Key areas of testing include the following:
Chemicaltestingforpresenceoflead, heavymetals,phthalates,formaldehyde,and otherrestrictedorganiccompounds. As statedbytheCPSIA,thesecompoundsand heavymetalsareregulatedinchildren's products.
Mechanicalhazardstestingonchildren's toysandotheritemstomainlydetermineif smallparts,sharppoints,orsharpedges exist. Mechanicalhazardstestingmaybe necessary to ensure children's products are safe for their age group and that the toy does not present itself as a hazard.
Flammabilitytestingtodemonstratethat productsmeetstandardrequirementsofthe CPSIAandCodeofFederalRegulations.
Lead Testing
Leadisatoxicheavymetalusedforyearsinthe buildingandconstructionindustry. Itisusedin batteries,solder,somemetalalloys(e.g.pewter, brass,etc.),ceramicglazes,polyvinylchloride (PVC), certain glasses, oil-based paints, and for pigmentsinpaints. Likeotherheavymetals,lead
isapotentneurotoxinthataccumulatesinsoft tissuesandboneovertime. Leadpoisoningwas evendocumentedinancienttimesinGreece, Rome,andChina.
Leadpoisoningdamagesthenervoussystem (especially in young children) and can cause blood and brain disorders, it has even been linked to learning disabilities in children at low levels. Leadpoisoningtypicallyresultsfrom ingestionofleadcontaminatedmaterialsorlead basedpaint. Between2006and2007many children'stoysmadeinChinawererecalled, primarilyduetoleadinpaintandpigmentsinthe plasticsusedtomanufacturetheproducts. The concern about lead exposure in children has brought about the passage of stricter legislation toreduceitsuse(theConsumerProductSafety ImprovementActof2008).
Currentlegislationreducesthelimitoflead allowed as follows:
Paint or surface coatings to 90 parts per million(ppm),effective8/14/09
Surfacecoatingsto100ppm,whichappliesto children's products, effective 8/14/11
Phthalate Testing
Phthalatesaremainlyusedasplasticizers, substances added to plastics to increase their flexibilityanddurability. Phthalatesareusedin manyproducts,suchasglues,buildingmaterials, medicaldevices,vinylmaterials,paintpigments, coatings, and children's toys.
Section 108(a) of the CPSIA specifies that as of February10,2009,"...itshallbeunlawfulforany persontomanufacturerforsale,offerforsale, distributeincommerce,orimportintotheUnited States any children's toys or childcare article that
containsconcentrationsofmorethan0.1% of DEHP,DBP,orBBPandforanychildren'stoythat canbeplacedinachild'smouthoranychildcare articlewillnotcontainconcentrationsofmore than0.1% ofphthalatecompoundsDINP,DIDP, andDnOP." CaliforniaProposition 65alsorequiresawarninglabelforproductscontaining someofthespecifiedphthalatesaboveinaddition to DNHP.
AmericanSocietyforTestingandMaterials (ASTM)F963-08
Section 106 ofthe CPSIA changesASTM International'sStandardConsumerSafetySpecification forToy Safety,ASTM F963-08 from a voluntary standardtoamandatoryrequirement. Thisappliestoallproductsthatareimportedintothe United States and that are intended for children 12yearsofageandyounger. CurrentlytheCPSC doesnotrequire a certificate forASTM F963-08; however,itwillberequiredoncethestayofenforcementisremovedon12/31/11. WithinASTM F963-08thereareseveralsections,whichaddress themechanicalhazardstestingoftoys. Theapplicabletestingisbasedonthetoy'sdesign.
