This handbook is a guide for substituting in Independent School District 192. It is our hope that the information will serve to inform and to assist you in finding answers to the many questions you may have regarding substituting.

Independent School District 192 recognizes substitutes as a very valuable asset to our educational process.

As a substitute in our district, you are a very important person. Whether your stay is short or continues over a long period of time, each time you enter a classroom to teach, you are responsible for the most important resource we have in this district -- our children.

QUALIFICATIONS AND REQUIREMENTS

A substitute teacher must have a valid, current, Minnesota teaching license. To obtain licensure, contact:

It is the substitute teacher’s responsibility to remain currently licensed and to file such license with the district’s Human Resources Department. Recertification forms can be obtained from and turned in to any schools committee member. If your license is expired, your name will be taken off the system until a current license is on file.

Substitute nurses must also have a current license on file with the Human Resources Department. Once signed up to sub, Human Resources will notify our district nurse, Gail Setterstrom, and she will contact you to arrange a time for a substitute nurse training/orientation session. Her direct number is 651-463-1965.

Please advise our office and update your forms should your circumstances change, such as number of allowances you would like to withhold or a change in banking information. Otherwise your information on file will carry forward from year to year.

GENERAL EMPLOYMENT INFORMATION

Once you have applied for a substitute position and have worked in the district in that capacity, you will remain on the list for the remainder of the school year. Please notify the Human Resources Department if you wish to be removed. We update our substitute list each fall by mailing out a re-application form for you to let us know of any changes in your phone number or address. If you wish to remain on the list, a current licensure must be maintained.

Please note: ALL substitutes, except school-age care summer employees, are inactivated in Aesop during the summer. Once your reapplication form is returned to Human Resources, your Aesop account will be reactivated.

CALLING PROCEDURES

Substitutes whose services are required will normally be called the evening before, or between approximately 5:00 a.m. and 8:00 a.m. unless an assignment has been made in advance or an absence occurs during the school day. Our system will continue to call until 11:59 a.m. with short notice absences.

Take note of the specifics pertaining to each accepted position including the school, the grade and/or subject, and the name of the employee who will be absent. Please listen carefully to the options for accepting/rejecting jobs in Aesop – hanging up on Aesop is not efficient and should never be done. Please make sure to enter the correct option for rejecting a particular job. Otherwise, Aesop will continue to call you back, slowing the process down for finding an available sub for an absence. Also, check out for information on a downloadable app which will assist you with finding subbing jobs. There is a fee for this service, and please note: Jobulator is not a district provided service and we do not provide technical support for this feature.

To help keep us keep in contact with you, please notify the Human Resources Department at (651) 463-5040 of any change in address or phone number. Also, if you are temporarily unavailable, or wish to be removed from the substitute list, please update your personal information on the Aesop system or contact the Human Resources Department.

GATEWAY ACADEMY

Our district’s newest school, Gateway Academy, is located at 510 Walnut Street, in the Instructional Service Center. GWA houses multi-age students in grades 4-6 and is focused on project-based student-centered learning and staff includes 3 learning advisors at this time. Aesop will contact you of vacancies at Gateway just like any other building. Please park in the south parking lot and enter through door 9. Please check in with the secretary in the office which is located at the top of the stairs, first door on your right. You will be directed to the learning areas on 2nd floor and you will follow sub lesson plans just as your would at any other district building.

EARLY CHILDHOOD FAMILY EDUCATION

Also needing substitutes is our Early Childhood Family Education staff. Vacancies could be in any district building, but mainly at the Community Education building at 6100 195th Street West. This is the same location as Meadowview Elementary School but you will enter through the north door and report to the Community Education office/wing for check-in and classroom assignment. If you are subbing for an ECFE staff member assigned to another district building (North Trail, Riverview, or the Instructional Service Center), you will be given that location when you pick up the absence. Please report to that buildings office to sign in. You will hear “Early Childhood” or “Wee Tigers” when you are called for subbing and could be working with children from birth to age five. Employees have been directed to include notes to substitutes when they create absences in Aesop to help clarify the subbing duties.

The rate of pay for teacher subs in ECFE is $20.50 per hour and educational assistant substitutes are paid $10.35 per hour. ALL ECFE substitutes – teachers and educational assistants - need to complete a timesheet for payroll. (This is different than other locations where teacher subs DO NOT fill out timesheets.) Due to the difference in pay rates for ECFE programs, this is required.

PROCEDURES FOR THE DAY

Once you have accepted an assignment, you are expected to arrive on time at your assigned school. Go directly to the main office to sign in - this is necessary for payroll purposes. Also, this is where you will receive materials which will help you in your assignment for that day. Teacher substitutes should ask the building secretary for substitute computer login and password information at this time.

Ask about any early morning duties or other assigned duties and find out where you should report. Begin immediately to familiarize yourself with your schedule. If you have not received teacher lesson plans at the main office and find none in the teacher’s room, tell the principal or assistant principal.

Other than the thirty minute duty-free lunch period, unscheduled time should be used for grading papers, preparing materials, or doing other needed tasks. Unless directed to do otherwise, save the graded papers for the teacher to see upon his/her return to school.

PROFESSIONAL ETHICS

In your role as a substitute, you may have access to student records and reports. These should be handled with extreme care. Many records are of a confidential nature and are maintained in order to provide information for the professional staff on child development. All such materials should be handled in a confidential manner. District policy must be followed concerning signing the forms to view records.

Substitute teachers are responsible for knowing the principals of child development, accepted teaching techniques, educational programs, and the rules and regulations of Independent School District 192. These two latter areas can be fulfilled by knowing the information contained in this handbook and by learning as much as you can about the individual schools in which you teach.

As a substitute traveling from school to school, you will observe many styles of teaching. We hope that you will understand that not all teachers teach in the same manner. Make every effort to carry on the program of the regular teacher and to fit in with the schedule.

Maintain professional standards in each and every situation. This infers you are careful not to criticize a school teacher or student outside of the school or in another school. Please remember, the principal is the person to hear any concerns you may have.

The use of the school district technology systems and access to the Internet is a privilege, not a right. The school district reserves the right to limit or remove any user’s access to the school district’s computer system, equipment, email/voicemail system, and Internet access at any time for any reason. Depending on the nature and degree of the violation and the number of previous violations, unacceptable use of a school district system or the Internet may result in one or more of the following consequences: suspension or cancellation of use or access privileges; payments for damages and repairs; discipline under other appropriate school district policies including termination of employment; or civil or criminal liability under other applicable laws.

Personal cell phone use is not allowed during regular school hours. They should only be accessed during lunch and break times for practical reasons, as well as setting an example for students.

According to district policy, staff and substitutes will avoid emphasis on information, activities, and displays related to any one religious tradition. Information, activities, classroom decorations, and displays will reflect a balance of cultural diversity.

The district reserves the right to terminate the employment of a substitute at any time. Reasons for such action could include, but are not limited to: lack of initiative, unsatisfactory teaching, inability to maintain a professional classroom environment, failure to implement lesson plans, inappropriate behavior, inability to arrive at work on time, or undue difficulty with discipline. You will receive a letter if you have been recommended for removal from substituting in a particular building, or from the district entirely.

IN THE CLASSROOM

Hopefully, most or all of the information needed to carry on the regular classroom program will be available to you when you arrive at your classroom. We request that you follow lesson plans or specific teacher instructions as closely as possible. If there is anything in the lesson plans you do not do, please leave a note of explanation.

Many of our classrooms use I-pads as an integral part of teaching. Please communicate with the teacher or building principal regarding specifics for your assignment.

As a substitute teacher, there are other things with which you will have to become familiar with such as: seating charts; special schedules; a list of student helpers and their assignments; student allergies; lunch/recess schedule; bell schedule; bus schedule; special seating for assemblies; fire drill and lock down procedures, and instructions to follow in case of an accident or illness of a student. Be aware some rules and procedures will vary from building to building such as whether or not to walk student’s to/from specialists. These are some of the many responsibilities that might be yours in a substitute teaching day.

A dignified, business-like, sensitive, warm and respectful attitude toward students usually merits the respect a substitute deserves. If there are students who become major discipline problems and/or disrupt the teaching atmosphere to the extent that you cannot carry on your duties, know the procedure to use in contacting an administrator to help resolve the problem. In all other normal teaching situations, the substitute teacher is expected to be able to handle routine discipline problems and any other normal behavior that is exhibited by students.

SCHOOL POLICIES

All school district policies are available on the school district website .These policies are general, but very important. They do pertain to all school buildings and staff. Individual schools will also have more specific and detailed procedures with which you should become familiar.

Classroom materials and supplies should be used with discretion, properly cared for during the day, and left in orderly fashion at the end of the day.

All money collected in the classroom for any reason should be removed from the classroom at the end of the teaching day and turned into the main office in accordance with building procedures.

If a person not connected with the school wants information about a child or permission to take a child from the room, refer that person to the main office and alert the office. Under no circumstances should a child be released without permission of the principal.

Order and control should be maintained within classrooms, hallways, playground, or in any area of the school. Techniques other than shouting should be used and at no time are you to administer corporal punishment. Again, if you are having a problem, notify the principal.

All cases of accident or illness are to be reported immediately to the school office. No medicine is to be administered to students. You are responsible for learning about emergency procedures in each building where you teach.

Information concerning students, which may be confidential in nature, should be kept confidential by the substitute.

OTHER PERTINENT POLICIES

Non-Discrimination Policy

It is the policy of the School Board of District 192 that no person shall, on the grounds of race, color, national origin, creed, religion, sex, marital status, status with regard to public assistance, age or disability be excluded from participating in, be denied the benefits of, or be otherwise subject to discrimination under any educational program or in employment, promotion, transfer of recruitment, consideration, or selection; whether full-time under any educational program or activity by the district.

Tobacco-Free Schools

Independent School District 192 provides a tobacco-free environment for its students, staff and citizens. The district’s buildings, grounds and vehicles have been designated as smoke-free since August 1, 1988.

Drug and Alcohol Offense

Independent School District 192 forbids the use of drugs and/or alcohol on school grounds and at school-sponsored activities by students, staff, and citizens. Extensive policies are in place explaining enforcement and discipline procedures and are available at any of the principals’ offices or in the Office of the Superintendent.

Harassment and Violence Policy

Independent School District 192 believes that religious, racial or sexual harassment and violence is inappropriate in schools and workplaces.

Mandatory Reporting

The policy of the school district is to fully comply with Minn. Stat. 626.556 requiring school personnel to report suspected child neglect or physical or sexual abuse. Substitute teachers are mandatory reporters. Contact the building principal if you have questions.

Bullying

Bullying is intimidating, threatening, abusive or hurtful conduct. It is objectively offensive, and the conduct involves an imbalance of power and is repeated, or the conduct materially and substantially interferes with a student’s education or ability to participate in school activities. Contact the building principal if you have questions.

AT THE END OF THE DAY

When you leave your classroom at the end of the day, please see that it is in order. When you have completed your work, check out with the principal’s secretary. Report anything that happened during the day that the principal should know.

Return to the school secretary any packets or forms which have been given to you during the period of your substituting.

At the end of your assignment, be sure to leave any important information for the regular classroom teacher. Indicate the work you covered, any homework assigned, any discipline problems encountered, and notations regarding any departure from the lesson plans of the regular teacher. Positive statements concerning students or the entire class are important as well.

SUBSTITUTE PAY RATES AND SALARY INFORMATION

Payroll checks are directly deposited into the account specified at the time your application was submitted. There are no fringe benefits for substitutes.

Substitute teachers are paid at a rate of $115.00 per full day and $57.50 per half day. A half-day at two buildings equals one full day pay at the rate of $115.00. If a substitute teacher day is longer than four hours, pay will be for a full-day. If a substitute teacher day is shorter than 4 hours, you will be paid the minimum half day pay rate of $57.50. In this instance, where you are getting compensated for a half day of work but scheduled for less, you may be expected to fill in if there are vacancies that went unfilled, until you have reached the minimum 4 hours (half day) of work.

Teacher subs will be paid $11.14 per extra duty during the teacher’s lunch period, such as working recess duty. Please complete a timesheet for these extra duties and leave them at the building for principal approval. Forms will be forwarded to the payroll office and payment will be included along with your regular sub pay. Bus duty does not qualify for extra duty pay, as that is considered part of regular work day responsibilities.

Social Security and Medicare are withheld from the substitute’s salary as well as federal and state withholding depending on earnings and number of exemptions claimed. In addition, if you are a licensed teacher, you will have TRA (Teacher Retirement Association) withheld. The website is or you can contact them at (800) 657-3669. A substitute is covered by Worker’s Compensation and under the district’s liability insurance.

Educational Assistant subs are paid at a rate of $11.50 per hour and nurse substitutes are paid at a rate of $20.22 per hour. Educational Assistant and nurse substitutes must complete a time sheet at each building they work at. The building administrator will approve and forward time sheets to the payroll department.

Pay dates are the 15th of the month and the last day of the month. Days worked from the 1st through the 15th of the month are paid on the last day of that month, and days worked from the 16th of the month through the last day of the month, are paid on the 15th of the following month. If the 15th or the last day of the month lands on a weekend, checks will deposited on the business day before.

Social Security and Medicare are withheld from the substitute’s salary as well as federal and state withholding depending on earnings and number of exemptions claimed. In addition you may be subject to having PERA (Public Employee’s Retirement Association) withheld. Non-licensed employee’s working in any position that exceeds $425 in any month will be automatically enrolled. For questions and/or qualifications, please refer to their website at or you may call them at (800) 652-9026. A substitute is covered by Worker’s Compensation and under the district’s liability insurance.

Substitute positions are intended to be part time. The school district may limit the days a substitute may work if they consistently work 30 or more hours per week (as defined by the affordable care act) in a combination of all positions in the school district. Substitutes will be notified by the district if this impacts them individually.

Technology Access: Once you have subbed in the district, we will contact our technology department to create a login and password to view your paychecks online. There are instructions on how to view your paycheck attached to this packet. PLEASE REMEMBER: WE WILL NOT GENERATE A LOGIN/PASSWORD UNTIL YOU HAVE ACTUALLY SUBBED IN THE DISTRICT AND ARE DUE TO RECEIVE YOUR FIRST PAYCHECK.

Any substitute teacher continuing beyond 31 consecutive days in the same position will be covered by the FEA Teacher Agreement and paid at their current educational placement on the salary schedule.

Early Childhood Education

Early Childhood Teacher for ECFE: Early Childhood Family Education (ECFE) is a program that has children ages birth to 5 years. Most of the children attending these classes are 3 years and below. The program is for parents and their children to attend classes together. The first portion of the class, parents will be doing age appropriate activities with their children that you as a sub will supply by using the teacher’s lesson plans. The second half of class the parents will leave for a discussion and you will be responsible for a teaching time for the children. This will include a circle time, art activities snack, and appropriate preschool activities for the ages for the children. The classes last for 2 ½ hours, duty time includes a ½ hour before and ½ hour after class. These classes are held mornings, afternoons, and evenings. Please watch for the times of the classes.

Parent Education Teacher ECFE: Early Childhood Family Education (ECFE) is a program that has children ages birth to 5 years. Most of the children attending these classes are 3 years and below. The program is for parents and their children to attend classes together. The first portion of the class, parents will be doing age appropriate activities with their children. The second half of class the parents will leave for a discussion and you will be responsible to facilitate a discussion about parenting with the group of parents in a separate room. Topics for discussion can be found in the teacher’s lesson plans. The classes last for 2 ½ hours, duty time includes a ½ hour before and ½ hour after class. These classes are held mornings, afternoons, and evenings. Please watch for the times of the classes.

Early Childhood Teacher Wee Tigers: Wee Tigers Preschool is a program for children ages 3-5. The responsibility of the sub is to do circle times, art activities, snack and appropriate preschool activities. The classes last for 2 ½ hours, duty time includes a ½ hour before and ½ hour after class. These classes are held mornings, afternoons, and evenings. Please watch for the times of the classes. These classes must stay in a 10:1 ratio for staffing.

Early Childhood Teacher Time for Kids Classes: Time for Kids class is collaboration between the Early Childhood Special Education program and School Readiness. There will be a variety of levels of development in these classes. The ages of the children are 3-5 years. . The responsibility of the sub is to do circle times, art activities, snack and appropriate preschool activities. The classes last for 2 ½ hours, duty time includes a ½ hour before and ½ hour after class. These classes are held mornings, afternoons. There will also be an ECSE teacher in this classroom.

ECFE, Wee Tigers, Time for Kids Early Childhood Teacher Subs will be paid an hourly rate of $20.50 per hour. You must complete a time sheet for these hours.

Assistants: Early Education Assistants will be paid $10.35 per hour. These assistants will be assisting the teachers in the ECFE and Wee Tigers programs. Classes last 2 ½ hours and duty time will include a ½ hour before and after a class. The assistant’s responsibility will be to follow the direction of the teacher that is in the classroom. This may include assisting with snack, bathroom visits, art supplies and clean up. You must complete a time sheet for these hours.
