These funds were provided through the CARES Act to state, county and local governments who receive Community Development Block Grant (CDBG) funds. Manchester received CDBG-CV funds totaling $812,580. FundingThis RFP relates to a federally funded project. The project will be subject to all applicable federal contract requirements and any and all applicable federal regulations. The Town encourages participation by Section 3, disadvantaged, minority, small and women-owned individuals and businesses.To receive federal funds from HUD, the selected company/consultant must have an active SAM registration prior to signing a contract with the Town. The selected company/consultant must obtain a DUNS number to begin the registration process in the federal System of Awards Management () system. Request for ProposalsThe Town of Manchester is seeking proposals from qualified, experienced professional consultants to provide consulting services related to grant administration and program management of the town’s CDBG-CV funds. The prospective Consultant should be well-versed in the federal regulations and requirements associated with federal Community Block Grant (CDBG) funding. The Consultant should have three to five years’ experience in a consulting and/or management capacity with HUD and CDBG funding. Priority will be given to applicants with experience managing CDBG-CV funds for other municipalities, counties and/or state governments.Consultant responsibilities will include but may not be limited to: Responsibility for administration of the CDBG-CV grant with assistance from the Community Development Program Manager. Technical assistance on all aspects of the CDBG-CV grant process to include:Revisions to Manchester’s Citizen Participation Plan (CPP) in compliance with CDBG-CV regulations. As needed, this will include recommendations for additional modifications and updates to the plete required revisions to FY2020 Action Plan as required by the Substantial Amendment process.Assist with review of funding applications for feasibility and eligibility.Guidance on development of forms, such as the sub-recipient agreement, to ensure compliance with HUD regulations (such as DOB requirements).Assist with oversight of and technical assistance to funded sub-recipients.Provide direct assistance to sub-recipients with modifications to program design and execution.Provide review of documentation and other assistance as needed to ensure compliance with all applicable federal regulations. Non selection of any proposal will mean that another acceptable proposal was deemed to be more advantageous to the Town of Manchester or that no proposal was accepted. The Town of Manchester is an equal opportunity employer, and requires an affirmative action policy for all of its Contractors and Vendors as a condition of doing business with the Town, as per Federal Order 11246. By submitting a Proposal for this Request for Proposal, all vendors and contractors agree to this condition of doing business with the Town and should the Town choose to audit their compliance, the vendor agrees to cooperate fully. Any act or acts of misrepresentation or collusion shall be a basis for disqualification of any proposal or proposals submitted by such persons guilty of said misrepresentation or collusion. In the event that the Town enters into a contract with any bidder who is guilty of misrepresentation or collusion and such conduct is discovered after the execution of said contract, the Town may cancel said contract without incurring liability, penalty or damages. All deliveries of commodities or services hereunder shall comply in every respect with all applicable laws of the Federal Government and/or the State of Connecticut. Purchases made by the Town of Manchester are exempt from payment of Federal Excise Taxes and the Connecticut Sales Tax and such taxes must not be included in bid prices. Assignment by the successful respondent to a third party of any contract based on the Request for Proposal or any monies due is prohibited and will not be recognized by the Town of Manchester unless approved by the Town in writing. The Town will not be liable for any costs incurred in the preparation of the response for this Request for Proposal. All proposal submissions and materials become property of the Town and will not be returned. Respondents to this RFP are hereby notified that all proposals submitted and information contained therein and attached thereto shall be subject to disclosure under the Freedom of Information Act after evaluation and award decisions have been made. The contractor shall indemnify and hold harmless the Town of Manchester and their agents and employees from and against all claims, damages, losses, and expenses, including attorney’s fee of counsel selected by the Town of Manchester, arising out of or resulting from the performance of the work, and/or the supplying of materials, provided that any such claim, damage, loss or expense (a) is attributable to bodily injury, sickness, disease, or death, or to injury to or destruction of tangible property including the loss of use resulting therefrom and (b) is caused in whole or in part by any negligent act or omission of the Contractor, any Subcontractor, anyone directly or indirectly employed by any of them or anyone for whose acts any of them may be liable, regardless of whether or not it is caused in part by a party indemnified hereunder.FEDERAL TERMS AND CONDITIONSThis Contract will be funded in whole or in part with federal funding. As such, federal laws, regulations, policies and related administrative practices apply to this Contract. The most recent of such federal requirements, including any amendments made after the execution of this Contract shall govern the Contract, unless the federal government determines otherwise. This section identifies the federal requirements that may be applicable to this contract. The Vendor is responsible for complying with all applicable provisions, updates or modifications that occur in the future relating to these clauses. To the extent possible, the federal requirements contained in the most recent version of the Uniform Administrative Requirements for federal awards (Uniform Rules) codified at 2.C.F.R., Part 200, including any certifications and contractual provisions required by any federal statutes or regulation referenced therein to be included in this contract are deemed incorporated into this contract by reference and shall be incorporated into any sub-agreement or subcontract executed by the Vendor pursuant to its obligations under this Contract.
