Cllr A Worrall reminded the meeting that the landowner is usually asked to clear paths in the first instance. Frances Brierley & Alison Gilbertson detailed the improvements they were planning for Simmondley Green, including removing concrete flags, post, planter bases (the plastic planters would be removed and could be passed on to any of the local schools if required), replace bench and tree, repaint the phone box and replace the post box with something more ‘vintage’. 97/17COUNCIL MINUTESMinutes of the Meeting held on 21st June 2017 were approved as an accurate record and duly signed by the Chairman.98/17 &99/17ITEMS IN EXCLUSIONNone 100/17 CHAIRMAN’S ANNOUNCEMENTSWelcome to all.A letter of thanks was NOTED as being received from Church of the Immaculate Conception following the donation from the Parish Council towards the Well Dressing. Several ‘coping’ stones had been stolen from the Town Wells Well Dressing site, by the school, and had been reported to the Police.ACTION: CLERKA request for a donation had been received from Simmondley residents for improvements to the Green. It was noted that Parish Council funds had to be used for the benefit of the Parish and that Simmondley Green was outside of the Parish boundaries. It was AGREED that the Clerk would clarify as the Council do currently provide a Christmas tree and lighting for the Green. ACTION: CLERK The Chairman, Cllr Mason had met with the owners of Hargate Hill regarding access through the estate, in particular on a non-designated path which had previously been allowed/encouraged but permission had recently been withdrawn, his report of the results was summarised as follows:There had been issues with Young People & vandalism (lights smashed) using the route through from Gamesley – Simmondley. Safeguarding students of Kirklees College, as the area at Hargate is completely open, so preventing public access here has been necessary. Cyclists and runners using the area had caused problems with horses being spooked with some learner riders having fallen. The owners were keen to upgrade Footpath numbers 4 & 5, with the potential to upgrade Path 4 (Green Banks to St Margaret’s) to being buggy/wheelchair friendly, along with support from the Peak & Northern Footpath Society. The owners confirmed that they did not have a problem with the odd school child making their way through, although with the improvements to Paths 4 & 5 they might find those routes better. School visits to the small animals should be arranged in advance.Cllr S Worrall’s resignation from the Parish Council was NOTED and would take effect 31/8/17. Thanks were expressed for Cllr S Worrall’s service.101/17HIGHWAYS AND FOOTPATHSPath between Lee Vale Drive & Church Fold – was pending. It was NOTED that Footpath numbers 70 & 73 as reported above, were also an issue. Cllr A Worrall reminded the meeting that in the first instance the landowner should be contacted to clear the path.ACTION: CLERK 102/17GARDENING AND MAINTENANCEThe laurel bush growing out of the wall of the Pinfold - Jake (Evergreen) had been requested to remove it – pending. It was AGREED that this should take high priority.ACTION: CLERKIt was AGREED to write a letter of thanks to Bill Deakin for re-painting the phone & post boxes in Charlesworth.ACTION: CLERK 103/17CLERKS REPORTa) Dry stone walling repairs – (Village Green) – Sally Hodgson would repair the bowing wall at the lower end week beginning 24th July (or sooner if possible). ACTION: CLERKb) Common Land area between rear of Charlesworth School & Pinfold used for parking (tarmac surface condition) – update: Paul Doncaster (Derbyshire CC) had liaised with Highways who do not recall carrying out any work on this land. He has now passed the matter on to the Corporate Landlord section for consideration. Following discussion it was AGREED that Cllr Wharmby would speak to D.C.C. in the first instance and then liaise with Cllr Swindells with a view to taking up the offer from Top Chapel to patch the holes with loose chippings/rubble from their work on their car park, if there is no suitable response to Cllr Wharmby’s enquries and/or while we await D.C.C. response/action.(The original position of D.C.C. was that the cost ?11k would need to be shared between D.C.C./School/P.C. as, they said, it was not clear whose responsibility resurfacing work was on this area of common land, they had suggested a meeting/consultation between interested parties to discuss although the Parish Council continued to remind D.C.C. that they had undertaken the re-surfacing in the past.ACTION: CLERK/CLLR A WORRALL/CLLR WHARMBY (HPBC)c) Memorial Bench plaque –plaque has been placed on the memorial bench.d) Village Green Drainage – QCS Civil Engineering had completed the contracted work, but recommended a further ‘sump’ drain to the lower section of the field, the work is likely to be in the region of ?3k + VAT, with a more detailed quote to follow. It was AGREED to hold any further works to see how the newly laid drainage performs.e) War Memorial – addition of missing names – Clerk reported there had been no progress - it was NOTED that there were now only 2 names to be added & that it was planned for these to be added in time for Nov 2018.ACTION: CLERKf) Risk Assessment/Business Continuity Plan – Clerk reported B.C.P. pending, Cllr Mason to support.ACTION: CLERK/CLLR MASONg) Electric box on Simmondley Green – Cllr Wharmby reported that it had been damaged by the mower and that Sally Curley (HPBC) had agreed to the repair of the brick housing and door.h) Responses to the letter to residents of Long Lane re parking on grass verges were NOTED it was AGREED to monitor the situation.i) Grouse Public House – in a recent letter from a surveyor for the owners Council was asked if the building was considered an asset to the community, it was AGREED that there had been no expression of interest, Clerk to respond.ACTION: CLERK104/17COUNCILLOR'S ITEMSVillage Green Entrance – Cllr S Worrall reported that the construction had to be removed for the Carnival as it prevented vehicular access to the lower field. There seemed to have been changes to the original plan/drawing initially agreed by the Council. It was AGREED that Cllr S Worrall and Cllr Cooper would liaise to resolve the issue on Cllr Cooper’s return. ACTION: CLLRS COOPER/S WORRALSimmondly proposed play area – Cllr Gill – reported that he had meet with 2 suppliers ‘Sovereign’ and ‘Outdoor Gym Company’ and discussed outdoor gym equipment (due to issues with water, drainage and nearby path – a children’s play area was not suitable) costs in the region of ?10 – 17k application/s for funding would need to be researched. Residents Cllr Gill had spoken to had been given good feedback on the plan. DCC, as landowners, were in favour subject to discussion with Management, they would also liaise with Health & Well Being. ACTION: CLLR GILLCenotaph Lighting – there was no update due to Cllr Haken’s absence. It was NOTED that Cath Siddall at the W.I. needed a copy of the quote for the lighting. Clerk to forward to Cath.ACTION: CLLR HAKEN/CLERKSign re Crossing point at Village Green – Cllr S Worrall reported that the outstanding work to the crossing was a ‘Children Crossing’ sign at either side. Cllr Wharmby AGREED to follow the matter up. ACTION: CLLR WHARMBY Charlesworth Post Office – There was no update due to Cllr Cooper’s absence.ACTION: CLLR COOPERLog/contact details for local farmers (straying livestock) – Cllr Robinson had not yet managed to make contact with Reg Driver to follow up on some form of notice on field gates.ACTION: CLLR ROBINSONHargate Hill – (28 day rule Marquee) – Cllr Gill reported the Marquee had been in place in excess of the 28 days allowed, HPBC were aware and would be taking the appropriate action.Tree growing out of wall in recreation ground – Cllr Winfield reported a tree growing out of the lower wall at the Marple Rd pavement end also that there is overgrowth on the Marple Rd pavement from the park and the house next door. It was AGREED that Cllr Winfield would discuss with the homeowner regarding overgrowth from the house, Clerk to arrange cutting back of the recreation ground. ACTION: CLLR WINFIELD/ CLERK Village Parking – Cllr Winfield reported horrendous parking, cars are being parked on the road displaying ‘For Sale’ signs, reducing the available parking, which could disadvantage the few shops in Charlesworth. It was AGREED that the Clerk would write to A.W.B.N.B. ‘An offence is committed if two or more motor vehicles for sale are left on a road within 500m of each other by a person acting for the purpose of a business of selling motor vehicles.
