RULESMaximum discipline is expected during the proceeding of the congress from all the congress delegates regardless of their status;All delegates will have the right to speak in the Congress;Delegates wishing to speak shall indicate such intention by raising their union identification board;The Chairperson of the session will decide on the order of speakers and shall ensure that there is a spread of speakers from various delegations;Delegates will be allowed to speak for a maximum of five (5) minutes in plenary session unless otherwise is so indicated;Each delegate will stand at the microphone provided for on the floor and will state his or her name and the Affiliate/organization before speaking;If the Chairperson calls a speaker to order, the speaker being called to order will immediately stop speaking and will not continue debating until the Chairperson has authorized him or her to continue;Delegates wishing to raise a point of order or ask a question will do so by raising their identification board;Once a point order has been raised and granted, discussion shall be suspended to allow the intervention of not more than three (3) minutes where after the Chairperson shall give his or her ruling which is final;All motions, decisions and resolutions must be proposed and seconded before they are opened for discussions;Administrative queries in dispute not provided for in the presented rules and procedures shall be settled during breaks;All cell phones or any communication gadget must be switched off during the Congress proceedings;No delegate(s) will leave the proceedings of the Congress without the permission of the session Chairperson;Any member or COSATU Affiliate that has a legitimate query or grievance must lodge such with their Head Office immediately after receiving the final printout of their Affiliate from COSATU Head Office;No delegate shall initiate and or join in, the singing of any song, chanting of any slogan other than those songs and slogans known to be familiar and or that which is acceptable to the Federation;No delegate will be allowed to initiate or participate in any way in, passing derogatory remarks against anyone, derogating or insulting anyone and in unacceptable demonstration of any kind at Congress;National Congress will be conducted with integrity and respect and no disruptive exercise will be allowed;No singing of song in promotion of a particular favoured candidate and any factional song is forbidden at Congress; Delegates must take care of all their valuables, including Congress material;There shall be no sexual harassment incidents and if there are any they must be reported to the sexual harassment committee;All delegates must be sited where they are allocated to sitDEBATING A MOTIONThe mover of a motion may speak for five (5) minutes or for an additional of three (3) minutes if another delegate so proposes;Participants may speak for 5 minutes, unless the meeting decides that they may speak for longer;The mover of the motion has the right of reply for up to three (3) minutes;No subject may be debated for longer than one (1) hour unless a delegate proposes on extension of time which:May not be debated; andIs duly seconded and supported by a 2/3 majority.DECISION MAKINGExcept where otherwise provided in the COSATU Constitution the meeting makes a decision if.A motion is duly seconded; andThe motion is carried if a simple majority of participants vote in favour thereof.A motion will lapse if it is not supported by a simple majority of participants.If there are equal votes in favour of and against a motion, then the Chairperson shall have a casting vote.No motion that has been debated and determined may be reopened or varied or rescinded at the same meeting.RULINGSThe ruling of the Chairperson is final.If the delegate refuses to obey the Chairperson’s ruling a vote may be taken by the congress to deem the member guilty of misconduct.If the congress decides that the member is guilty of misconduct, then the following should happen:The member shall withdraw from the congressThe congress has the right to suspend that member for as long as the congress deems fit.The provisions of this sub-section shall not apply:Where a duly seconded motion is moved to overrule or rescind the chairperson’s ruling, andThe motion is carried by the majority of the delegates present.In the event of a motion being moved in terms of this sub-section:The mover of such a motion is limited to making a statement in support of the motion; andThe Chairperson has a right to reply limited to three (3) minutes in each case. ................
