Meeting called to order at 7:05 pm.

ANNOUNCEMENTS:

This meeting is being broadcast over Zoom and the recorded will aid in the preparation of minutes and for other such purposes as the Board sees fit. All virtual participants of this meeting have been muted except for the Board of Supervisors and Township Staff.

There was an opportunity to submit Public input via email or phone prior to 4 pm this afternoon. For those in person this evening we ask that anyone who would like to speak, state their name and address the Board of Supervisors. For the sake of the broadcast please speak slowly and clearly. We also ask that only one person speak at a time to allow those joining us through zoom the ability to hear the proceedings.

ACCEPTANCE OF MINUTES:

Approval of August 20th Regular meeting minutes.

MOTION: Supervisor Mohr made a motion to accept the minutes as presented. Supervisor Sentner seconded the motion. Hearing no questions or comments, all were in favor, motion carried.

APPROVAL OF PAYMENT OF BILLS:

PLGIT XXXX7096 - Check No’s. 19641 to 19675 in the amount of $27,601.97

STREET LIGHT FUND:

MOTION: Supervisor Mohr made a motion to pay the bills as read and acknowledge the bank transfers. Supervisor Sentner seconded the motion. Hearing no questions or comments, all were in favor, motion carries.

Board of Supervisors acknowledged the receipt of the Pension Plans Municipal Minimum Obligations for the 2021 budget year.

3.) Appointment of Ody Draklellis to the Pension Committee to fill vacancy left by Dale Dries

MOTION: Supervisor Moore made a motion to appoint Ody Draklellis to the Pension Committee per the memo from Secretary ODonald dated September 17th, 2020. Supervisor Mohr seconded the motion. Hearing no questions or comments, all were in favor, motion carried.

PLANNING COMMISSION – NEW BUSINESS:

1.) Emmaus Zoning Amendment

a. Letter from Planning Coordinator Brian Miller

At their meeting on August 31st the Planning Commission reviewed the Proposed Borough of Emmaus Ordinance Amendment as noted in the attached letter dated August 3rd, 2020 from Shane Pepe Emmaus Borough Manager. The Planning Commission recommends thanking the Borough of Emmaus for the chance to review the amendment and let them know that this amendment appears to be consistent with the SW Lehigh County Comprehensive Plan. If you agree I will gladly send that response to the Borough of Emmaus.

The board was in agreement with sending the thank you per Brian Miller’s Letter Dated September 3rd, 2020.

2.) Lower Macungie Zoning Amendment

a. Letter from Planning Coordinator Brian Miller

At their meeting on August 31st the Planning Commission reviewed the Proposed Lower Macungie Code of Ordinances Amendment as noted in the attached letter dated August 13th, 2020 from Nathan Jones Director of Community Development for Lower Macungie Township. The Planning Commission recommends thanking Lower Macungie Township for the chance to review the amendment and let them know that this amendment appears to be consistent with the SW Lehigh County Comprehensive Plan. If you agree I will gladly send that response to Lower Macungie Township.

3.) Lot Line Adjustment – Davis

a. Letter from Planning Coordinator Brian Miller

At their meeting on August 31st the Planning Commission reviewed the Proposed David & Linde Lot Line Adjustment Plan from Art Swallow Associates dated August 24, 2020 (attached). The Property Line adjustment takes place on a property that is partially in Upper Milford Township but there is no change to the portion of property in Upper Milford Township only the property on the Lower Milford side of the municipal line will be adjusted. The Planning Commission recommends deferring approval of the lot line adjustment to Lower Milford Township. If you agree I will gladly send that response to Lower Milford Township.

MOTION: Supervisor Moore made a motion to approve the Lot Line Adjustment for Davis/Linde per Brian Miller’s Letter Dated September 17th, 2020. Supervisor Mohr seconded the motion. Hearing no questions or comments all were if favor, motion carried.

Township Manager:

Bud Carter – The 2021 Mack was delivered yesterday. Everything looks good except for a few minor things which are being addressed. Manager carter preformed a site visit with Jeffery Ott The Township Engineer at Mechanics Plus with Mark Feiertag, the Mr. Feiertag are being looked into.

Mr. Feiertag was asked if he was concerned with a storm like the one prior to the meeting. He stated he was but he was also concerned about the water running down Rt. 29 on his drive to the Municipal Center. He said he has never seen water running down the road like he did this evening. The rain water was cutting across Rt 29 from the driveway at 5401 Chestnut. He thinks the ice this winter may be bad for drivers but good for his business.

EXECUTIVE SESSION: -The Board of Supervisors announce they would hold an executive session after the adjournment of this meeting to discuss a legal matter.
