It does so by providing services and advice to governments and migrants.IOM is committed to the principle that humane and orderly migration benefits migrants and society.Under the overall of the IOM Skopje Head of Office and direct supervision of the Project Coordinator, the successful candidate will act as a Grants Manager for youth-led initiatives in nine different communities throughout the country.Core Functions / Responsibilities:The main task foreseen by this consultancy are:Review the narrative, technical and budgetary components of all applications and reports and ensure they capture all aspects required to fulfil the goals and objectives of the project. Develop or review existing grants registration system for filing and tracking all grant-related information (both hardcopy and electronic documents). Oversee that all steps of the grant activity cycle are scrupulously observed, especially that the hardcopy and electronic documents for all grants are properly filed and in order; retrieve data in a systematic fashion, and ensure appropriate institutional memory.Provide notes/grant updates on a weekly basis and be responsible for uploading data, supporting documentation, and all other requested grant-related information in the database. Provide regular support to the project’s Community Liaison Points in facilitation of Community Dialogues and in supporting youth groups’ development and implementation of community initiatives and projects. Support the capacity building of the project’s Community Liaison Points in project development, project management, project cycle or related topics, and lead trainings as needed. Represent IOM Skopje at Community Dialogues and events related to the implementation of youth-led community initiatives. In coordination with the Project Coordinator, strengthen and implement the monitoring and reporting of youth-led community initiatives activity for donors and the administration. Be proactive in identifying bottlenecks and problems in grant implementation procedures and suggest changes in procedures to the Project Coordinator for consideration.Produce reports as requested by the Project Coordinator, donors, or others, in a rapid fashion. If requested by the Project Coordinator, liaise with donors or other partners to inform about project progress. Perform other duties as may be assigned.Tangible and measurable outputs of the work assignment:The implementation of the tasks set will lead to the following outputs: Application forms and all other accompanying documents which comprise the grants methodology, fully organized and archived.Dialogue reports per community.A final report.Performance indicators for evaluation of results:Realistic delivery dates and details as to how the work must be delivered. The detailed workplan and delivery dates will be directly confirmed with the consultant upon the outset of the consultancy. The consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered. Satisfactory completion of all tasks indicated in this ToR. Quality of produced documents. Successfully implemented youth-led initiatives within the deadline.Required Qualifications and Experience:EducationAdvanced university degree in social sciences, economics, business management, international relations or other related field.ExperienceAt least three years of professional experience in operational activities in grant schemes.Experience working on high profile projects in culturally challenging environments. Good understanding of issues young persons in specific community are facing and experience in working with them.Experience in preparation of written reports in an accurate and concise manner, and public presentation skills.Ability to work with people of different nationalities, religions and cultural backgrounds.Gender awareness sensitivity and ability to integrate a gender perspective into tasks and abilities.Good organizational, time management and facilitation skills.Proficiency in computer applications, such as MS Office.TechnicalTechnical background relevant to the scope of work.Strong analytical skills, including a thorough understanding of how to interpret customer business needs and translate them into application/ operational requirements.Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts. Ability to work independently, as well as a part of a team.LanguagesExcellent knowledge of Macedonian and/or English languages. Knowledge of Albanian language is an absolute advantage.
