Councilor Dodson:

This is to advise you of the disposition of an Ethics Complaint filed against

you regarding the location of the Eastside Clinic on the campus of Union

Public Schools¡¯ Ellen Ochoa Elementary, 12020 East 31st Street. This

project was included in the 2016 Vision package at a cost of almost $10

Million and was identified to voters as ¡°Community Health Connection East

Clinic¡±. The allegation was that, in public discussions of that proposed

Vision Project, you told constituents that this clinic would hopefully be

constructed in McCullough Park. During the internal investigation and

review of the Complaint, it was recognized that once a capital improvement

project is approved by voters, the details and execution of those projects

are out of an individual Councilor¡¯s control, and are subject to execution by

the Mayor¡¯s administration, as long as it is consistent with what voters

approved; which this one was.

In addition, this Complaint did not fall within the regulatory scope of Tulsa¡¯s

Ethics ordinance, inasmuch as it did not allege you took any action when

you had a conflict of interest that was financial, organizational, or personal,

or that you appropriated City resources for personal benefit.

In conclusion, upon internal review of this Complaint, it was determined that

it was UNFOUNDED and merited no further investigation.
