Overall responsibility for corporate operations with no direct day-to-day participation in directing, organizing, or executing transmission system operations, reliability functions, or wholesale merchant functions.

VP Contracts and Regulatory Affairs

Overall responsibility for coordinating contract negotiations, including insuring that proper personnel are assigned to negotiating team, negotiations proceed on timely basis, and all issues are addressed.

Monitors contract compliance and regulatory compliance.

Serves as corporate contact person for all corporate regulatory matters.

The Power Supply area is responsible for maintaining an adequate power supply to meet the distribution member load requirements. The employees in this area direct, organize, and execute wholesale merchant functions and do not participate in directing, organizing, or executing transmission system operations or reliability functions.

 

 

VP Power Supply

Directs, organizes, and executes wholesale merchant function.

Overall responsibility for maintaining an adequate power supply to meet the distribution member load requirements.

Plans, develops, and implements the Corporation's power supply strategy.

Identifies and evaluates new wholesale power business opportunities.

 

 

Market Resource Analyst

Responsibility for maintaining an adequate power supply to meet the distribution member load requirements.

Plans and develops the Corporation's power supply strategy.

Identifies and evaluates new wholesale power business opportunities.

Assesses competition in order to be aware of issues that affect the Corporation's efforts.

Monitors and evaluates industry marketing trends.

Economic Analyst

The System Operations area is responsible for directing, organizing, and executing transmission system operations and reliability functions. The employees in this area do not direct, organize, and execute wholesale merchant functions.

 

 

VP System Operations

Overall responsibility for directing the activities of the engineering, energy control, and transmission departments.

Responsible for the planning, designing, construction, and maintenance of the electric transmission system.

Overall responsibility for administrative functions associated with staffing, training, and equipping the Engineering, Transmission and Substation Operations, Energy Control, and Real Estate areas.

Manager Engineering and Operations

Manage the activities of the engineering and energy control departments.

Overall responsibility for transmission system operations (Energy Control), transmission services, system reliability, control area operations, administration of transmission tariff, service agreements and contracts, and conducting of system impact and facility studies.

Reports to the Vice President of System Operations.

Superintendent of Transmission

Responsible for the supervision, training, and direction of activities of the energy transmission and substation functions.

Overall responsibility for maintaining an optimized maintenance program that covers transmission lines, substation equipment, protective relays, meter equipment, department transportation and construction equipment, and rights-of-way to sustain reliable system operation.

Responsible for establishing and maintaining a capability for the construction of transmission lines and substations, and installation of protective relaying and metering equipment.

Reports to the Vice President of System Operations.

Supervisor Energy Control

Supervises the activities of the System Supervisors.

Responsible for transmission system reliability, providing transmission services to customers, control area and ECAR coordination, coordination of transmission system maintenance outages, and checkout of all paperwork, records, logs, etc.

Reports to the Manager Engineering and Operations.

System Supervisor

Responsible for monitoring of tie lines, remote operation of substation and transmission line equipment, scheduling interchange in, out, and through control areas, and inadvertent interchange accounting.

Orders re-dispatch of generation resources as required to maintain transmission system integrity. Calculates and posts, to the OASIS, available transmission capacity (ATC).

Responsible for receiving, approving, denying, and posting requests for transmission service.

Coordinates system status with other control areas, ECAR, and system security coordinators, including reliability data.

Ensures that ancillary services are provided and arranged for as required.

Reports to the Supervisor Energy Control

Senior Planning Engineer

Responsible for ATC calculation and OASIS support. Prepares system impact studies and general transmission system planning studies.

Reports to the Manager Engineering and Operations.

Transmission Services Coordinator

Maintains accurate and complete transmission service records throughout the month for all customers.

On an after-the-fact basis, reconciles and substantiates firm contract sales, peaking power and other firm purchases and transmission service transactions.

Generates a final invoice for billing off-system firm contract wholesale customers.

Generates a final invoice for billing transmission service to all customers.

This employee does not direct, organize, execute, or have communications regarding wholesale merchant functions.

Communications, Drafting, Substation and Transmission Line Design

The employees in this area do not direct, organize, or execute wholesale merchant functions. The general responsibilities of these employees follows:

Design, construct, and maintain the electric transmission system.

Maintain all corporate communication systems (microwave system and telephone system).

Update and create new drawings for all corporate facilities (substation, transmission line, communications, building, etc.)

System Operations Technician

Responsible for E-tag approval and energy schedule entries.

This employee does not direct, organize, execute, or have communications regarding wholesale merchant functions.

Superintendent of Transmission

Responsible for the supervision and direction of field personnel responsible for the maintenance of substation equipment (transformers, circuit breakers, etc.).

This maintenance work is performed by eight (8) Substation Technicians and one (1) laborer.

These employees (Supervisor, Substation Technicians, and Laborer) do not direct, organize, execute, or have communications regarding wholesale merchant functions.

Line/Warehouse Supervisor

Responsible for the supervision and direction of personnel responsible for right-of-way maintenance, transmission line construction and maintenance, and transmission/substation inventory and equipment.

The right-of-way maintenance (tree trimming, clearing, etc.) is performed by two (2) R-O-W maintenance employees.

The transmission line construction and maintenance is performed by six (6) linemen.

The inventory and equipment control is performed by one (1) storekeeper.

One laborer is available to support this area.

These employees (Supervisor, R-O-W, linemen, and Laborer) do not direct, organize, execute, or have communications regarding wholesale merchant functions.

Substation Operations Supervisor

Responsible for the supervision and direction of field personnel responsible for testing and maintaining meters, communication equipment, and other substation equipment.

This maintenance work is performed by two (2) Metering Technicians, three (3) Communication Technicians, two (2) Substation Technicians, and one (1) Substation Utility.

These employees (Supervisor, Communication and Substation Technicians, and Utility) do not direct, organize, execute, or have communications regarding wholesale merchant functions.

Field Test Engineer

Responsible for the field testing of transformers, circuit breakers, and other substation equipment.

This employee does not direct, organize, execute, or have communications regarding wholesale merchant functions.

Mechanic

Responsible for maintaining and servicing company vehicles.

This employee does not direct, organize, execute, or have communications regarding wholesale merchant functions.

VP Finance and Administration

Overall responsibility for the management of financial, accounting, purchasing, human resource, and information system activities.

Responsible for reporting necessary information to such parties as is required by covenants of loan documents or the corporate workout plan.

Maintains a program of cost control and financial internal control.

No direct day-to-day participation in directing, organizing, or executing transmission system operations, reliability functions, or wholesale merchant functions.

Accounting

The Accounting employees do not participate in the directing, organizing, or executing transmission system operations, reliability functions, or wholesale merchant functions. The departmental responsibilities are as follows:

Responsible for coordinating the plant, payroll, budget, income tax, property tax, sales tax, debt, purchasing cash management, disbursements, billings, accounts receivable, general and subsidiary ledger, statistical report and financial statement activities of the corporation.

Performs cash management and inventory control activities.

Maintains the corporate systems of accounting and financial controls.

Human Resources and Corporate Services

The Human Resources and Corporate Services employees do not participate in the directing, organizing, or executing transmission system operations, reliability functions, or wholesale merchant functions. The departmental responsibilities are as follows:

Responsible for labor relations, including labor agreement negotiations and contract administration.

Responsible for employee relations including employment, compensation, and employee benefits administration.

Management of vehicle fleet.

Management of office building and grounds maintenance and janitorial services.

Information Systems

The Information Systems employees do not participate in the directing, organizing, or executing transmission system operations, reliability functions, or wholesale merchant functions. However, the employees do provide technical support to both the transmission system operations/reliability function and the wholesale merchant function. The departmental responsibilities are as follows:

Responsible for the direction, control, and coordination of all computer related activities for the Energy Control, Engineering, Commercial Systems, and wholesale merchant function.

Act as the direct liaison between the Corporation and the member cooperatives and outside firms regarding Information System activities.

Evaluation of computer equipment and vendor support services for the purpose of improving price and performance.

Provide OASIS and ATC software and computer hardware support.
