4. QUALITY CONTROL
A. Pre-Construction Conference: Conduct the conference at the Project site or at a location approved by the Project Manager.
1. Review methods and procedures related to hot-mix asphalt paving, including, but not limited to the following:
a. Proposed sources of paving materials, including capabilities and location of plant that will manufacture hot-mix asphalt.
b. Condition of subgrade and preparatory work.
c. Requirements for protecting paving work, including restriction of traffic during installation period and for remainder of construction period.
d. Finalize construction schedule and verify availability of materials, Installer's personnel, equipment, and facilities needed to make progress and avoid delays.
B. Installer Qualifications: Experience on projects of a similar scope and scale successfully completed within the past five (5) years.
C. Testing: The Contractor is responsible for Quality Control testing, including workmanship and materials furnished by their subcontractors and suppliers.
1. Testing shall be provided through a third-party testing agency.
2. Shall be per Colorado Department of Transportation requirements.
3. Inspection or testing does not relieve the Contractor of his responsibility to perform the Work in accordance with the Contract Documents.
4. Contractor is responsible for proof rolling and or testing of all sub-grade prior to placement of Aggregate Base Course. The Contractor shall verbally or in writing inform the Project Manager the day of any failed or passed tests.
5. The Project Manager shall be notified a minimum of forty-eight (48) hours prior to the dates of asphalt placement and testing.
6. Contractor shall provide written test results within forty-eight (48) hours of receiving results from the testing agency.
7. Should a test result come back as failed, the Contractor is responsible for removal, disposal, and replacement of failed sections until the Specifications have been met. This work shall be completed at no additional cost to the City.
8. City reserves the right to provide Quality Assurance testing at any time during the project.
5. SUBMITTALS
A. See Division 01 Section “Submittals” for submittal requirements.
B. Installer Qualification Data: Submit Installer qualifications and experience on projects, including reference contact information.
C. Mix Designs: Submit substantiating data for each asphalt mix design specified for use to the Project Manager not less than four (4) weeks prior to first asphalt placement. Mix design data sheet shall not be more than one (1) year old from the submittal date. Data for each mix shall, as a minimum, include the following:
1. Mix identification designation (unique for each mix submitted).
2. Statement of intended use for each mix.
3. Mix proportions.
4. Aggregates
D. Test Reports: Submit test reports from the third-party testing agency.
E. Record of Work: Submit a final record of asphalt placement as outlined in Part 3 – Execution.

EXECUTION
1. EXAMINATION
A. Verify that subgrade is dry and in suitable condition to begin paving.
B. Proof-roll subgrade below pavements with heavy pneumatic-tired equipment to identify soft pockets and areas of excess yielding. Do not proof-roll wet or saturated subgrades.
1. Completely proof-roll subgrade in one direction, repeating proof-rolling in direction perpendicular to first direction. Limit vehicle speed to 3 mph.
2. Proof roll with a loaded 10-wheel, tandem-axle dump truck weighing not less than fifteen (15) tons.
3. Excavate soft spots, unsatisfactory soils, and areas of excessive pumping or rutting, as determined by the Project Manager, and replace with compacted backfill or fill as directed.
C. Proceed with paving only after unsatisfactory conditions have been corrected.

A. Record of Work: The Contractor shall keep a record listing the time and date of placement of all asphalt materials. Such record shall be kept until the completion of the project and shall be available to the Project Manager for examination at any time.
B. Regulatory Requirements: Comply with materials, workmanship, and other applicable requirements of Colorado Department of Transportation for asphalt paving work.
C. Tolerances: Comply with tolerances in the Contract Drawings and as follows:
1. Elevation and Cross-slope: In conformance with grading plans and Americans with Disabilities Act (ADA).
3. ASPHALT PAVEMENTS
A. Pavement sections shall be installed in accordance to the Project geotechnical report and Colorado Department of Transportation.
1. [Parking Lot Asphalt Pavement:]
a. [Sub-grade shall be reconditioned to a minimum depth of 8-inches (8”) or as required per the geotechnical data, whichever is greater. The sub-grade shall be moisture conditioned and compacted to ninety-five percent (95%) Standard Proctor.]
b. [Base course shall be a minimum of six-inches (6”) thick, moisture conditioned, and compacted to ninety-five percent (95%) Standard Proctor.]
c. [Parking areas shall have a minimum asphalt thickness of five inches (5”).]
d. [Total thickness of pavement section shall be a minimum of eleven inches (11”).]
2. [Main Drive Aisles Asphalt Pavement:]
a. [Sub-grade shall be reconditioned to a minimum depth of 8-inches (8”) or as required per the geotechnical data, whichever is greater. The sub-grade shall be moisture conditioned and compacted to ninety-five percent (95%) Standard Proctor.]

4. [PAVING GEOTEXTILE INSTALLATION]

8. ASPHALT EDGE TREATMENT AND BACKFILLING
A. See Division 32 Section “Soil Preparation”.
9. CLEANING
A. Perform cleaning during installation of the Work and upon completion of the Work. Remove all excess materials, debris, and equipment from site. Repair any damage resulting from installation of asphalt pavement.
B. Sweep and wash paving not more than two (2) days prior to the date scheduled for Substantial Completion inspections.
10. PROTECTION
A. Restrict vehicular and pedestrian traffic from asphalt pavement until it has been fully cured. Erect temporary fencing or barricades and warning signs as required or directed by the Project Manager at no additional cost to the City.
11. ACCEPTANCE
A. Asphalt work shall meet the requirements of this specification.
MEASUREMENT AND PAYMENT
1. MEASURMENT [Consultant to select A or B]
A. Measurement will be based on the percentage complete for the lump sum contract amount for Asphalt Pavement.
A. Measurement will be made by the contract unit specified for Asphalt Pavement. Measurement shall include the actual number of units of specified material(s) placed and accepted at the locations shown on the Contract Drawings, or as directed by the Project Manager, and in accordance with the Specifications.
2. PAYMENT
B. Payment will be made at the [contract unit] [lump sum contract] price, and shall include required materials, transportation, equipment, labor, excavation, sub-grade preparation, base course placement, asphalt compaction, testing, stockpiling, disposing, hauling off, watering, dust control, erosion and sediment control, as required in accordance with the Contract Drawings and Specifications.
