JOB TITLE: Project Coordinator

DEPARTMENT: Treatment Operations FLSA: Exempt

REPORTS TO: Director of Treatment Operations Category: Essential

SUMMARY OF RESPONSIBILITIES

Coordinates with Engineering Department to provide technical assistance to the Treatment Operations Department in the areas of system management and operation, design and construction of new facilities, facilities upgrades, replacements, expansions and related programs.

ESSENTIAL JOB FUNCTIONS

1. Coordinates with Engineering Department for all phases of assigned projects from inception through project close out, including planning, budgeting, design, procurement/project delivery, permitting, construction, contract administration, and final acceptance.

2. Determine and define project scope and objectives.

3. Predict resources needed to reach objectives and manage resources in an effective and efficient manner.

4. Prepare budget based on scope of work and resource requirements.

5. Track project costs in order to meet budget.

6. Develop and manage a detailed project schedule and work plan.

7. Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress.

8. Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables.

9. Utilize industry best practices, techniques, and standards throughout entire project execution.

10. Monitor progress and make adjustments as needed.

11. Coordinate activities with local jurisdictions, state and federal agencies, private businesses, contractors, consultants and others involved with Authority projects.

12. Coordinate requests for proposal for professional services and manages consultants for assigned projects.

13. Coordinate invitations for bid and manage the procurement of construction services for assigned projects.

14. Coordinate any communication to land owners to inform them of related projects.

15. Assure efficient coordination with other Authority departments for management of project-related technical and financial documentation.

16. Timely completion of tasks.

17. Comply with federal, state, and local regulations.

18. Perform other related duties as assigned.

WORKING CONDITIONS

1. Regularly performs work in a typical office environment. Occasionally works in outside weather conditions.

2. Subject to contact with liquid, water, wastewater and vapors, hazardous materials, and blood borne pathogens while performing duties. Occasional exposure to dust, fumes, noise, extreme heat/cold, uneven terrain, and heights.

3. Frequent sitting, repetitive movements, and driving. Occasional standing, walking, lifting (up to 25 pounds without assistance), carrying (up to 25 pounds without assistance), pushing, pulling, twisting, climbing, stooping/bending, kneeling, crawling, reaching, and grasping.

4. Must be able to work independently, with minimum supervision.

5. Required to work irregular schedules on an as needed basis to complete projects.

QUALIFICATIONS/BASIC JOB REQUIREMENTS

Must possess a Bachelor's Degree in Engineering, Construction Management, Biology or related field with five (5) years in the project management of water and wastewater facilities, or equivalent combination of education and experience.

KNOWLEDGE AND SKILLS

1. Must exhibit:

a. Proven ability to solve problems creatively.

b. Strong familiarity with project management software tools, methodologies, and best practices.

c. Experience seeing projects through the full life cycle.

d. Excellent analytical skills.

e. Strong interpersonal skills and extremely resourceful.

f. Proven ability to complete projects according to outlined scope, budget, and timeline.

1. Must have knowledge of regulations issued by, but not limited to, the Augusta County Code, the Environmental Protection Agency, Department of Environmental Quality, Virginia Health Department, Occupational Safety and Health Act, Virginia Department of Transportation, and VA811 that pertain to public water and wastewater treatment facilities.

2. Must exhibit a positive attitude to effectively deal with the public, visitors, customers, local government and agency officials, and co-workers.

3. Must possess a valid Virginia Driver's License.
