Welcome to the Weekday Early Education Program of Falmouth Baptist Church. Our program exists for you and your child. We will strive to provide the loving care and guidance that your child needs as he/she grows and develops.

As parents, you play a vital role in our ministry to your child. This handbook is designed to help you understand our program, its mission, and the guidelines under which we operate. You are always welcome to visit, ask questions, and make suggestions. Cooperation between parents and staff will contribute to a successful experience for your child. This church values children and believes in families. This weekday early education program is a ministry of the church to provide a learning environment that will help preschoolers grow as Jesus grew. “And Jesus increased in wisdom and stature, and in favor with God and man” (Luke 2:52).

This handbook has been prepared so that you may know the policies and better understand the program as we work together to help your child through a successful year in our weekday early education program.

MISSION STATEMENT

The mission of Falmouth Baptist Church is to become more like Christ Jesus and to testify about Him with the hope that all will accept Him as Lord and Savior!

PURPOSE

The Weekday Preschool is a ministry of Falmouth Baptist Church where young children can learn through play. Your preschooler will be learning about God, self, others, the natural world, family and community. We also introduce the children to shapes, colors, numbers and the alphabet.

PHILOSOPHY

The role of the Weekday Preschool is to provide a Christian environment that will nurture the child’s physical, mental, emotional, social, and spiritual development. Children learn best through making their own choices during playtimes, through art activities which emphasize the child’s own creativity, through interest centers such as home living and nature, through projects which foster curiosity, through games and musical activities, and through stories, poems and songs.

Children learn to accept God’s love for them by being with adults who are loving and caring. We teach that God made us and loves us. Through conversation during center time, teachers model thankfulness to God (for our hands, for example), and encourage children to wonder about and take delight in all of God’s creation. Classes pray together and have a Bible story each day. Teachers treat each child with respect as a unique creation of God. They know that the best way for children to learn to accept God’s love for them is to be with loving and caring adults.

CURRICULUM

Our program uses as a basis the Wee Learn Curriculum Guide. The curriculum is developed around themes that provide opportunities for children to learn about God’s world and how to live in it. The day-to-day curriculum will be planned by the teachers and approved by the Preschool Director and will be compatible with the philosophy of the school. Each of our classrooms is designed as a learning center, offering students a unique “hands-on” learning adventure.

CHAPEL TIME

Preschoolers and teachers attend Chapel Time once a month. Chapel Time is usually held in the church sanctuary with the Pastor. He talks to the children or reads them a Bible story and discusses its meaning.

ENROLLMENT

The program runs on a September-May schedule. Applications are taken from church members and returning students around January 15. Open registration begins the first Monday in March. Once general registration opens, all applications are accepted on a first-received basis. The non-refundable registration fee must accompany all applications. Legal proof of birth must be presented for witness in the office when you return the application form. A copy will be made for our files. All children must be potty-trained. Children must be three or four years of age on or before September 30th.

The Commonwealth of Virginia Bill 946 states that a person enrolling a child in a program must present proof of a child’s identity and age within the first seven days of enrollment. Proof of the child’s identity and age may include a certified copy of the child’s birth certificate, notification of birth (hospital, physician or midwife record), or passport. Falmouth Preschool will make and retain a copy of this proof of identity. The “proof of identity” is not the child’s social security card. If you are unable to show this documentation, the preschool is required to notify the local law enforcement agency to determine if this is a missing child.

Every child must have a Health Form on file before they can attend school. This must include shot records and be signed by your child’s doctor. You are responsible for making sure that your child has had the required immunizations. In accordance with state regulations, a child will not be admitted to class unless this form is on file. It is the policy of FBCWP that all children be properly immunized.

ENROLLMENT CAPACITY

In order to provide individual attention to each student, each class will be limited to twelve children with a teacher and a teacher’s aide.

WAITING LIST

If a class is full, you may ask to be placed on a waiting list. There is no cost or obligation. You will be notified when we have an opening for your child. If enrollment deems it necessary, a combination three-year-old/four-year-old class will be established.

HOURS OF OPERATION

School begins at 9:00 a.m. and ends at 12:00 noon. The front door will be unlocked at 8:45 a.m. to receive children and their parents. Teachers will open the classroom door to receive and dismiss children. If your child arrives before the class begins, please stay with him/her in the hallway until the classroom door is opened and the child enters the room. For safety purposes, the doors to the church will be locked each day at 9:15 a.m. and unlocked at 11:45 a.m. If you arrive when the doors are locked, please use the button to the right of the door. The button will buzz the secretary and alert her that someone is there.

We strongly encourage the “Kiss-n-Go” method when dropping off your child at their classroom. It is important that children attend school regularly and that they arrive on time.  Class begins at 9 a.m.  Children are expected to be in the classrooms by 9:00 a.m. Late arrivals are an interruption to the both the teacher and the students. Children will not be accepted after 9:15 a.m. Children who are attending special therapy sessions will be the only exceptions. (Prior teacher notification is required.)

Each day we ask that you sign-in and sign-out your child. There is a clipboard on the table as soon as you enter the church with your child’s name on it. Please write the time you arrive and when you return to pick up your child. Children will only be released to the authorized person(s) as stated by the parent. FBCWP requires a responsible authorized adult (18 years or older) to sign children in and out of preschool daily. We must have WRITTEN authorization for any changes. Please notify the school (by note, or in person) when someone else will be picking up your child. You will not hold us responsible for any liability for allowing anyone authorized by you to pick up your child.

Please be on time to pick up your child. At 12:05 you are considered late. A late fee of $5.00 will be charged for each five minutes teachers are asked to keep your child beyond 12:00 noon. ($1 per minute if it hasn’t reached a five minute period) If lateness becomes an issue the director will be notified. Your child needs to be picked up PROMPTLY at 12:00 from preschool. Teachers have other responsibilities and obligations. This fee is to be paid in cash, directly to the teacher that stayed with your child, when you pick up your child that day. Please call the church office and let the secretary know if there is a problem.

Please refrain from conversations with teachers at the door as they receive or dismiss children. If you would like to speak with a teacher, inform her that you will wait outside the door until all children have arrived or departed. The teacher will then be able to come out and speak briefly with you. Please feel free to schedule times after class or call the teacher if you have a concern.

*Please notify the school (by note, or in person) when someone else will be picking up your child. Please call the church office at 540-373-8050 if you child will be absent.

NO CELL PHONE ZONE

Falmouth Baptist Church Weekday Preschool is a “no cell phone zone.” As a courtesy to the staff, other preschool families, the children in class and for the safety of the children, we request that you refrain from using your cell phone while in the church.

VISITORS

In order to maintain a safe and secure environment for the children we request that all preschool visitors MUST check in at the front office with the church Secretary. The Secretary will notify the Preschool Director that there is a visitor and you will be escorted to the classroom. We require a picture ID be kept until your visit is complete.

WEATHER-RELATED CLOSING AND LATE OPENINGS

We will follow the Stafford County School Schedule for inclement weather closings. Announcements of area school closings are broadcast on local radio stations. When the Stafford County Schools have LATE OPENINGS due to inclement weather, we will have school from 10:00 AM – 12:00 PM. If Stafford is CLOSED due to inclement weather, then we are closed. We do not make up missed days.

HOLIDAY CLOSINGS

A list of holiday closings will be given each school year at orientation/enrollment.

All holidays/breaks are factored into the tuition. Thus, all holidays/breaks are taken into account in establishing consistent tuition pricing. If the church has a funeral or other service that needs to be held at the church during school hours, and ask that preschool cancel, these days will not be made up. There is no prorating for months with holidays, closed days or weather related closings.

WHAT TO WEAR TO SCHOOL

We recommend sending your children to school in clothes that allow them to play vigorously and do messy art work. We will provide art smocks, but your children will be more relaxed and learn more if they don’t have to worry about their clothes. Think of your child’s comfort, and provide simple sturdy clothing that is easy for the child to remove by him/herself. Overalls and one-piece suits are not permitted. Belts are discouraged. To eliminate the possibility of slipping, have your child wear soft, enclosed shoes, such as tennis shoes. *Flip-flops and snow boots are not permitted. Please send (in a zip-lock plastic bag) a complete change of clothes, including socks, which can remain at school and be used in case of an accident. Have these items labeled with your child’s name.

BIRTHDAYS/HOLIDAYS

Parents who wish to do so may send in a special snack/treat for holiday parties or birthdays. Please check with your child’s teacher to see if there are any food allergies in the class. If the class has a child with a food allergy, we require all food to be purchased at a store with the ingredients listed on the packaging. No homemade food will be permitted in that class.

Invitations: In consideration of the feelings of our young students, please do not send birthday or other invitations to school unless every classmate is invited. Due to space limitations, etc. we know that it may not be feasible to invite all of your child’s classmates. In that case, we ask that invitations be mailed to the home. Your sensitivity in this matter will help to avoid hurt feelings.

REGISTRATION FEE

This annual fee is non-refundable. Once paid, this fee guarantees a place for your child in our school unless enrollment is interrupted or lack of enrollment interest. This fee must accompany the Enrolment Application. Registration fees are used for enrollment processing. See below for the Enrollment Fee schedule due dates.

SNACK

A one-time snack fee is due with the first month’s tuition. This will cover the cost of snacks to all children. The snack fee is non-refundable. Please be sure to inform teachers of any food allergies your child has.

SUPPLIES

The first semester’s supply fee is also due with the first month’s tuition. The second semester’s fee is due on or before January 15. This will cover the cost of supplies and materials for all children during the school year. The supply fee is non-refundable. 1st semester (September – December), 2nd semester (January – May).

TUITION & FEES

Tuition payments are made monthly and are due by the first school day of each month. A child entering in the middle of the month may be charged ½ month until the first of the next month. A family who has more than one child enrolled at Falmouth Baptist Church Weekday Preschool will be given a $10.00 per month discount on tuition for each subsequent child enrolled. Make checks payable to Falmouth Baptist Church.

Tuition & fees are as follows:

Registration fee: (non-refundable)

If paid by February 28, 2017--$60 Paid after April 1, 2017--$80

Paid by April 1, 2017--$70 After August 1, 2017--$100

• Three’s Class (Tuesday & Thursday)

o Snack Fee $40.00 (non-refundable)

o Supply Fee $40.00 per semester (non-refundable)

o Tuition $130.00 (monthly)

• Four’s Class (Monday, Wednesday & Friday)

o Snack Fee $50.00 (non-refundable)

o Supply Fee $50.00 per semester (non-refundable)

o Tuition $155.00 (monthly)

** The second semester Supply Fee is due on or before January 15. There is a $10 per week late charge.

PAYMENT POLICY

The annual non-refundable application fee is due upon registration. The first semester’s supply fee, the snack fee and first month’s tuition are due at Orientation/Open House, or when your child begins preschool.

Tuition payment is due by the first school day of each month. Make checks payable to Falmouth Baptist Church. At enrollment/orientation you will be asked to read and sign a Payment Policy Agreement Form. Cash payments must be in a sealed envelope labeled with your child’s name and handed to a staff member. When paying with cash, please have exact payment. A receipt (for cash payment only) will be given to your child. Payment by check is preferred. We are unable to accept Credit Card payments at this time.

All tuition must be paid by the 7th of each month. Any account that is not paid by the 7th of each month will be charged a $10.00 per week late fee. You are considered late on the 8th. Tuition will be due, even if the child is absent or unable to attend for an extended period.

There is a $50.00 charge for returned checks. A returned check will not be re-deposited. After the second returned check, you are required to pay cash for all fees for the remainder of the school year.

All holidays/breaks are factored into the tuition. Thus, all holidays/breaks are taken into account in establishing consistent tuition pricing. There is no prorating for months with holidays, closed days or weather related closings.

Thirty days late-Attendance will no longer be permitted until tuition is paid in full for the past due amount and the current period. If tuition becomes thirty days delinquent your child may be excluded from the program.

Costs of collection – If we refer your account for collection, you will pay all our costs of collection, including (but not limited to) attorneys’ fees.

WITHDRAWAL

Parent/Guardian is to notify the Preschool Director in writing when a child is to be withdrawn from the program. A Withdrawal Notification form must be filled out and returned to the Director. Forms may be obtained from your child’s teacher or the Preschool Director. Parents are required to pay for tuition until the office receives this information. Children withdrawn before the 15th of the month will owe tuition for half of the month. Those withdrawn after the 15th will owe tuition for a full month. There will be no refunds for early withdrawals.

*CHANGES IN THE LIFE OF YOUR CHILD*

Please advise us of changes in the life of your child such as illness, death in the family, birth of a sibling, special trip, moving, separation, divorce, etc. All of these changes can have an affect on the behavior of your child.

CHANGE OF ADDRESS

When families move during the course of a school year, it is critical that they notify the preschool office of this change so the preschool can maintain necessary and appropriate contact with the family. If you move during the course of the year, please notify the preschool office in writing of such changes to your address, home phone number, work phone number and cell phone.

EXCLUSION

Each child will be given a two-week trial period to adjust to the new classroom environment, teachers, schedules, rules and regulations. At the end of this trial period, the director may ask you to withdraw your child if he/she is unable to comply with his/her new schedule, environment, teachers, rules and regulations.

|A child may be excluded from the program if the child’s inappropriate behaviors impact the learning environment. A partial list| |

|of unacceptable behaviors includes biting, tantrums, spitting, pushing, kicking, shouting, potty issues, inappropriate language | |

|or inappropriate physical contact. We do not want any child or teacher to be endangered or hurt. Disciplinary measures utilize| |

|the following: redirecting, sitting in time-out, notes, calls, and parent conferences. | |

Falmouth Preschool may initiate dismissal procedures in the following situations:

1. When parents are unwilling to complete all necessary paperwork for enrollment--including, but not limited to, health forms and payment policy agreement forms.

2. When tuition becomes thirty days delinquent.

3. When a child is not able to adapt to the school environment.

4. When a child's behavior threatens others.

5. When a parent refuses to cooperate with school guidelines or suggestions deemed necessary for the child's welfare.

Dismissal shall occur after a conference with the Director. Immediate dismissal could occur if necessary.

PHOTOGRAPHY

Photography now plays a significant role in the day-today activities within the preschool. With digital and video cameras now readily available it is much easier for us to take pictures of preschool activities and outings. This is usually done by preschool personnel or parents, but the local newspaper will occasionally take photographs as part of an article. These images may then be used in publicity material (online or print) or just kept for preschool records. Photos are taken of children in the classroom and events in order to document learning and activities. Photos may be posted on Facebook or bulletin boards at school. Sign below if you agree to allow us to use your child’s photos in these ways.

In order to comply with the Data Protection Act 1998 we must obtain written parental consent before we take photographs. A photo consent form will be included with orientation paperwork and needs to be signed.

Without your personal consent your child will not be able to have his or her photograph taken and so may miss out on an activity in which other children in the preschool are taking part. It may also impact other families as we would have to consider prohibiting cameras at preschool performances or events, which, in our view would be a great pity.

HEALTH

A Commonwealth Of Virginia School Entrance Health Form verifying a physical exam within 12 months prior to the beginning of school shall be required and shall be filed with the school before the child’s participation in class. The doctor’s health statement should indicate the child is healthy and up to date on immunizations.

Illness: A child who is not well enough to participate in the full range of activities including outside play, should not be sent to preschool that day. If your child will be absent from school, please notify your child’s teacher or call the church office and leave a message with the Secretary.

**If your child comes down with or has been exposed to a contagious disease, you are required to let us know immediately by calling the church office (373-8050) and speaking with the Preschool Director.

If your child has any physical or emotional problems, we need to know this at the time of enrollment.

If the child has been out of the U.S. for 5 consecutive months at anytime during the last 5 years, then he/she must have a negative TB test before being admitted or readmitted to the school.

Policy for the Exclusion of Infectious Children

Children with be excluded from attending FBCWP if they have any of the following symptoms indicating they are contagious:

*Fever: Auxiliary temperature over 99 degrees. Oral or tympanic temperature over 100 degrees. The child may not return until after the fever has been broken for at least 24 hours.

*Vomiting

*Diarrhea

Our policy is allowing 24 hours after a fever breaks, or the last episode of vomiting or diarrhea, before returning your child to school. Parents must comply.

*Persistent abdominal pain (Lasting more than 2 hours)

*Symptoms of severe illness such as lethargy (more than expected tiredness), if a child looks or acts differently, uncontrolled coughing, inexplicable irritability or crying, difficulty breathing, wheezing, pale, restless, lack of appetite and or/ refusal to eat, complaining of discomfort or other unusual signs (until medical evaluation determines the child can remain in care)

*Excessively runny nose: if nasal discharge is green or yellow in color rather than clear.

*Mouth sores with drooling

*Rash: Undiagnosed rash

*Conjunctivitis (Pink Eye)-Redness of eye with burning and thick purulent discharge. May return 24 hours after start of treatment.

*Head Lice or Nits: (child will be excluded until ALL nits are removed and hair is lice and nit free.)

*Scabies (Small raised reddened areas or blisters with connecting grayish white lines. Child will be excluded until under adequate treatment and no open lesions are observed.)

*Tuberculosis

*Impetigo (blisters covered with honey-colored crusts. Children will be excluded until at least 24 hours after start of medication)

*Strep throat, or other streptococcal infection

*Chickenpox (varicella zoster or shingles (herpes zoster) (child will be excluded until all lesions are dry and crusted, which will be approximately seven days after occurrence of first lesions.)

*Whooping cough (pertussis)

*Mumps

*Hepatitis A

*Measles

*Rubella

*Ringworm of Body (flat, spreading, ring-shaped sports. The child may return after treatment has begun and the lesions has started to shrink and is covered with bandages.)

*Unspecified respiratory tract illness; and

*Herpes simplex.

If the physician has prescribed an antibiotic, the child must have completed the first 24 hours of the antibiotic before returning to school.

**If you are contacted by the school to pick up your child who is ill, you must be here within fifteen minutes.**

MEDICATION

It is the policy of FBCWP not to administer prescription medication. We are however, trained in the administration of the EpiPen (Epinephrine Auto Injector) for an allergic reaction. Please see the Preschool Director for the necessary paperwork.

ACCIDENTS AND MINOR INJURIES

Minor bumps and scrapes are an everyday part of your child exploring and learning through experience. Minor injuries sustained at school are reported to parents on an “accident” report. A copy of the report is given to the parent and a copy is signed by the parent and retained in the child’s file. Parents are called immediately in the event of any serious or questionable injury.

DAILY HEALTH SCREENING

A daily health screening is a health observation of children designed to alert staff to the signs and symptoms of an illness by promptly identifying changes in a child’s pattern of behavior or physical appearance. The screening is done by a staff member who has obtained instruction in performing the daily health screening of children from a health care professional.

Hand washing is the most important means of interrupting the transmission of infection among staff and children. Children will be given hand sanitizer once they enter the classroom or asked to wash their hands if they have an open cut or sore on their hands. Staff and Children will wash their hands before eating and after toileting and anytime the hands have been in contact with any body secretions.

CONFERENCES

Parent-Teacher Conferences are offered for all children in the spring.

Please refrain from conversations with teachers at the door as they receive or dismiss children. If you would like to speak with a teacher, inform her that you will wait outside the door until all children have arrived or departed. The teacher will then be able to come out and speak briefly with you. Please feel free to schedule times after class or call the teacher if you have a concern.

BOOK CLUB

We strongly believe in the importance of reading and urge parents to read to their young children regularly. Offering books through Scholastic is one way to provide literature for children at a reasonable cost. However, we do not endorse every item offered through Scholastic. We urge you to carefully screen all book orders before making selections. Your child’s teacher will provide you with book order forms.

TOYS & TRINKETS

All toys, toy guns, swords, make-up, jewelry, candy, gum and money should be left at home. This helps avoid conflict and we do not have an appropriate place to store them. If your child is asked to bring something to school it will be in the monthly newsletter from your child’s teacher. These items should be labeled with your child’s name.

NEWSLETTERS

Newsletters for the next month will be distributed the last day of the current month. Please take the time to thoroughly read the newsletter and post it at home on your refrigerator so you are up to date on the happenings in your child’s class. If extra copies are needed for caregivers please let your child’s teacher know.

CONCERNS

Problems regarding teacher-student relationships shall be referred first to the teacher in question; if not satisfactorily resolved, such complaints shall then be referred directly to the Preschool Director.

GENERAL STAFF QUALIFICATIONS

Teachers of our Weekday Preschool are individuals who first and foremost love children and appreciate each child as a special and unique creation of God. Teachers will have a high school diploma. Our staff continues to grow professionally by participating in early childhood workshops, seminars, classes and more. In addition, our staff is certified annually by a practicing physician, to be free from any disability, which would prevent them from caring for children. Our staff has passed a Criminal Records check and a Child Abuse or Neglect Central Registry check. There is also a staff member present each day that is trained in First Aid, CPR and PMAT (emergency injection of epinephrine (EpiPen)-per doctor order). All staff members are able recognize the signs of child abuse and neglect.

PHYSICAL FACILITIES

The church facility offers convenient parking and easy accessibility to the Weekday Preschool classrooms. Each classroom used has an attached child-size bathroom. We will go outside, as long as weather permits, to the parking area on top of the hill. During bad weather we will do activities inside.

POSSESSION OF PUBLIC LIABILITY INSURANCE

The church is covered by public liability insurance, which provides coverage in the event that someone brings suit against the sponsoring religious institution for personal or bodily harm suffered during the operation of the center as a result of negligence. This type of insurance is not to be confused with accidental injury insurance, which provides medical benefits to the injured regardless of whether a suit is filed or the injury was a result of the preschool’s negligence.

COMPLIANCE WITH SECTION 63.1-248.3 RELATING TO REPORTING OF SUSPECTED CASES OF CHILD ABUSE AND NEGLECT Section 63.1-248.3 states that...”any teacher or other person employed in a public or private school, kindergarten, or nursery school, any person providing full or part-time child care for pay on a regularly planned basis, ... and any person associated with or employed by any private organization responsible for the care, custody or control of children who has reason to suspect that a child is an abused or neglected child, shall report the matter immediately, ... to the local department of the county or city wherein the child resides or wherein the abuse or neglect is believed to have occurred. Any person required to file a report who fails to do so within seventy-two hours of his first suspicion of child abuse or neglect shall be fined ... ”If abuse is suspected call Child Protective Services at 540-659-8720.

All staff members are able to recognize the signs of child abuse and neglect. All staff of FBCWP is required by Virginia State Law to report any sign of or suspicion of child abuse. It is the policy of Falmouth Baptist Preschool to support this law.

TRANSPORTATION OF CHILDREN

Falmouth Baptist Preschool does not transport children. We encourage parents to check insurance, driving records, car registrations, car inspections, and having a valid driver’s license of those transporting their children. Also, make sure child restraints are used each time your child rides in a car.

CHANGES IN REGULATIONS

Changes in regulations may be made when action becomes necessary for the betterment of the school. There will be thirty days notice, where possible, of effective dates or any necessary changes during the school year.

FIRE SAFETY

Fire drills will be practiced and documented monthly. We will begin in September to have school-wide FIRE DRILLS that will continue each month throughout the year. These drills are primarily to acquaint the children with safety procedures and to help our staff practice appropriate evacuation of children from the building. October will be the month when all classes have units on FIRE SAFETY.

EMERGENCY RESPONSE PLAN

Falmouth Baptist Preschool has stored water, pre-packaged food items, general first aid supplies, and battery operated radios in case of emergencies. In case the staff and children need to be evacuated by the local EMS we will be relocated to Ferry Farm Baptist Church. They have a preschool there and have welcomed us should the need arise. Directions to this location are below.

In the event of a fire, students and staff will evacuate the premises immediately and gather on the playground.
