|Eileen Withey possesses 6 years of experience in all facets of Instructional Systems Design (ISD), development, and delivery. She joined|

|Human Technology (HT) in January of 1999 and is responsible for developing technical and nontechnical training materials using all types |

|of instructional methods and media. |

| |

|Prior to joining HT, Ms. Withey worked for SkyTel Communications, Inc., in Washington, DC, as a Senior Instructional Designer. While at |

|SkyTel Communications, Ms. Withey was responsible for developing creative training solutions to support the development of a nationwide |

|direct and reseller sales force. |

|Recent Relevant Experience | |

|Currently designing and developing a web-based training course and resource center to help Federal Deposit Insurance Corporation (FDIC) |

|supervisors complete their performance management responsibilities. The web-based course places learners in a supervisory role in a |

|virtual office to practice completing tasks and making decisions. These technology-based materials serve as a prerequisite to an |

|instructor-led skills workshop. This blended technology curriculum also incorporates pre- and post-assessments to evaluate and certify |

|the learners’ knowledge and skill acquisition. |

| |

|Managed and served as the lead designer for the design of an online Corporate Learning Center for Fusion Sales Partners, a medical |

|equipment sales company, by: |

|Designing and implementing a process for conducting a performance analysis for the sales representatives. |

|Recommending a blended technology strategy to support the sales force’s learning needs based on performance analysis data. |

|Designing a web-based Resource Center as the first phase in the development of the Learning Center. |

| |

|Designed and storyboarded a computer-based training course to instruct case workers nationwide on the elements of new processes and |

|services provided by the Department of Health and Human Services (HHS). This interactive multimedia CD-ROM training is designed to help |

|case workers capture, organize, and disseminate information across organizations and political boundaries resulting in quicker, better |

|informed decisions. |

| |

|Developed a 30-hour instructor-led course titled, Instructional Systems Design for Technology-Based Training and facilitated the course |

|several times for HHS’s Office of Child Support Enforcement. The materials emphasized the practical application of ISD principles to the|

|design and development of technology-based training products. The materials included instructor guides, participant guides, job aids, |

|and visual aids. |

|Managed and developed a job-specific training module for Business Development Managers of Randstad North America and delivered the |

|train-the-trainer session. Developing the materials required coordination among different business sectors with competing priorities. |

|Developed a complex set of materials that included information needed all of the time by some employees and only just in time by others. |

|These tools consist of instructor-led materials, self-study guides, and job aids. |

| |

|Conducted two focus groups and compiled the data for the Department of Housing and Urban Development’s Office of Public and Indian |

|Housing in support of a management development initiative. The data collected formed the basis of recommendations for developing |

|practical organizational/leadership solutions. |

| |

|Managed and developed curricula for two Census 2000 operations for the U.S. Census Bureau. Each curriculum included a series of |

|procedural manuals, self-study guides, job aids, verbatim instructor script training guides, and student workbooks. |

| |

|Developed and maintained SkyTel’s 10-day intensive instructor-led new hire training class held monthly in Jackson, MS, which resulted in |

|the training of over 200 direct sales reps yearly. Taught the technical product and system sessions of the course as well as application |

|selling of the products. |

| |

|Developed job aids and product briefs for publication on SkyTel’s web page for use across the organization and by the customer base. |

|These documents captured, organized, and disseminated product information and technical updates to the employees and customers, resulting|

|in increased customer satisfaction. |
