MISSOULA RAVALLI TRANSPORTATION

MANAGEMENT ASSOCIATION (MRTMA)

For the Period January 1, 2016 – March 31, 2016

This material comprises the report prepared for the Montana Department of Transportation (MDT) by the Missoula Ravalli Transportation Management Association (MRTMA) for the contract period ending June 30, 2016.

(Note: The format for this periodic report is designed to correlate with the Year 2013 - 2014 Scope of Work. After listing each portion of the scope of work in italics, the activity conducted during this reporting period is delineated.)

The Board of Directors met October 26, 2015 and December 18, 2015. Copies of the minutes of the meeting are enclosed as Appendix document 1.

2015 - 2016 SCOPE OF WORK AND PROGRAM ACTIVITIES

The 2015 - 2016 Scope of Work and Program Activities is structured in four parts:

I. Continuation of existing programs and projects.

II. Increased public education and transportation advocacy.

III. Services to senior citizens and adults with disabilities.

IV. Special events transportation coordination.

I. Continuation of Existing Programs and Projects:

VANPOOL ACTIVITIES

There are currently 151 people utilizing the vanpool from 79 worksites. In October there were 3,049 trips saved and 84,393 miles not traveled. In November, there were 2,682 trips saved and 74,733 miles not traveled. In December there were 3,029 trips saved and 70,124 miles not traveled. For the period , the vans accumulated 81,630 miles. There were 11.26 tons of vehicle emissions not emitted.

Guaranteed Ride Home

There were no rides provided during the period.

Program Benefits Summary

Statistics since inception of the vanpool programs show a total of 576,229 vehicle trips saved; 27,551,790 miles NOT traveled and 1,083.67 tons of reduction in vehicle emissions.

LAKE COUNTY

The Executive Director continues to assist the Confederated Salish and Kootenai Tribes, Lake County Council on Aging, Polson Senior Center and Community Transportation Association of American with the service evaluation study.

The Executive Director has been invited to join the Lake County Community Management Team. The group is made up of representatives from Job Service, CSKT, Public Assistance, First Interstate Bank and Schools.

The Executive Director assisted Lake County COA with the drafting MOUs concerning Title VI, MDT reporting and compliance items. and documentation of indirect costs.

MINERAL COUNTY

The Executive Director submitted the Mineral County Pioneer Council FY2017 MDT grant application.

The Executive Director worked with other Board members to facilitate the possibility of the Sheriff's office of providing confiscated vehicles with for use or disposal with funds going for match for vehicle purchases through MDT.

The Executive Director continues to assist with MDT reporting and compliance items.

RAVALLI COUNTY

The Executive Director has begun working with the Valley Veterans Service Center to begin a transportation program to assist veterans needing to get to the clinic in Missoula, Ft. Harrison. Discussion were also held about opening the service up to family members, as well as, trips for purposes other than medical.

SANDERS COUNTY

Sanders County COA purchased the minivan they were utilizing while their bus was repaired. Those funds were deposited to the MRTMA sinking fund for future vehicle acquisition. Executive Director has been assisting the Sanders County COA Executive Director with Budget concerns, MDT grant application, job descriptions and vehicle leases. The Transportation Coordination passed away unexpectedly leaving many items needing to be completed by March 1st incomplete.

SEELEY LAKE

The Executive Director continues communicating with the Seeley Lake Community Foundation regarding a transportation program for Seeley Lake. MDT has indicated they will not allow any 5311 funds to be expended in Seeley Lake, except for vanpools, until Seeley Lake secures a lift-equipped vehicle. Staff is working on a project which is hoped to dispel the concern if a community transportation program is started it will adversely affect the local grocery store and clinic.

MISCELLANEOUS

The Executive Director continues to review reports generated by consultants working for the National Cooperative Highway Research Project 20-65 Panel.

The Executive Director attended the F-22 & F24 Transit Cooperative Research Project Panel meeting at the National Academies of Science in Irvine, CA. The project will result in a central location for on-line transit training.

II. Increased Public Education and Transportation Advocacy:

MR TMA staff would maintain and increase their involvement in transportation policy development throughout the four-county area, and serve as a resource to MDT on a statewide basis.

2. In addition to the above, the following outlines the public education and transportation activities conducted in conjunction with the Montana Transit Association.

MTA Membership:

The Montana Transit Association (MTA) membership is currently as follows: 58 Regular members (voting); 24 Sustaining members; 1 Friend of Transit members, for a total of 83 members.

The Executive Director sent membership solicitations to all of the entities applying to the Public Service Commission for authority under the new Montana Intrastate Certification program.

The Executive Director sent 2016 Dues invoices to all current members.

EVENTS:

2014 Spring Conference:

The Executive Director continues to organize the 2016 Spring Conference to be held in Helena at the Great Northern Hotel, April 25-27. The conference presentations will cover Transit Asset Management Plans, Reasonable Suspicion/Post Accident determinations, Safety Management Systems, Involving customers in Planning for managers. PASS, BraunAbility Lift Troubleshooting and Q'Straint wheelchair securement training for drivers. MTA members will also be holding their semi-annual business meeting on Wednesday. Staff has secured sponsorships and planned the Monday night networking event, which will be a Murder Mystery Party.

State Bus Roadeo:

The Bus Roadeo is scheduled to be held in Butte, September 17th. Staff has secured the Butte Civic Center to stage the Roadeo.

Fall Business Meeting:

The Fall Business Meeting is scheduled to be held in Butte, September 16th. Staff has secured the Comfort Inna and Suites as the host hotel. Staff has contracted with Pintlar Catering for the events.

Develop contacts with other associations and agencies, which would assist with broadening awareness of, and support for public transportation.

The Executive Director continues working with the Independent Living Community in addressing TransADE funding allocations..

The Executive Director continues to build working relationships with the regional State Job Service offices, hospitals, taxi companies and dialysis clinics in order to facilitate better coordinated transportation services for individuals seeking employment or medical care. Staff met with Marcus Daly Hospital and St. Luke's during the period.

The Executive Director continues to work with CTAA, APTA, SURTC, NTI, VA and Easter Seals Project Action to facilitate additional training opportunities for members.

Provide financial management of revenues and expenditures under this grant application, including development of matching fund sources. This work entails grant preparation, billing to MDT, payment of invoices, billing/tracking membership dues, and related financial management support.

The Executive Director continues working in conjunction with the Association’s Treasurer to prepare the financial reports. All revenues and expenses are tracked on a monthly basis.

Pursue other grant funding and match monies.

The Executive Director continues to monitor grant opportunities for the association and individual members.

Develop and address legislative issues pertaining to transit.

The Executive Director submitted comments on the NPRM on the Safety Management and Transit Asset Management plans.

The Executive Director has been working with the Independent Living Centers on the TransADE legislation funds allocation issues.

The Executive Director worked with a coalition of MTA members to address the Montana Department of Transportation wanting to prohibit advertising on bus stops through ARM 18.6.202-245.

The Executive Director provided testimony at the Public Hearing on April 1st.

Such other duties as determined by mutual agreement between MTA and MDT.

The Executive Director made arrangements for a 2-day PASS Training and a 1-day PASS Re-certification training in Pablo. There were 14 signed up for the 2-day class and 7 signed up for the re-certification class.

Provide technical assistance to MTA members as authorized by the MTA Board.

The Executive Director assisted various members with the following requests:
