Job Description

Job Title: Police Support Technician I - II

Department: Port Police

Reports to: Sergeant

FLSA Status: Non-Exempt

SUMMARY: Under direct supervision, the Police Support Technicians provide technical support to Port Police personnel in ensuring the safety of life and property in and around Port District grounds.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.

Controls access to Port entrances, verifying all persons allowed entry provide proper identification in accordance with state and federal laws and regulations.

Coordinates vessel movement and docking; maintains radio contact with vessels transiting the Stockton Deepwater Ship Channel; provides information to vessels; assists vessels by ordering tugboats and maintaining contact with lead linesmen.

Monitors local agency radio frequencies and security cameras, keeping alert for any emergency or unusual incidents occurring on or around Port District grounds.

Produces and maintains various reports and logs dealing with incidents, visitors, radio traffic, vessel movement and security.

Receives confidential criminal history information via telephone from other agencies or operates/monitors CLETS terminal; maintains required certification.

Dispatches Police Officers to calls for service as needed.

Operates various communication devices used by the Port.

Monitors computerized access control and updates and maintains database.

Participates in and may conduct crime prevention activities.

DISTINGUISHING CHARACTERISTICS: Employees at the Police Support Technician II level are required to have advanced knowledge in the operation of the department’s technology systems. The Police Support Technician II will be the primary contact for the operation of the camera systems, access control system, dispatch console system, Closed Circuit Television (CCTV) system and emergency notification system which may include digital signs and radio station. The Police Support Technician II is expected to maintain knowledge of the technology systems and continue to learn new technology as it becomes available. Employees at this level will assist with the development of and may conduct Crime Prevention informational sessions within the Port community. Crime Prevention activities may include, but are not limited to, security, safety and evacuation plan training. Other special projects may be assigned.

MINIMUM REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must have the ability to satisfactorily attain the knowledge, skills and abilities to adequately perform standards of the job within an acceptable timeframe as determined by the Director of Homeland Security.

Education and/or Experience: A high school diploma or equivalent plus education and/or work experience demonstrating strong work ethic, ability to learn and effective multi-tasking skills. Prior experience at or associated with the Port of Stockton is qualifying. Work experience and education with an emphasis in criminal justice or law enforcement highly desirable. To be considered for the Police Support Technician II level candidates typically will have a minimum of five (5) years’ experience as a Police Support Technician I. Other relevant experience may be considered.

Knowledge: Knowledge of effective public safety principles and practices. Understanding of Port of Stockton basic operations and/or layout are highly desirable.

Skills and Abilities: Ability to support law enforcement activities; respond to requests for service in a courteous and decisive manner while exercising sound judgment; able to multi-task and react quickly. Must have working knowledge of personal computer and possess effective writing skills. Must be able to establish and maintain effective working relationships with Port staff, tenants, and other contacts. Must have the ability to work any shift, holidays, weekends, scheduled and emergency overtime; be available on call as needed. Working knowledge of Microsoft Word and Excel is desirable. The Police Support Technician II must possess the ability to train others in the operation and programming of the technology information systems. Employees at this level must have above average written and oral communication skills, as well as the ability to present information in a clear and concise manner. The Police Support Technician II must be highly organized.

Certificates, Licenses or Registrations: Must possess and maintain a valid California driver’s license and be insurable under the Port’s liability policy or provide other insurance acceptable to the Port. Must pass a background investigation and be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) card.

Disaster Servicer Worker: All Port of Stockton employees are designated Disaster Service Workers (DSW) through state law (California Government Code Section 3100-3109). Employment with the Port requires affirmation of a loyalty oath to this effect. Employees are required to complete all DSW-related training as assigned, and to report for duty, remain on duty and/or return to work as ordered in the event of an emergency.

Work is primarily performed outdoors (possibly in hot, cold, inclement weather, noisy, dusty, sheltered or unsheltered environment) or occasionally indoors. Frequent standing or walking, turning, twisting; reaching at and above shoulder level; talking and listening above vehicle noises; and viewing traffic, IDs and computer screens. Occasional sitting with use of computer, phone, and radio equipment. Occasional to frequent driving of a vehicle. May be called to work unusual hours or on scheduled days off, as needed.
