Perkins Career and Technical Education Post-secondary program. The Strengthening Career and Technical Education for the 21st Century (Perkins V) Act of 2018 (formerly known as the Carl D. Perkins Career and Technical Education Act) was created to support secondary and post-secondary career and technical education training, professional development, curriculum development, and program evaluation. Local Annual Grants are awarded to 28 Community Colleges, three (3) Public Universities and one (1) Tribal College throughout the state. This position also provides progressively higher levels of technical assistance to Perkins eligible recipients. 15.Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary of Duty 1% of Time50This position analyzes, reviews, evaluates, and monitors the Perkins Local Annual Grant applications related grant awards to the 28 Community Colleges, three (3) Public Universities and one (1) Tribal College throughout the state. Serves as the primary contact providing technical assistance for the day-to-day grant management and administration activities.Individual tasks related to the duty.Serves as primary contact for grant management and administration technical assistance for Perkins eligible recipients, including community college and universities. Assists all the grantees with federal guidelines and state policies, procedures during the Local Annual Grant application process. Provides financial tracking, management, and monitoring in the Cash Management System (CMS), including uploading and reconciling grants in the CMS for grant closeouts. Resolves logistical issues associated with grant application and reporting requirements. Evaluate, analyze, and recommend incoming applications to determine eligibility and compliance with federal and state program requirements. Research and provide interpretation of existing and proposed laws, policies, and procedures related to federal Perkins legislation. Evaluates, develops, and administers annual updates/revisions to grant applications and guidelines including the web-based platforms. Consults with the software developer, regarding program issues affecting the CMS and website. Creates, maintains, and updates instructions for Michigan Electronic Grants System Plus (MEGS+) Perkins Guidebooks: Reviews, analyzes, and makes recommendations for new program approval requests submitted by Perkins eligible recipients.Consults with staff and compile post-secondary grant funding report for year-end Consolidated Annual Report for submission to the U.S. Department of Education (USDOE). Coordinates and ensures legislatively mandated reports are completed and submitted to the appropriate agencies in accordance with the regulations and timelines specified in the Act.Duty 2General Summary of Duty 2% of Time20Perkins statewide grants monitoring and compliance on-site reviews.Individual tasks related to the duty.Conducts research and analysis for specific grant years, prepares reports and detailed spreadsheets, and correspondence for the required on-site monitoring and compliance package. Receives and reviews Single Audit A-133 audit reports and advises on any issues/concerns and follow-up on full implementation of corrective action, plan if applicable. Participates with staff in statewide on-site monitoring and compliance visits to selected Perkins eligible recipients. Follow-up reporting after on-site visits to complete the monitoring cycle. Duty 3General Summary of Duty 3% of Time20Serve as liaison to Talent and Economic Development (TED) Finance Department, Michigan Department of Education (MDE) Office of Career and Technical Education regarding postsecondary federal Carl D. Perkins Career and Technical Education Act grant activities.Individual tasks related to the duty.Serve as liaison for the Local Annual and Leadership grants regarding budgetary issues with post-secondary education Perkins funds. Reconciles grant year-end closeouts with MDE on final expenditure reports in CMS. Develops and approves all Perkins grant profiles for the MDE. Submit and monitor funds uploaded in CMS and provide input on grant system performance. Verify TED grant finance updates. Coordinate with OCTE staff on Perkins audits and provide all relevant materials required for final report. Duty 3General Summary of Duty 4% of Time10Miscellaneous, special assignments and projects.Individual tasks related to the duty.Attend workshops, conferences and seminars for continued professional development.Provide agency staff with pertinent and relevant information regarding post-secondary Perkins grants. Additional duties have been added to the position since it was last updated in 2016, including responsibility for reporting of program performance data, single audit reviews, and new program approval reviews. 25.What is the function of the work area and how does this position fit into that function?The Talent Investment Agency manages state and federal programs to provide education, training and counseling to Michigan students, job seekers, workers, and employers. This position provides direct support to the Work-Based Learning Section.? Coordinated by the TIA – WD, the Perkins program supports post-secondary career and technical education training, professional development, curriculum development, and program evaluation.
