General Summary:

The Housing Navigator works closely with prospective property owners or managers to promote permanent housing opportunities for households that are experiencing homelessness and those that are at-risk of homelessness. The Housing Navigator will conduct outreach and provide educational information regarding subsidies, security deposit assistance, support the property owner/manager from a single point of contact, cost savings via tenant turnover.

ESSENTIAL DUTIES AND TASKS:

• Become active in the landlord community in each county to identify housing opportunities for households experiencing homelessness and those at-risk of becoming homeless with barriers and be knowledgeable about and attendance at landlord associations, real-estate industry, and networking events.

• Coordinate with the local housing authorities, housing and homeless service providers and Coordinated Entry Specialist

• Maintain an in-depth knowledge of the various forms of subsidies provided by local housing authorities, rapid re-housing, and prevention projects as well as associated eligibility criteria, policies, and procedures

• Educate households in their search for housing such as identifying housing, filling out rental applications, interpreting leases and understanding tenant right and responsibilities

• Teach and model landlord relationship building and communication

• Adhere to Fair Market Guidelines, DEHCR, and the Department of Housing and Urban Development and ensure units meet rent reasonableness

• Serve as the primary point of contact for landlords concerns and complaints, acting as a liaison to connect landlords, tenants and the housing case managers for those in Newcap housing programs

• Create and/or maintain a database of landlords and properties and the relevant selection criteria they utilize. Communicate updates to relevant staff and community partners.

• Prepare case-related reports including outcomes, successes, and challenges

• Responsible for duties related to the follow-up of clients that are seeking housing; including tracking them in HMIS and providing case notes

• Be updated on all Newcap programs and other service agency programs to more efficiently help clients

• Maintain a non-judgmental attitude and display of unconditional positive regard when working with person experiencing poverty/homelessness

WORKING CONDITIONS:

This work is generally performed in an office environment. Much of the work will take place in the field across the county. Some overnight is required.

EFFORT:

Long periods of time working at a computer terminal. Use of keyboard may be stressful to hand or wrists. Must be able to see, hear, and speak. Frequent handling and fingering, reading, working with information, standing, walking. Occasional lifting up to 25 pounds, reaching, climbing, stooping. Minimal evening and weekend are required.

MACHINES, TOOLS, EQUIPMENT

Computer, cell phone, printer, photocopy machine, fax machine, calculator, shredder, telephone, van or car.

MINIMUM QUALIFICATIONS:

• Must be proficient in the following computer applications—Microsoft Word, Excel and Outlook;

• Knowledge of housing resources, subsidy programs, and the Continuum of Care

• 3 years of real estate or property management, preferred

• Bachelor’s Degree in Business Administration, Human Services or comparable combination of education/work related experience required.

• Knowledge of HUD, HMIS, housing, or vulnerable population preferred.

• Experience working with homeless individuals and families is desired.

• Additional duties as assigned.

ABILITIES REQUIRED

• Ability to read, write using proper grammar/punctuation, and communicate effectively

• Knowledge familiarity of Harm Reduction and Housing First models of service delivery

• Ability to network and build relationships; locate and develop housing contacts

• Passion for ending homelessness

• Ability to have a “whatever it takes” attitude when working with challenging households

• Knowledge of housing search skills including housing location, filling out housing applications, and the lease-up process

• Knowledge of Harm Reduction and Housing First models of service delivery

• Ability to network and build relationships; locate and develop housing contacts

• Possess organizational, planning and analytical skills

• Computer skills

• Experience with word processing, spreadsheets, and public speaking.

• Ability to perform tasks with minimal supervision or over-site.

• Ability to identify, communicate and assist in responding to the need in the county.

SPECIAL REQUIREMENTS

• Must possess a valid driver’s license.

• Must pass a criminal background check.

• Must pass physical exam as it pertains to the job description.

• Must be able to maintain the confidentiality of any information encountered.
