The Department of Human Services (DHS) Audit Services staff conducted an on-site, unannounced review of the Summer Food Service Program ( S F S P ) at Shelby County School System, Application Agreement number 00069, on August 28, 2017. W e reviewed the Sponsor's records of reimbursements and expenditures for June 2017. The Sponsor w a s approved for 508 feeding sites of which 393 were in operation during our unannounced visits in June 2017. T h e purpose of this review was to determine if the Sponsor complied with Title 7 of the Code of Federal Regulations ( C F R ) applicable parts, application agreement, and applicable Federal and State regulations.

Background

Meals served by participating sponsoring organizations must meet the minimum guidelines set by the United States Department of Agriculture (USDA) and the T e n n e s s e e Department of Human Services ( D H S ) to be eligible for reimbursement. S F S P sponsors utilize meal count sheets to record the number of meals served at feeding sites for breakfast, lunch, supper, and supplements (snacks). Second meals are offered once all eligible children have been served first meals. T h e S F S P sponsor will report the number of meals served through the D H S Tennessee Information Payment System ( T I P S ) to seek reimbursement. W e inspected meal counts sheets for each site for our test period and reconciled the meals claimed to the meals reported as served for each meal service.
