June 24, 2019Hello - my name is Miner Blackford, Director of the Otero Junior College Law Enforcement Training Academy (OJC-LETA). I want to introduce you to a peace officer training academy that takes pride in every graduate and presents a complete training package suitable for service in any agency. OJC-LETA graduates have successful peace officer careers because of their commitment to quality training and serving with kindness, respect and absolute honesty.OJC-LETA offers two one semester, 40 semester hour, 15 week academy classes per year. The first academy runs mid-January into the first week of May (Spring Academy) and the second academy starts the middle of August and into the first week of December (Fall Academy). Academy applications, with all supporting documentation attached, will be accepted until either the student class limit has been reached or 12 noon, on the first Monday of the academy starting months of January or August. Incomplete applications or completed applications lacking all the required supporting documents cannot be accepted until complete. This application is also a student manual explaining the rules and requiring you to sign an agreement stating you have answered all questions truthfully and agree to follow the rules plus an easy-to-use step-by-step registration guide. Print the whole application and mail or email to me all 42 pages. Attach the required documentation; copies of your valid driver’s license (any state), high school proof of completion (diploma, transcript or GED), ACCUPLACER English test report showing a recommended minimum 236 English score (English minimum score of 70 if using the classic ACCUPLACER) and, if a veteran, your military discharge documentation showing any character of discharge other than dishonorable. Agencies may waive the ACCUPLACER requirement if their sponsored students are hired employees before the academy starts.The attached LETA Application is a Word document that you can manually fill in after printing or use your computer to fill in the blanks, as long as you maintain the original blank size and then print. Your first task as a peace officer will be writing reports and documenting events so your agency can see if you can write, then they will decide whether to keep you on or let you go. If you cannot write clear and readable descriptions, your employment as a peace officer will be terminated – period. The academy cannot elevate a person with unacceptable reading and writing skills up to a peace officer required reading and writing level in a fifteen-week academy. That is why OJC has the minimum ACCUPLACER English score of 236 to reasonably predict you are able to write well enough to serve as a peace officer. Agencies may waive the ACCUPLACER testing if their sponsored student is a paid employee and the agency states the ACCUPLACER English testing is not necessary. Your ACCUPLACER English score will indicate your ability to write reports and perform the large amounts of paperwork that you as an entry-level peace officers will be required to do. OJC runs all costs through your student account, except your pre-academy necessary student purchases that are estimated at $500 and included in this cost estimate. Follow the Otero Junior College (OJC) Student Registration, PART 1, Steps 1 - 6 to register as an OJC student and PART 2, steps 10-16 to register in the Law Enforcement Training Academy (LEA) classes. All steps must be completed and signed-off before submitting your application. Complete this memorandum of understanding – student manual and application by carefully reading and then initialing your understanding and agreement to comply in the blank next to each statement and by filling in all requested information blanks.Initial each step when you have completed the step._____Step 1: The online Free Application for Federal Student Aid (FAFSA) must be submitted before registering in Otero Junior College – including veterans with financial benefits and sponsored students. It is your responsibility to see that you have the necessary writing skills to succeed as a peace officer and the ACCUPLACER English test helps you make that determination. Minimum English ACCUPLACER scores are Next Generation ACCUPLACER English minimum score of 236, or Classic ACCUPLACER English minimum score of 70. Students may not know exactly how stressful a career in law enforcement is and the academy gives them the opportunity to experience that stress in a safe environment. Colorado POST has a basic peace officer training curriculum that each prospective peace officer must successfully complete before they can take the POST certification exam and may serve as a peace officer only after successfully passing the POST certification exam.Academies are required to include the POST minimum curriculum in their training schedule to comply with Colorado POST certification training requirements and must comply 100% with the hours and subjects in the submitted training schedule to insure each graduate receives a strong and uniform basic training in police fundamentals. This is the Otero Junior College Law Enforcement Training Academy (OJC-LETA), one of twenty-six academies recognized by the Colorado Peace Officer Standards and Training (POST). All recognized academies in Colorado submit their individual training academy class schedules to POST for academy certification sixty days before the specific academy class is scheduled to begin. POST examines the schedule and if found sufficient, awards Colorado POST Certification for that specific academy class limited to the specific start and ending dates listed on the schedule. Academy cadets or students are required to attend and successfully complete all hours and sessions on the schedule submitted to POST for the specific academy they are attending. Each OJC-LETA academy class is a “package” of 40 semester hours meaning when you sign up for the academy, you are committed to all the classes on the POST approved academy schedule to become certified as a peace officer. OJC-LETA skill and SFST classes are open to standing law enforcement and OJC-LETA does not allow outside people to specifically take Firearms training to qualify for a concealed weapon permit. OJC CPR/First Aid classes are open to public registration with the academy director’s approval based on space availability and instructor to student ratios.Arrest Control, Driving and Firearms require 100% attendance or the student fails the course and the student must successfully retake the course at a later date.OJC does not allow any absences from some short duration (1 or 2 day) academic classes, however POST allows a limited number of absences in longer duration academic LEA classes, limited to a total of 24 hours and providing the student follows their academy’s absence policy.Students should avoid missing any training, however the academy provides a written and enforced “make-up” policy to complete the students’ POST training requirement, providing all academy absence rules are followed.OJC-LETA’S ABSENCE AND MAKE-UP POLICY:UNEXCUSED ABSENCEAny absence where the student violates any part of the OJC-LETA Absence and Make-Up policy is an unexcused absence.An unexcused absence will cause the loss of that week’s Attendance Grade Points.Any second and subsequent unexcused absences within the same Sunday through Saturday week will cause the loss of one letter grade for each absenceAbsences allowed for “academic” classes only, no skill training (Arrest Control, Driving or Firearms) absences are allowed, and total absences hours are limited to 24 total hours. Absence beyond the 24-hour maximum is considered an unexcused absence24 Total absence hours are allowed and any absence beyond the 24-hour maximum will be an unexcused absence causing the student to lose their attendance points for the week and two unexcused within the same week will cause the loss of one letter grade. NOTE: POST requires students to maintain a 70% overall academic percentage to successfully complete the academy and sit for the POST exam.IMMEDIATE NOTIFICATION“Immediate notification” for a pre-approved absence is to verbally, in a direct conversation, notify the director and the instructor , if required by the director, at the earliest opportunity after becoming aware of the needed absence, e.g., jury duty, unavoidable personal or family medical procedures or a significant immediate family traumatic event.“Immediate Notification” for emergency absences is a personal or phone conversation with the director and the instructor if required by the director, prior to any missed class time, requesting and receiving permission for an unforeseeable absence, e.g., personal or immediate family illness, traffic accident or weather related driving conditionA Request for Excused Absence form (available inside the classroom student sign-in book) must be completed and submitted in advance for pre-approved (future) absences and within 24 hour of the student’s return to class after emergency absences.Make-up work: A written, typed essay with a complete 200 word paragraph addressing the subjects presented during each missed hour and attached to an email delivered to the director’s computer miner.blackford@ojc.edu within twenty-four (24) hours of the student’s return to class. Academy lLEA 102 Basic L.E Academy llLEA 105 Basic LawLEA 109 Culture and Conflict ResolutionsLEA 110 Career ManagementLEA 111 Defensive WeaponsHWE 103 Community first Aid and CPRare academy “academic” courses that permit up to a total of 24 hours training absence and any absence beyond the 24-hour maximum will cause the student to lose 5% of my overall academic grade points for every hour absent above the 24 maximum. 24B I understand it is necessary for me to complete and submit a ”Law Academy Student Request for an Excused Absence” form (Tabbed in the back of the sign-in book) before a “known” or anticipated absence (jury duty, subpoena to testify or unavoidable medical appointment) and within 24 hour of my return to class after an emergency absence (illness, weather or family emergency). 24C I understand Colorado POST Certification Test questions are created from the STANDARD COMPETENCIES & STUDENT LEARNING OUTCOMES in each coursesyllabus which are identical to the course “Specific Performance Outcomes” in the current POST manual. 24D I understand POST does not publish the POST Certification test questions and this academy does not have access to the POST test questions. 24E I further understand the OJC Law Academy test questions are not the same as POST test questions. OJC Law Academy test questions are based on the syllabus learning outcomes, reading assignments, practical exercises, lecture and general basic law enforcement knowledge presented in this academy, 24F I understand OJC Law Academy test questions relate to the material covered on the POST test and are used to document student learning and serve as a “guide” to learning the information required to successfully pass the POST test. Students are strongly advised to make sure they learn the subject of the test question and never attempt to “short-cut” their career by simply memorizing the answer to a question found on an academy test. 24G I understand all outside POST study guides must be submitted to the director for approval before use and will be shared with a members of the academy class. All study guides used by any member of the class will be shared with the entire academy. 24HI understand it is the student’s responsibility to set appropriate daily out-of-class study hours to successfully complete the reading and writing assignments and document the required “cite” research.I further understand nothing is accepted late in law enforcement, nothing is accepted “late” in this academy and all “late” work receives a zero grade. 25A I understand that I will be required to research, find, document and explain a “cite” to prove and learn the subject of the academy Take Home test questions. Students may use the Colorado Revised Statute website, reading materials, internet resources and lecture information to document the issues presented in the Take Home test question. This training insures students become proficient in finding, documenting, learning and using statutes and other information resources while serving as peace officers. 25B I understand students are encouraged to work together in “study groups” when they “cite” the take home test and network with each other by actually looking up, reading and discussing the cites as a group. Officers work together on the street in much the same manner. However, students cannot work together on the sit down examination and the sit down is not an “open book” test. Students who sit in on study groups without participating beyond getting cites from other students will be encouraged by the active participants to increase their input as a model of working together in an agency. If that doesn’t work, the reluctant student will end up working alone. 25C I understand students are required to successfully complete each course and maintain a minimum 70% overall academic average and any average below 70% is an academy failure. I understand that I must participate in and successfully complete all scheduled academy courses to qualify for an academy completion certificate. That is a POST rule in addition to an OJC rule and students who fail to successfully complete one or more – any of the academy classes will not earn a certificate. 25D I understand scheduled tests or quizzes missed during absences receive a score of “0”. 25E I understand tests may be taken in advance of the scheduled testing date and time are graded at full 100% possible points if all “pre-approval” absence conditions and notifications have been met. 25F I understand there are no “retests” for any reason and all tests are averaged into the overall academic point average. 25GI understand students lose one letter grade for each instance of unexcused absence. 25H I understand students also lose one full week of attendance points forany practice of habitual tardiness,failure to prepare for class or failure to participateinsubordination, includingfailure to wear the academy uniform, orfailing to appear for class in a clean and presentable uniform, orfailure to shave before class, orusing tobacco during training sessions or in the classroom, orfor an unauthorized use of a cell phone or other personal communication device during training. 26A I understand specific POST Test Guides have been banned from campus by the OJC Administration. Students possessing any “non OJC issued” POST Test Study Guides or any other outside study guide or information will submit the guides or information immediately to the director and, if found valid, copies will be made by the director and disbursed to every academy student. This is not a “good ol’ boy” academy where some students have access to training material and others do not. Valid test questions found on “guides” will be incorporated into the academy’s test bank if they are not duplicate questions. Invalid cheat sheets will be returned to the student with a caution against their use. Students found using any form of outside information without making the material immediately available to the rest of the class through the director will automatically lose an academy grade which equals ten (10) overall academic grade percentage points. 26B I understand that I must participate in and successfully complete all scheduled academy courses to qualify for an academy completion certificate. That is a POST rule in addition to an OJC rule and students who fail to successfully pass one or more, any of the academy classes, will not receive a certificate until those classes are successfully completed. 26C I understand LEA 101 Basic Academy I, LEA 102 Basic Academy II and LEA 105 Basic Law are termed “academic” courses that are letter graded by overall academic percentage points. 26D I understand there is a 70% minimum possible passing score to complete the academy and receive a completion certificate. The academic grade breakdown is as follows:A = 100~90 overall academic percentage points, B =89~80 overall academic percentage points, C =79~70 overall academic percentage points, Failure = <70 overall academic percentage points. 26E I understand LEA 106 Arrest Control, LEA 107 Law Enforcement Driving, andLEA 108 Law Enforcement Firearms are termed “skill” courses that are Pass or Fail graded courses with no letter grades assigned. No LEA 106, LEA 107 or LEA 108 class absences are allowed because of the Colorado POST 100% skill course hour attendance requirement and any absence will cause the student to fail the course. Student transcripts will show an “S’ for satisfactorily completing the course or a “U” for unsatisfactory performance. 26F I understand the LEA 109 Culture and Conflict Resolution, LEA 110 Career Management, LEA 111 Law Enforcement Defensive Weapons and HWE 103 Community First Aid are Special Topic Pass or Fail graded courses with no letter grades assigned. No class absences are allowed because there are short term intensive courses and any absence will cause the student to fail the course. Student transcripts will show an “S’ for satisfactorily completing to course or a “U” for unsatisfactory performance. 27A I understand law enforcement training is “perishable” which means long time periods without application causes people to forget essential information and lose the muscle memory needed for peace officer skills:I understand certifying an individual whose skills are unsatisfactory is a liability for the individual, everyone involved in their training plus their agency and the public.OJC Law Academy requires students to complete training from the first day of their initial academy through successfully completing all academy courses within three consecutive OJC academies (two years) and all courses must be successfully completed within two (2) attempts. Students cannot fail a course twice and register for a third attempt. Third attempt students must apply and be accepted into a whole new academy and successfully complete the new academy.If a student does not complete the academy within three consecutive semesters, they must apply to a new academy and no prior training can be used to challenge courses in the new academStudents failing to pass the academy and applying to start a new academy will follow the established academy entrance requirements observed at the time of the reapplication, and apply themselves through the complete new academy from day 1 through graduation. 27B I understand I must successfully complete 100% of the academy hours, which considers excused absences successful completion, and pass all academy courses to receive a completion certificate. 27C I understand applicants must be 21 years of age to enroll in the academy. People interested in becoming a peace officer who have not had their 21st birthday, are encouraged to enroll in the Law Enforcement associate degree required classes and then the Mesa University Bachelor of Criminal Justice online program. When they have had their 21st birthday, they may enroll in the academy. 27D I understand Colorado POST requires basic peace officer academy graduates to pass the Colorado POST Peace Officer Examination before the graduate can become employed or serve as a Colorado Certified Peace Officer. 27E I understand OJC prepares students for the Colorado POST Peace Officer Examination and encourages each student to learn the material necessary to become a peace officer but OJC cannot guarantee a student’s performance on the test or guarantee employment. 27F I understand Colorado POST requires basic peace officer academy graduates to pass the Colorado POST Peace Officer Examination within two (2) years of the end date stated on the academy successful completion certificate. 27 G I understand Colorado POST allows three attempts to earn a 70% or higher passing grade on the POST Test and a person failing three POST Tests must enroll in a completely new academy and successfully complete that academy to retake the POST Test. The $150 fee for the first POST Test is part of your OJC student fees and paid to POST before you take the test, so all you need to bring to that first test is your driver’s license to prove who you are and be well rested and prepared for the test. If you need to retake the POST test, contact POST to make arrangements for that test by calling Colorado POST 720-508-6725. Be sure you have your Colorado Driver’s license in your possession and a $150 money order when you appear for the second POST Test. 28A I understand OJC does not allow cell phones in the room when the POST Test is being administered. Cell phones are to be left in student cars or secured in the breakroom student lockers but never taken into the testing area 28B I understand the basic academy completion certificate becomes void for Colorado Peace Officer Certification if the applicant has not passed the POST test within two (2) years or upon the third POST Test failure, whichever happens first. However, the certificate and associated semester hours continue to be valid for educational purposes. 28CI understand OJC will not allow outside or non OJC Academy training to substitute (challenge) any classes or hours of training in this academy unless a last minute physically debilitating emergency qualifies for a director’s policy review and waiver. 28D I understand that many agencies will not hire anyone with an alcohol driving conviction and few agencies will consider applicants with drug convictions and no agency can hire someone involved in withholding truthful knowledge – lying during an investigation. 28E I understand persons with “dated” alcohol or minor drug charges or convictions may apply to this academy as long as the student understands such history may cause future “resume” issues, testimony or employment problems. 28F I understand that acceptance into this academy does not mean that I am hired to be employed as a peace officer and that academy completion or state (Colorado POST) peace officer certification does not guarantee my employment as a peace officer. 28G I understand that acceptance into this academy is not a guarantee of employment. I understand that I must personally apply to a public law enforcement agency, successfully complete their employment application and background process and become formally hired to serve as a Colorado peace officer. 28H I understand only those persons fully authorized to serve as a peace officer by Colorado POST can function as a peace officer in Colorado. 28I further understand peace officer impersonation is a felony which would preclude me from ever becoming a Colorado POST Certified Peace Officer. 28J I authorize and give my permission for the OJC Law Enforcement Training Academy staff to verify my employment, civil and criminal background prior to admission. I further grant permission for the OJC Law Academy to inquire and discuss my law enforcement career suitability with references and any contacts gained from reference conversations. 28K I authorize the Otero Junior College Law Enforcement Academy Director, Miner Blackford, and give him my permission to discuss and express professional opinions concerning my suitability as a peace officer and to also to discuss my OJC Law Academy performance, grades and contact information specifically and limited to current and prospective employers, academy instructors, academy advisory board members, Colorado POST staff, OJC academic staff and OJC administrators. 29A I authorize the academy director to release my name and contact information to any law enforcement prospective employment agency seeking OJC Law Enforcement Training Academy students or graduates for employment. 29B I authorize the academy director or any prospective employer to contact my classmates and former academy classmates to express their personal opinion of my commitment to working as a team member and peace officer suitability. The only exception for the “clean shaven” rule is a well-trimmed mustache that does not extend beyond the corners of the mouth, meaning no beards or goatees. The director may waive the arm tattoo cover-up requirement if heat causes problems but otherwise violations cost the student a week’s attendance points. 31C I understand ear rings and other body piercing implements are not acceptable during training sessions and I will remove such items before entering class or lose my week’s attendance points. 31D I understand all cell phones and personal electronic communication devices must be stored in student lockers or turned off during training and accessible only during breaks and free periods, unless specifically directed by the lead instructor during and only for that specific single class period – no other. 31E I understand students using cell phones in the classroom during class without instructor permission will lose their weekly attendance points for each incident, which includes students who excuse themselves to stand outside or go into the bathroom to use their cell phone during class time. 31F I understand students are encouraged to carry cell phones during off-campus skill training to make calls in the case of an emergency but not for personal calls. 32A I further understand “family emergencies” may exist where I need to be contacted and I will discuss such a situation with the director and the instructor. If the director and the instructor agree the situation merits cell phone contact during training hours, I will give my cell phone to the instructor or the director and they will monitor incoming messages and act according to the message received. 32B I understand that tobacco products are not to be used at any time during academy training, in the classroom or in the area of academy training – period – and students lose their total weekly attendance, writing and test points for each incident of tobacco use or possession of a “spit-cup” in the classroom or training area regardless if training sessions are being held or not. I further understand tobacco products are only allowed during “break” periods and any “chew” will be removed and placed in a proper trash can (never spit out tobacco on the ground or in a sink or drinking fountain) before entering the classroom or training area to resume training. 32C I understand snacks, gum, candy or food are allowed only duringbreaks and must be removed from view during training, either in lockers or classroom storage cabinets or student lockers. 32D I understand students wear the academy owned duty gear during all classes except physical training and students will wear the academy provided protective vests while operating a track car during Driving training. 32E I understand students have a specific uniform for each training session. I further understand the normal daily academic classroom uniform is an academy polo shirt (a long sleeved light grey tee shirt under the polo, or “shooter’s sleeve” to cover any arm tattoos during class) with Navy or Black colored BDU trousers and well-polished black duty boots. Plain gray polo shirts or plain gray tee shirts are acceptable substitutes for the academy shirt during “laundry days” but no jeans or other trousers are allowed. 32F I further understand academy Henley shirts are to be worn during Arrest Control with the belt looped short pants and clean tennis shoes. Students are asked to enter the mat room through the inside door, not the outside emergency exit door and make sure they stand on the Sani-mat before entering to insure their shoes do not bring any contaminants into the mat room. 32G I understand the uniform for Law Enforcement Driving is the Henley uniform shirt and BDU pants or shorts if the weather is warm. Driving requires a hat with a visor for sun protection and warm or cold weather outer garments as needed. 32H Firearms training requires wearing the BDU uniform pant to kneel on gravel with either the academy Henley plus appropriate ear, eye, sun and weather protection. 32I Wellness physical training requires the academy uniform Henley with your choice of gym shorts and gym shoes. 32J I understand OJC Law Academy students intend on becoming peace officers and are required to behave in a professional manner while attending the academy. Academy students therefore agree to obey all OJC student and academy rules, policies and students will not subject themselves to any criminal charges during the academy. I understand that also means students must obey all rules through the last day of the academy and violations will be subject to administrative expulsion. 33A I understand that all students have a professional responsibility to intervene if they witness any academy rule violation or student conflict and give the participants the opportunity to inform the director or if they do not inform the director themselves, the witness will notify the director. “I will not intentionally violate any OJC or academy rule and will not tolerate anyone who does.” 33B I understand that OJC Law Academy admission or withdrawal applies only to the OJC Law Enforcement Training Academy and does not prevent student from enrolling in other Otero Junior College courses. 33C I understand alcohol is not allowed on campus even though academy students are of legal age to consume alcohol. I also understand academy students are required to abstain from the use of alcohol during their time in the academy to the extent they become “under the influence”, as defined by Colorado Revised Statute. 33D I understand that my suitability for a career serving as a peace officer would be adversely affected by and I will lose one full academy academic grade and up to 10 academic grade points for any violation of the following OJC Law Enforcement Academy Student Manual prohibitions:sexual harassment, unwelcome sexual conversation or any behavior that could be perceived as sexual harassment,any profanity, vulgarity or racial, disability, sexual or social slur – including any such act presented or represented as “a joke” or stated with “I was only joking, can’t you take a joke”.any act of verbal or physical bullying, harassment, disrespectful treatment, or any verbal or physical assault against another person,any criminal charge, arrest, summons or notification of “long form” filing.any retribution toward a student who has intervened on behalf of a victim of academy policy violations or any disrespectful treatment,claiming first person or eye witness knowledge of a policy violation that did not happen,failing to complete test “cites” to the best of my ability or attempting any form of test cheating or “short-cutting”,intentional or reckless misuse of any training equipment, facility or supplies. 33E I understand I must report housing situations/problems or they cannot be addressed and cured. I will immediately inform the academy director of the situation and also report housing issues to the OJC Housing Director (719-384-6847). 33G prior to the first day of class and updated in writing to the director when changes occur. 33H I understand I must have the ability to write rapidly in an easily readable, accurate and well organized manner to become a successful peace officer. SHIRTS:Gray polo academy shirts and Henleys are the daily uniform shirts and supplied by the Academy during Orientation or when order is filled. The gray polo will be the academic classroom uniform shirt and the “Henley”, a collarless short sleeved three button shirt is the skills training and physical workout uniform shirt. Uniform shirts must be worn each day unless a substitute “laundry day” plain gray polo is worn. Wall-Mart or most any Target or discount box store has a plain gray polo or tee shirt at a reasonable price. The “substitute” gray polo is to be worn the first day to Orientation and on those days when your academy shirt is in the laundry. Academy shirt orders take approximately 30 days and normally arrive by Orientation or during the first week of training, so plan to wear the substitute gray polo the first day and until an academy issued shirt is available.PANTS:Black or navy blue colored (no tan or camouflage BDU’s allowed) BDU pants are the required daily academy uniform pant. Students may wear either a black or navy colored BDU, but they must be a “bloused” tucked-in BDU with black tactical/combat type duty boots. Firearms training requires full length BDU pants because of constant kneeling on rocky soil. Students wear a training short pant with belt loops during Arrest Control. Driving training class normally requires BDU pants but short pants with belt loops are acceptable during hot weather. Students will also need at least one pair of “gym” type shorts for P/T, your choice of color.FOOTWEAR: The daily academy uniform footwear is a duty grade black shine able tactical/combat type duty boot for academic classes, firearms and driving; tennis shoes are required for physical training and arrest control. Students will enter the mat room through the inside academy door, not the street door and “sanitize” their mat shoes each time they enter the mat room and will minimize wearing mat shoes off of the mat.OUTER WEAR: Southeastern Colorado’s high desert weather varies tremendously and students must dress in layers prepared for 75 degree or higher sunny days followed by evenings that go below freezing or cloudy 45 degree days with evenings below freezing and 80 degree days the following day.BADGES: Students are not allowed to wear badges while they are registered in the academy except; during the times they are on duty working as a peace officer for a law enforcement agency and only when they are within the geographical area of their employing agency.WEAPONS: Students are not allowed to possess weapons while they are registered in the academy except during academy firearms training or during the times they are on duty working as a hired and paid peace officer for an established law enforcement agency.Please do not use any weapon outside of academy training while you are attending this academy. There are huge liability issues for the academy and for your agency if a student has any firearms related accidents while they are registered in the training academy, so please don’t do any outside shooting while in the academy – period.GRADUATION AND CLASS PICTURE CLOTHING: The academy requires the same dress for the academy pictures and the graduation ceremony. Khakis (tan) colored dress trousers, black belt and duty shoes, long sleeve white dress shirt or blouse and a plain black long forehand tie for men. Male students remember to be clean shaven and female students will wear their hair up and gathered into a short style.SKILL TRAINING CLOTHING:The first day of all skills training classes are “safety” training days and you will wear your academy polo shirt the first day and your “skill uniform” thereafter. Skill classes (Driving, Firearms, Arrest Control) dress is more relaxed to allow a student to move, however you are required to stay in uniform by wearing an academy Henley. Otherwise, dress appropriately for the class and the weather.Arrest Control, Driving and Firearms classes and physical training classes wear the academy Henley shirt. Arrest Control requires a short pant with belt loops to hold your duty gear in place. BDU pants rip during arrest control training so we use short pants with belt loops and those pants may replace BDU pants during Driving if the weather is hot. Firearms’ training requires BDU pants because you are continually kneeling on gravel. You need “tennis” or wrestling type mat shoes for arrest control, no street shoes or boots on the mats. The arrest control shoes will be stored in the OJC Auxiliary Gym locker area during the academy.Driving and Firearms can be hot or freezing cold or both, depending on the day and the time of year so either BDU or short pants depending on the weather.Wear plain gray tee shirts for OC and TASER with normal BDUs and duty boots.IF YOU ARE LIVING ON CAMPUS: Bring bath towels, washcloths, pillows, blankets,twin size sheets and household items such as study lamps, a lounge/study chair, microwave, coffee pot, coffee cups, laundry detergent and cleaning supplies. (No house cleaning or house cleaner “maid” services are provided by the college – you will keep your own room clean) Your room will have a study desk, a chair and a twin bed. Prior students recommend that you bring a comfortable “study/lounge chair or couch” and the academy will furnish toilet paper, cleaning supplies and a vacuum cleaner.HEARING, EYE and HEAD PROTECTION:Eye protection is required for all Firearms training and clear or yellow lenses are recommended for night shooting.You can use any standard type of hearing protection, either electronic or a combination of plugs and “mickey-mouse” or “headphone” style protectors. If you don’t how to type or operate a laptop, take a training class and learn those skills before you come to the academy or you will fall behind and have a difficult time trying to catch up.CLASSROOM EQUIPMENT A good book bag or range bag or a back pack with a sleeve that will hold a 17” laptop sleeve; pens, mechanical pencils, notebook paper, letter sized notepads, a padlock and a coffee cup. A full instructor will be on site during scheduled class times and when students are present.McBride 139 Classroom The Safety Plan is designed to promote training safety and limit personal injury.The Safety Plan will be flexible to accommodate contingencies of various magnitudes.Reporting EmergenciesLead instructors are responsible for insuring emergencies are reported and to insure that all emergencies are addressed immediately and safely. Assistant instructors and students will report emergencies to the lead instructor as the emergency is discovered and until it is assured the situation has been addressed and remedied. If any person discovers a medical related situation that requires emergency medical assistance, contact the La Junta Emergency Medical Service Ambulance by calling 911, either by using the cell phone carried by all instructors, a student cell phone or from any OJC phone. OJC phones will access an off campus line by dialing “9”. Seeking permission is not needed to use any OJC telephone during an emergency. Never assume someone else has made the emergency 911 call. Make the call yourself because people often assume someone called 911 when the call was not actually made.Fire alarm boxes are located at all exit doors on East School and all OJC campus buildings. Promptly exit any of those facilities upon first realization that a fire exists and either trip the fire alarm box as you exit or promptly call 911 on a cell phone or the nearest line phone. There are other alarm boxes within those buildings and you need to familiarize yourself with their locations.All training will cease until the cause of any emergency is identified and the site secured, 1st aid administered and the instructor is able to give further instruction.Firearms: Student weapons will be holstered immediately and wait for instructions from the instructor or range supervisor.Driving:Vehicles will stop in place.Arrest Control: Students will disengage completely and stand down.Academic: Students will remain quietly in their seats or if the situation dictates, evacuate the building according to the prescribed evacuation plans posted at each exit.Students must immediately report any incident to the nearest college instructor, faculty, staff or administrator.Students do not need permission to use any office phone for emergency situations.Definitions of an Emergency:Minor emergency – Any incident, potential or actual, which will not seriously affect the overall function of the academy or the college.Major emergency – Any incident, potential or actual, which affects the entire academy and which will adversely disrupt the overall operations of the academy the college and outside emergency services are required.Disaster – Any event or occurrence that has seriously impaired or halted the operations of the college. This agency responds to all activities of a criminal or emergency nature.OJC security guards are deployed evenings and weekends. OJC-LETA is responsible for the safety of all persons, either directly or indirectly involved with an OJC activity, to include totally uninvolved persons who happen to be in the approximate area and could be negatively affected by academy activities.Only currently contracted OJC-LETA instructors, currently enrolled Law Enforcement Training Academy students and academy director approved and pre-scheduled guest speakers, are permitted to be in or near the area of academy training. It is the instructor’s responsibility to inform anyone entering the training area who are not an OJC-LETA contracted instructor, a currently registered LEA student or a pre-scheduled guest speaker entering the training area, to leave immediately and meet with the academy director.OJC-LETA training is focused on student teamwork and safety is compromised when the class loses momentum and students become distracted.Students will appear for training in proper academy uniform and prepared for training 15 minutes before morning classes begin and be in their seats and ready at the end of each break, lunch or dinner period.
