Dear Owner,

On behalf of the consulting engineering firms of ACEC Indiana, I would like to show support of utilizing Qualifications Based Selection (QBS), at the time of determining the best firm to provide professional services for projects in your community.

When hiring an engineer for your public works projects, it is in the best interest of the community to find a firm that has the qualifications to give you the best design. Design is a very small percentage of the overall cost of the project, but a good design will positively affect the construction and lifetime costs.

To use QBS, you may hire a firm that you have experienced previous success with or use the QBS process to choose a new firm.

After the highest ranked firm is selected, you then have the opportunity to develop the scope of services with the engineering firm, taking advantage of their experience, expertise and innovation.

It is at that time, when the scope is fully developed, that both parties agree to a negotiated fee. If you, the owner, are not satisfied with the negotiation, you may then go the second highest ranked firm.

The Indiana Association of Cities and Towns and the Indiana Association of County Commissioners also endorse the use of QBS as the preferred method of hiring an engineering firm for design of public works projects.
