessment of higher education performance at the state level, and creates a benchmark to which the state as a whole should aspire for competing effectively with other states and internationally. The core metrics utilized in the Dashboard of Key Indicators capture the core objectives of the 2007 Reaching Higher, and serve as guideposts from which additional data and indicators may be generated to better understand and analyze issues.

Description of Goals and Indicators Developed for the

Reaching Higher Dashboard of Key Indicators

Reaching Higher: Strategic Initiatives for Higher Education in Indiana, adopted June 2008, suggests that Indiana would be served well by the development of a State Level Dashboard of Key Indicators, the Indiana Commission for Higher Education hereby defines the core indicators and goals to be utilized in the State Level Dashboard of Key Indicators. These indicators will serve as guideposts for better understanding and analysis of issues. They will be reported annually and publicly. Listed below is a description of the goals and indicators.

College Completion: Moving from Access to Success

• Goal: Indiana will produce the equivalent of 10,000 additional Hoosier Bachelor’s degrees per year through 2025.

o Indicator: Baccalaureate degrees produced.

• Goal: Indiana will rank in the top ten states in each point of the Education Pipeline by 2015.

o Indicators: Utilizing the Education Pipeline, Indicators are:

▪ High School Graduation per 100 Indiana 9th graders vs. top 10 states

▪ College Entry per 100 Indiana 9th graders vs. top 10 states

▪ College Persistence per 100 Indiana 9th graders vs. top 10 states

▪ On-Time College Completion (4-year public institutions) per 100 Indiana 9th graders vs. top 10 states

▪ College Completion (all sectors) per 100 Indiana 9th graders vs. top 10 states

• Goal: Indiana will rank in the top 10 states for on-time and 6-year total and minority graduation rates at public 4-year institutions, and 3-year graduation rates at community colleges, by 2015.

o Indicators:

▪ On-Time (4-year) Total Public Graduation Rate vs. top 10 states

▪ 6-Year Total Public Graduation Rate vs. top 10 states

▪ On-Time (4-Year) Minority Public Graduation Rate vs. top 10 states

▪ 6-Year Minority Public Graduation Rate vs. top 10 states

▪ 3-Year Community College Graduation Rate vs. top 10 states

• Goal: Indiana’s adult college enrollment will rank in the top 10 states by 2015.

o Indicator: Adult Enrollment as a percentage of Adults without a Bachelor’s Degree vs. top 10 states

Community College: Focusing on the Role of Community Colleges

• Goal: Ivy Tech Community College and Vincennes University will increase the number of degrees and certificates earned and students transferred by 50% by 2015.

o Indicators

▪ Associate Degrees and Certificates Earned

▪ Students (FTE) Transferred from 2-Year to 4-Year Institutions

College Preparation: Preparing K-12 Teachers, School Leaders and Students for College Success

• Goal: Indiana’s 4-year regional campuses, IUPUI, University of Southern Indiana and Indiana State University will reduce the level of remediation provided to not more than 10% of students by 2015.

o Indicator: Proportion of recent high school graduates requiring remediation at each institution.

• Goal: 50% of Indiana high school graduates will earn a Core 40 with Honors diploma by 2015.

o Indicator: Proportion of Indiana high school graduates earning a Core 40 with Honors diploma

Affordability: Making College Affordable

• Goal: Indiana’s public institutions will rank as the most affordable among peer states by 2015.

o Indicator: Percentage of low-income and middle-income families’ income required to pay for community college and 4-year public college vs. peer states with similar median family income.

• Goal: Indiana will improve 21st Century Scholar success at key transition points by 2015.

o Indicator: 21st Century and All Students, High School Graduation rate, Public College Entry Rate, Second Year Returning to College Rate, On-Time College Completion Rate, 6-year College Completion Rate

• Goal: Indiana will rank in the top 10 states for low-income student college participation by 2015.

o Indicator: Low-Income Student Participation Rate vs. top 10 states

• Goal: Indiana will rank as the most productive among Making Opportunity Affordable grant states by 2015.

o Indicator: State appropriation, student charges, and financial aid funding per public Associate’s and Bachelor’s degree.

Major Research Universities: Strengthening Indiana’s Major Research Universities

• Goal: Based on work at Indiana’s Major Research Universities, Indiana will rank in the top half of Midwestern states in Academic Research and Development Expenditures by 2015.

o Indicator: Academic Research and Development Expenditures for Midwestern states
