This includes the establishment, the management and the monitoring of standards, processes, communications, training and management systems to ensure all responsibilities associated with health and safety within Torbay Council are adhered to.To support the development of strategies, policies and plans relating to corporate health and safety that enable improvement as well as maintaining existing high standards through both the organisations leadership as well as its employees and therefore ensuring Torbay Council complies with statutory requirements. To embed a positive health and safety culture and effecting positive behavioural change across all levels of the authority.Anticipated Outcomes of PostTo achieve a safe working environment by embedding a positive health and safety culture and effecting positive behavioural change across all levels of the authority.That Torbay Council’s Health and Safety Policy is effectively implemented across the organisation and in doing so meeting the necessary statutory obligations placed on the authority in terms of health and safety.List Key Duties and accountabilities of the post.Be the Lead Officer on Corporate Health and Safety matters for Torbay Council and provide advice and support to the Senior Leadership Team (SLT) and at all levels of the organisation including elected members. Prepare, implement, publish and update as necessary the Council’s corporate health and safety policies and procedures in conjunction with the Corporate Health and Safety Working Group and SLT with a view to continually improving Council performance in these areasTo chair an effective Health and Safety Working Group.Prepare and submit reports to Corporate Health and Safety Groups and Senior Leadership Team as appropriate, including a quarterly report on health and safety performance and an annual Corporate Health and Safety Report covering the service as a whole.Keep up to date with all aspects of relevant health, safety and welfare at work legislation and communicate relevant changes to the authority as required.To drive the integration of safety management systems and provide for a positive safety culture, whilst at the same time promoting and ensuring line management ownership and accountability.Advise on safety and health implications of new projects, premises, systems of work or substances.Forge effective relationships with the Human Resources team to ensure an appropriately focussed induction and ongoing health and safety training for Council staff at all levels including relevant training packages through the iLearn systemParticipate in the Authority’s Wellbeing Working Group and be fully aware and engaged in developing the links between the Wellbeing Working Group and the Health and Safety Working Group.Ensure that all accidents and incidents are documented, investigated, and recommended improvements implemented.Ensure that safety inspections are carried out, and that safety inspections, risk assessments and lone working procedures are managed and that employees are aware of their responsibilities.Working with the ‘Competent Person for Fire Safety’, Monitor the validity of the Fire Risk Assessments and Fire Arrangements applicable to Torbay Council Assets, using the Electronic Health and Safety Management SystemEstablish a full programme of documented health and safety inspections, audits and monitoring for the corporate estate.Liaise with HSE and ensure that any specific requirements and notices in relation to health and safety are properly acted upon, this may include liaising with suppliers, i.e. solicitors, insurers, etc.Ensure that the Electronic Health and Safety Management System is effectively managed and utilised across the authority and is used to inform working practices, to view risk assessments, training records and to manage the outcome of investigations into accidents and near misses.Oversee the implementation of the annual corporate health and safety training programme for the authority. To help deliver appropriate face to face Corporate Safety training whether accredited qualifications or in House solutions. Working with the broader Food and Safety Team, develop training opportunities where a source of income can be generated such as offering health and safety courses to commercial businesses.Monitor and report on the effectiveness of the Council’s health and safety policies and procedures through comprehensive audits of Council activities as they relate to health and safety; through the investigation of accidents and other incidents and through the review of accidents and trends. Partnership working with other Public Sector Corporate Health and safety teams/officers.Internal: The role will require working closely with line managers and employees at all levels within the organisation, including elected members.
