TITLE: CONSTRUCTION MANAGEMENT & ENGINEERING MANAGER JOB CODE: 20 (Exempt)

GENERAL DESCRIPTION OF DUTIES

Under administrative direction, provides managerial oversight in support of the City’s comprehensive plan, to contractors, consultants, inspection and technical staff engaged in either the review and evaluation of architectural/engineering plans and specifications or the construction of buildings, facilities and other City/County infrastructure. Purpose of the work is to ensure compliance with applicable federal, state and local codes and regulatory standards governing construction and infrastructure development and maintenance. Employees perform essential function as outlined herein according to the assigned functional area which may include but are not necessarily limited to building, electrical, plumbing, HVAC, mechanical, structural plans review, architectural/engineering plans review, utilities and engineering.

SPECIFIC DUTIES AND RESPONSIBILITIES

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. • Manages the work of staff, consultants, and contractors; coordinates efficient and timely completion of review and/or inspections for new and existing projects, structures, architectural, construction and engineering projects.

• Plans, allocates, and monitors time, people, equipment and other resources to ensure efficient and effective completion of assigned projects.

• Inspects new and existing construction for compliance with established local, state, and federal codes and regulatory standards according to assignment area as needed, ensures compliance with the plans, standards, specifications, special requirements, codes and regulations.

• Conducts performance evaluations and sets goals for assigned staff; provides recommendations for corrective actions as appropriate.

• Resolves differences/issues between customers/property owners and staff.

• Reviews and enforces policies and procedures related to inspections and makes recommendations as needed for changes or new policies and procedures.

• Ensures open communication with the general public, vendors, City personnel, City Council, boards, and commissions; provides presentations as necessary and ensures technical assistance is available as required.

• Responds to, researches, and investigates project related inquiries and complaints regarding illegal or hazardous conditions in new and existing structures.

• Defines scope of service and reviews, evaluates proposals to perform tasks; authorizes or recommends approval as appropriate or authorizes the issuance of stop work orders based on set policies or procedures, or through consultation with departmental management, specifying actions necessary to bring conditions to regulatory compliance.

• Documents, records, and maintains detailed records and reports relative but not limited to inspection activities of staff and contractors under charge, e.g., inspection logs, conclusions, notices issued, actions taken, or plans.

• Coordinates schedules for re-inspections to ensure violations are brought to compliance.

• Reviews various records and documentation relating to inspection category, e.g., construction plans and specifications, drawings, schematics, diagrams, standard codes.

• Assists and advises the Board of Commissioners, the general public and affected business entities (architects, contractors, developers, engineers, etc.) in matters relating to construction, architectural and code requirements.

• Coordinates work and projects with other departments and outside agencies where applicable, e.g., permit processing staff, plan reviewers, project managers.

• Performs administrative duties associated with the work, such as completing accident and safety reports, reviewing time and attendance reports, and facilitating meetings.

• Ensures adherence to departmental and county policies and procedures; functions as contract administrator for external service and/or equipment contracts and ensures policy/procedures adherence, works closely with Purchasing & Contracts Management department during the bidding process.

• Required to provide court appearances as directed, serving as expert witness in providing testimony and/or in-depth explanation for complex industry issues.

• Performs other related duties as assigned.

MINIMUM TRAINING AND EXPERIENCE

Bachelor’s Degree in Engineering, Planning or related field; supplemented by seven (7) years progressively responsible professional experience in inspection work and project management within a similar public organization; or an equivalent combination of education, training, and experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS

Valid State of Florida Driver’s License.

State Erosion & Sediment Control Certification

Unrestricted State of Florida License in the area of assigned inspection, or Certification as an inspector by the adopted code body in the assigned inspection area (e.g., building, electrical, plumbing, HVAC, mechanical), or Licensed Architect in the State of Florida.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of the principles, practices and methods of building, facilities, and/or engineering construction.

• Knowledge of pertinent federal, state and local codes, rules, regulations, and other regulatory standards applicable to the work.

• Knowledge of the materials, methods and development process associated with construction design and administration.

• Knowledge of effective management/administration principles, e.g., budget development and administration; contract administration; management principles and techniques.

• Knowledge of intermediate level mathematical computations, including addition, subtraction, division, multiplication, decimals, ratios, percentages, and geometry.

• Technical level interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations.

• Ability to research and interpret building codes and related regulations; read plans and specifications and to apply such codes to areas of assignment.

• Ability to review and interpret complex construction and/or engineering drawings and specifications, and recognize deviation from established codes and regulations.

• Ability to review and suggest changes, additions and corrections in detailed construction, renovation, restoration and maintenance plans and specifications.

• Ability to plan, assign, direct and review the work of others in a manner conducive to full performance and compliance with established code, ordinances, statutes and regulatory standards applicable to the work.

• Ability to enforce codes and ordinances firmly, tactfully and impartially.

• Ability to establish and maintain effective working relationships with internal and external customers, as well as governing and appointed authorities.

• Ability to inspect construction, renovation, restoration and maintenance activities in various phases for conformance to codes, ordinances, specifications, regulatory standards and contract documents.

• Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.

PHYSICAL REQUIREMENTS

• While performing the essential functions of this job, the incumbent is frequently required to lift, move or carry objects up to 50 pounds; ascend or descend ladders, stairs, scaffolding, ramps, poles; utilize feet and legs or hands and arms; maintain body equilibrium to prevent falling when walking, standing, crouching, or navigating narrow, slippery, or erratically moving surfaces; bend body downward and forward by bending spine and legs; move about on hands and knees or hands and feet; use hands to finger, handle or feel objects; and to reach with hands and arms.

• While performing the essential functions of this position the employee is frequently exposed to fumes, gases, odors or airborne particles; toxic or caustic substances; excessive noise; extreme temperatures; and dampness, wetness and humidity. While performing the essential functions of this job, the incumbent is occasionally exposed to possible bodily injury from electrical shock; falling from high, exposed places; and moving mechanical parts of equipment, tools, and machinery.
