Mission

To oversee the development and implementation of enterprise-wide risk and compliance policies, procedures and systems; to oversee the development of a compliance monitoring programme to ensure the maintenance of effective internal controls; and to ensure compliance to legislative and regulatory frameworks, organisational policies, processes and procedures.

Key Responsibilities:

? Ensure risk assessment aligned with the business objectives of CRES is conducted. ? Develop and manage PRASA CRES' risk management and compliance strategy, plan and processes. ? Conduct relevant research to propose policy and procedures; amendments to current policy and procedures, trends in the industry and

international. ? Implement the strategy and roadmap in accordance with policies, procedures and legal requirements. ? Conduct risk and compliance reviews and advise on effective risk management processes. ? Identify the need or receive a request for the development and implementation of Risk Compliance control systems, policies, procedures, and

processes. ? Ensure that parameters are set for all levels of risk within the PRASA CRES, Strategic risk, Operational risk, Departments and Individuals. ? Manage the risk register to identify classes or sources of risks and new emerging risk. ? Facilitate the development and implementation of SHEQ policy guidelines and best practice to proactively identify and manage inherent risks. ? Ensure all process deviations are identified and brought to the attention of Line Manager and EXCO. ? Oversee the management of organizational compliance to legislative requirements and corporate governance best practice. ? Oversee compliance to tender process to ensure fairness and consistency. ? To engage Stakeholders related to the functions. ? Develop budget in terms of the short, medium and long-term plans and submit with the plans for approval. ? Compile the comprehensive budget indicating the financial requirements of the department in accordance with the budgeting guidelines. ? Determine the human resource requirements, permanent and contractors, in accordance with the expected deliverables. ? Conduct the performance planning sessions. ? Compile the performance management documentation in collaboration with the staff member in terms of Performance Output Profile

requirements; Key Performance Areas; and Personal Development Plan. ? Appraise performance at the end of the performance period in accordance with policies and procedures. ? Manage Human Resources in accordance with policies, procedures, and legal requirements. ? Standardize and implement key Risk management and Compliance processes. ? Assist with the development of Standard Operating Procedures /system aligned to Risk, Compliance and SHEQ. ? Co-ordinate and align the Risk and Compliance functions with the PRASA wide accepted framework and activities. ? Develop and implement a Monitoring framework for all Risk Management Plans. ? Develop Reporting templates and integrated system for Risk, SHEQ and Compliance. ? Conduct Risk and Compliance Training to PRASA CRES' staff. ? Ensure the integration of the functions at CRES wide i.e. Regions and Head Office and Corporate Office. ? Participate in Group-wide for a Risk, SHEQ and Compliance.

Knowledge: Risk Management Principles, including Public Risk Management Framework; Generally Accepted Compliance Practice, Public Administration (PMFA); Health & Safety Act; Quality Management regulations and Standards; Property Management; Rail Industry; Business Environment; Corporate Identity; Financial Principles; Legislations; Policies and Procedures, knowledge of the SHEQ ISO standards.

Minimum Requirements

? Grade 12 ? B Degree / BTech in Environment Health & Safety or Safety Management. ? A minimum of 8 years within Risk and Compliance environment. ? A minimum of 5 years managerial experience.
