POST: Highway Infrastructure and Maintenance Manager

GRADE OF POST: GR13

RESPONSIBLE TO: Highways Network Manager

JOB PURPOSE:

To manage and assist in the delivery of the Authority’s Highways Maintenance Service.

PRINCIPAL RESPONSIBILITIES AND ACTIVITIES:

• To undertake the management of the Highway Maintenance/Structures team, in delivering its service objectives, performance targets and statutory duties

• To manage the development of the Authority’s Highways Asset Management Plan.

• To manage the preparation and completion of the Highway Maintenance and Highway structures works programmes within the set budgets, utilizing the Pavement Management System, Bridge Management system, and other inspection and service request registers.

• To manage the development and maintenance of the highway infrastructure asset inventory and preparation of annual Valuation for whole of government accounts.

• Develop and draft policies, procedures, reports etc relating to the management of the highway network plus responding to complaints, queries and requests for service in accordance with Council Policy and directions.

• To provide specialised advice and guidance to both internal departments and external agencies in relation to Highways structures and maintenance.

• To manage and control the Condition Assessment and safety inspection Programme for the highway network (and related statutory responsibilities, Mines & Quarries Act, Highways Act (1980) and related legislation).

• To manage the collating and reporting of the highway infrastructure Performance Indicators and Highway Maintenance Bench Marking returns

• To manage the control of abnormal load movements within the Authority

• Responsible for the arrangements of the road marking and road studs maintenance contracts, terms and conditions and variances.

• Assist in the management and control of BCBC land assets assigned to Highways and Fleet.

• To manage the preparation on third party claim reports for the Authorities Insurance Section, and attend court when required to defend the Authority against legal action.
