Colorado Low-income Energy Assistance Program (LEAP) (303) 861-0269 LEAP is for households with heating costs beyond their budget. Each country provides financial support to such households through federally-funded LEAP program. Applications accepted from November-April. Households looking to receive benefits will have to first qualify for the program by meeting financial and general guidelines.
