General Summary of Function/Purpose of PositionAs the recognized resource, perform construction documentation, calculations and office work. Participate in and oversee the following: Construction and quality control inspection activities designed to ensure that highways, bridges, and allied transportation facilities are constructed to the plans and specifications contained in contractual construction agreements.? Review and document project records for adherence to standards.? Perform engineering technical support activities, including materials testing, inspection, and compliance. 15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:85Serve as the Office Technician for the TSC.Individual tasks related to the duty:Recognized resource office technician work such to: document construction progress/activities in computerized record keeping programs by maintaining detailed project records and preparing periodic reports on projects progress, including reviewing/completing Inspector Daily Reports. Reviewing Plans, Proposal Special Provisions, Standard Specifications, Bureau of Highway Instructional Memorandums, Construction Advisories, Construction Manuals and contract documents to setup and maintain engineering file/computer systems to adhere to all Federal and State requirements. Track used and tested materials ensuring proper certifications and inform/discuss the deficiencies with the Manufacturers, Suppliers, Contractors and Project Engineer. Review Contractor Payroll reports, draft, send and track delinquent/deficient letters.Place all digitally signed documentation in ProjectWise. Aid in Freedom of Information request and Damage Claims. Produce/generate contract modifications, track and obtain required signatures.Generate contractor pay estimates through final estimates after ensuring all documentation required has been received prior to closing out the project. Assist with audit reviews for Engineer’s Construction Certification and Federal Highway audit reviews. Box jobs up for retention and disposal, arrange for transfer to storage facility using Versatile. Assist Construction Engineer in problem solving. Provide training to MDOT technicians, consultants and Co-op Inspectors in all aspects and duties of construction technicians. Review all Inspector Daily Reports for proper documentation and provide guidance to inspector. Instruct on the proper use of Construction Advisories and Bureau of Highway Instructional Memorandums regarding specific projects.Duty 2General Summary:Percentage:10As the recognized resource, perform computations and other duties as assigned by the Engineer.Individual tasks related to the duty:Verify and/or compute final values for Ride Quality, Bituminous; Ride Quality Measurement, Bituminous; Bump Grinding; Bituminous Quality Initiatives while directing other technicians to determine final pay quantities for less complicated items of work. Review, correct and instruct other technicians in correct measurement and payment procedures. Negotiate and reconcile final quantities with contractors.Generate estimates and contract modifications.Verify contractor wage rate compliance.Ensure compliance with federal mandates for transportation funding for inspection and material testing.Duty 3General Summary:Percentage:5Participate in in-service training to maintain and upgrade job skills. Suggest, implement and administer process improvements. Participate on process improvement committees related to Fieldmanager, Projectwise, and upcoming AASHTOWare. Individual tasks related to the duty:Attend classes, seminars conferences, and other forms of training to remain current with changes in technology and industry methods. Keep current with department procedures and policies. Participate in training and review of all information relating to the position. Participate in employee teams to improve TSC business Processes. Measure products and services as described in the MDOT measurement guide. Measure customer requirements, customer satisfaction and internal performance. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Provide technical assistance and propose solutions concerning project inspection, documentation and materials problems on a case by case basis, availability of materials, testing frequency, documentation requirements, etc.? Construction Engineer, prime contractor, and material suppliers are all affected by contract documentation, particularly if documentation does not meet contract specifications.? Decisions pertinent to job duties are made on a daily basis from experience and knowledge acquired from time spent in the construction fields.17. Unusual construction and documentation situations exceeding position's authority or expertise, such as those requiring changes in contract/project requirements, which can be implemented only through the Construction Engineer.18. Also, the employee is expected to be able to assist in project inspection and field materials testing.24. This position enables a critical portion of this function to be achieved, particularly as the recognized resource technician involved in daily construction inspection, testing and upkeep of all file documentation required by MDOT & FHWA.26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of an Associate’s degree in concrete technology, civil technology, construction technology, surveying technology, construction management, mathematics, or computer science.EXPERIENCE:Transportation Technician 11Three years of experience equivalent to a Transportation Technician, including one year equivalent to a Transportation Technician E10.Alternate Education and ExperienceTransportation Technician 8 - 12Possession of a Bachelor’s degree or higher in an Applied Science with 16 semester hours (24 term) credits in job specific or related course work qualifies for the Transportation Technician E10 level.ORCompletion of 60 semester (90 term) credits including 24 semester (36 term) credits in any combination of course work in the following areas: structures, materials, soils, hydrology, surveying, design, bituminous, concrete, aggregate, chemistry, physics, geology, environmental science, computer science, highway or traffic technology, construction management, engineering, or mathematics may be substituted for the associate's degree.
