THE SCAN PROGRAM AT THE CONNECTICUT CHILDREN’S MEDICAL CENTER

The suspected child abuse and neglect program at Connecticut Children’s Medical Center is a clinical service which provides medical and psychosocial consultation, child and family advocacy, and mental health counseling to the child victim and family.

Dr. Livingston will provide a keynote address on the complex issues related to medical child abuse.

Morning Breakout Workshops

Session 1: Advocacy for Non Custodial Parents in Child Protection Cases

In this workshop attendees will learn the ins and outs of establishing paternity, how to engage fathers, advocating non custodial parents for visitation and custody.

Session 2: Substantiation Hearings

The session will cover process and case law regarding substantiation of child abuse including why and how individuals are included on the child abuse registry, how inclusion on the registry effects decision making and practice, the role of the Hearing Officer, how to request and present cases to overturn substantiations.

Session 3: Public Access to Child Protection Proceedings – Open Forum

This session will focus on the on going Public Access Pilot Program. Attendees will hear from practitioners and share experiences and ideas about allowing the public to attend child protection proceedings.

Session 4: Delinquency and Families with Service Needs for Child Protection Attorneys

At this session attendees will learn about the intricacies of delinquency and families with services needs cases that involve both the child/youth and family who are subject of a child protection cases. Case coordination and how to best advocate for clients with delinquency and/or FWSN and child protection cases will be discussed.

Session 5: Child Welfare/Foster Care Licensing Requirements – What court professionals need to know?

The workshop will cover subsidized guardianship/licensure/DCF Regulations and guidelines for federal reimbursement; Statutory and Policy Regulations; Special Study Relative/Foster Placement requirements and waivers.

Session 6: ICPA - Common Compliance Issues, Q & A

This workshop is designed to provide information about the most common missteps in using the ICPC and have an informal dialogue about systemic issues and provide attendees with an opportunity to ask experts questions about the ICPC and advocating for clients.
