Attendance

The state expects students to be in attendance 92% of the scheduled school time. If a student falls below 80% attendance a START Team intervention may be scheduled.

339.010 School attendance required; age limits. Except as provided in ORS 339.030, all children between the ages of 7 and 18 years who have not completed the 12th grade are required to attend regularly a public full-time school of the school district in which the child resides.

339.020 Duty to send children to school. Except as provided in ORS 339.030, every person having control of any child between the ages of 7 and 18 years who has not completed the 12th grade is required to send such child to and maintain such child in regular attendance at a public full-time school during the entire school term.

• All absences are considered unaccounted for until a note or phone call is received. Parents may call 842-3717 twenty-four hours a day and leave a message on the answering machine. Please include the student name, date of absence(s) and the reason for the absence.

A district approved reason is needed for excusing any absence, including but not limited to the following: All other reasons may be accounted for but not necessarily excused.

*Personal illness of the student

*Injury or death in the family

*Medical appointment with written verification by a medical professional

*Pre-arranged absences as approved by a school official

*School-sponsored activities

*Suspension

Students may leave school during the day for appointments. They must bring a note to the attendance office to be excused. Students must sign out at the attendance office when leaving and sign in when returning.

Work missed during an absence must be made up within two days for every day missed. The student is responsible for making arrangements to get make-up work.

Parents may request homework for extended absences of more than two days by contacting the attendance office at 842-3717. Further homework may be requested upon completion of previously requested work. Requests received in the attendance office before 9:00 a.m. will be available that day after 3:45 p.m. Homework requests received after 9:00 a.m. will be available the following day after school.

To attend a school activity or participate in an athletic event, a student MUST attend school ALL day on the day of the scheduled activity or have approval from the administration. Guidelines of Extra-curricular Activity Code of Conduct should be followed. These are found at the end of the handbook section in this planner.

Students need to take care of office business during lunch, before or after school.

Tardies

Mac’s “Sweep Policy” works to ensure that any student in the halls when classes begin will be escorted promptly to class by an adult.

After our 10-minute “tardy sweep” time, report to the Attendance Office for a tardy slip and then report to class.

Tardies will be recorded and consequences may follow.

Grades

* Grading System: All classes will be graded A, B, C, D, F, X (no credit), I (incomplete). All incomplete grades need to be made up within two weeks after the end of a quarter. Citizenship grades will be given in all classes and are determined by such things as the student's attitude, cooperation, punctuality, application, self-discipline and courtesy. Citizenship grades are represented by corresponding numbers as follows:

4=Exemplary 3=Superior 2= Average 1=Needs Improvement 0=Needs Direction

* Grade Notification: Students will receive letter grades every nine weeks to hand deliver to their homes. Mid-quarter progress reports will be mailed home. The last report card of the year will be mailed home. Parents can also access their student’s progress online through the Parent Access Link or PAL. PAL forms must be submitted with identification in the office.

* Honor Roll: The academic and citizenship honor rolls are based on a 4.0 score. Values are assigned as follows: A = 4.0, B = 3.0, C = 2.0, D = 1.0. A 3.5 or better will qualify for the honor roll.

* Student Recognition: McLoughlin students are recognized through teams, Student of the Month, National Junior Honor Society, and other athletic and academic programs.

Student Services

* Student Services Staff: Our deans are people who have the special job of helping kids. However, you may feel comfortable speaking to any of our teachers, administrators or other staff if you have a problem or concern. Students needing to see their dean can complete a “note to the dean” form located in the office.

* Lost and Found: Articles found in and around school should be turned into the office where owners may claim their property by identifying it.

* Textbooks and Deposit: All students will have basic texts loaned to them for their use during the school year. Medford School District has a policy requiring all secondary students to pay a refundable deposit of $15. This money will be returned to you if you withdraw from McLoughlin or forwarded to the high school if you have returned all books and materials and have no charges pending. Returning students who had charges drawn against their deposit during 7th grade need to bring the total deposit back up to $15.

* Change of Address: Please report changes in mailing address, telephone and parent/guardian to the registrar in the office.

* Illnesses or Injury: If you become ill or are injured, check with your teacher to get a pass and report directly to the office.

* Medication: All medication will be kept and dispensed in the office. Prescription and non-prescription medications require parent permission to be administered by office personal. Forms are available in the office. Medications must be in the original container.

* The school will only wash injuries with soap and water and apply a bandage. No neo/poly-sporin, alcohol, Cala-gel, etc. will be administered by a school employee.

* Phone: Help us avoid the jam! With over 850 students it is important the office phone be used for emergency calls only. Please help students plan ahead.

Comings and Goings

* Supervision on campus is only provided from 8:20-3:45. Video surveillance is in use in and

around McLoughlin.

* Before School: The cafeteria will be opened at 8:05 am. At 8:30 you may be in the hallways.

* Closed Campus: Once you have arrived on campus, whether by bus or personal transport, you may not leave without parent permission.

* Hall Passes: You must have a teacher signed planner pass or gold card in your hand to be in the halls. You are expected to proceed to your destination and promptly return.

* Lockers: Students will use only their assigned lockers (no sharing of lockers) and should not share their combination. Valuables should be left at home. Students will be responsible for the care and upkeep of their lockers. Lockers are property of the school and may be searched at any time.

* Telephone: In an emergency, students must get a hall pass to use the phone in the office.

* Visitors: Parents and other adults are permitted to visit the school as long as they report

to the office and receive a visitor pass. We reserve the right to deny visitors at any time, particularly during school wide testing periods, the last week of school and other times that may disrupt the school environment. No student visitors will be allowed.

Odds and Ends

* Spitting will absolutely not be tolerated.

* Book bags/backpacks/purses are to be in your locker and may not be brought into class. Students who have PE the last period of the day may bring their book bag/backpack to their PE lockers.

* Cellular phones and other electronic devices are to be turned off, put in backpacks upon arriving at school and kept in lockers during school time. Cellular phones may be used at the end of the day once outside of the building. School officials strongly discourage bringing these devices to school. The school is not responsible for damage or loss of any such items and will not replace them or spend time investigating the theft of these items. If your cell phone or other electronic devices are out during school hours, the following consequences will apply:

1. Classroom intervention may include warning and/or confiscation (to be returned later).

2. If the confiscated item is brought to the office, it will be logged and a verbal warning will be

given. The student can pick up the device at the end of the day.

3. The second time a device is brought to the office, it will be logged and a call home will be made

by the office. The student can pick up the device at the end of the day.

4. The third time a device is brought to the office, it will be logged, a referral will be written and

a parent/guardian will need to pick up the device.

* Laser Pens, permanent markers and Sharpies are not allowed. They will be confiscated immediately.

* Pets are not allowed at school.

* Lighters and matches-Students may not have lighters or matches at school.

Student Activities

* Activities and Sports: All McLoughlin students are encouraged to participate in our many school sponsored activities. The athletic teams include volleyball, football, cross-country, wrestling, basketball and track. Activities may include, Knowledge Master Open, Brain Bowl, Scavenger Hunt,

Geography Bee, Story Telling, National Junior Honor Society and Drama.

* Dances: Socials are for enrolled McLoughlin students only. Don't miss the FUN. Arrive within the first

thirty minutes, have your student body card, and you will be allowed to enter the event. Once you leave, you must leave campus and there will be no returning to the good times! All students choosing to behave with BULLDOG dignity and respect will be allowed to remain at the event. In order to participate, you must have been in attendance for the full day (see policy page 6).

* Hand-holding and brief hugs are the only physical contact acceptable at McLoughlin. Touching others inappropriately can be embarrassing and can lead to disciplinary action.

Dress Code!

The dress code is intended to keep school safe and support a positive learning environment. While you may

not always agree with it, it is important to follow the policy and cooperate with the adults. Students are generally not sent home to change, but asked to wear one of our clean t-shirts or pants from our closet.

* No Clothing or accessories that promote or advertise: graffiti, alcohol/drugs, racism, gang

affiliation, tobacco, profanity, drug paraphernalia, sexual connotations or violence. This would also

include shirts depicting musical artists that promote the above items through their music.

* Pants and shorts must stay up with a belt, excessively loose pant legs will not be allowed.

* Belts need to be through a belt loop.

* Tank tops and muscle shirts are not allowed for boys.

* Shirts and blouses must be long enough so that no skin shows around the waist. No bare midriffs.

* Shorts, skirts and dresses must be an appropriate length, as determined by a school official.

* No strapless, see-through, plunging necklines, halter tops, spaghetti straps, tube tops or backless

wear. All shoulder straps must be at least one inch wide. No excessive bareness.

* Undergarments must not be showing.

* No head coverings, this includes hoods. During inclement weather, students may be in the cafeteria.

* No pajamas or flannel leisure pants that may be construed as pajamas.

* No clothing which is unsafe, distracting or causes disruption, for example, trench coats, extremely

long or baggy pants, pants with large pockets, straps, chains, spikes, jewelry that could be used in a dangerous manner.

* Shoes must be worn at all times for safety reasons. Hard soled, “UGG-type” slippers are allowed.

* Sunglasses are not to be worn at McLoughlin.

Gang affiliation items and symbolism can change over time. Some examples can include colors, eight balls, clowns and bandanas. We work closely with the Medford Police to stay current. When you are asked to

change from something gang affiliated, we are not saying you are a gang member. We do this because we

need to be consistent and we do not want these symbols to get a foothold in the school.

Lunchtime Procedures

Emergency Procedures

In all emergency situations, including emergency drills, students will follow the directions of the adult in charge.

Fire Drill:

( The signal for a fire drill will be the pulsing fire alarm bell.

( Doors should be closed upon exiting (not locked).

( Teacher will take his/her grade book, emergency procedures folder and follow students quickly and orderly from the building in a single file line to the teacher’s designated waiting area. A student is to be assigned to lead the class out of the building. ALL persons are to leave the building, except those with supervisory duties inside.

( Upon exiting the building the first students at the door should hold the door open. The groups should move immediately to the teacher’s designated waiting area to keep doorways clear and to wait at a safe distance. This also provides fire fighting personnel and equipment access to the building.

( As soon as class is at designated waiting area, the teacher will take roll. If anyone is missing notify administration immediately. Classes should wait in a calm, quiet, orderly manner.

( When allowed to re-enter the building, teachers and students will re-enter in a calm, quiet, orderly manner.

Earthquake Drill:

( An office administrator will give a voice signal over the intercom “earthquake drill is beginning at this time.” Follow teacher directions for safety.

Emergency Closure:

( Local radio and TV stations will broadcast notice concerning closure or delayed start of school due to hazardous road conditions or other unforeseen circumstances. You may also check the school district website at: medford.k12.or.us

Guest Teachers

• Be seated quietly in your assigned seat when the bell rings. Do the starter activity just as you would if your regular teacher was there.

• Follow directions given by the guest teacher the first time without argument or complaint even if they are given in a different manner from your regular teacher.

• Be respectful and polite to the guest teacher, your behavior reflects on the whole school.

What if you have an issue with another student?

Part of growing up is having conflicts and handling those conflicts in the proper manner. Yep…conflicts are a part of life. How you deal with the conflict helps you to grow and mature.

Here are some steps to use when you find yourself with a conflict:

1) What is the problem? 2) What are some solutions?

Each person says:

• What happened

• How I feel

• What I need

Restate the problem giving both points of view

3) For each solution ask: 4) Choose a solution and use it.

• Is it safe?

• How might people feel?

• Is it fair?

• Will it work?

5) Is it working? If not, what can I do now?

What to do when you are angry

Here are some steps to use when you find yourself feeling angry:

1) How does my body feel? 3) Think out loud to solve the problem.

2) Calm down: 4) Think about it later:

• Take three deep breaths ( Why was I angry?

• Count backward slowly ( What did I do?

• Think calming thoughts ( What worked?

• Talk to myself ( What didn’t work?

( What would I do differently?

( Did I do a good job?

Peer Mediation at McLoughlin

At McLoughlin we also have a Peer Mediation program where you can get help from other students with your conflicts. The purpose of this is to have peers assist you with solving your conflict in a peaceful manner. To use Peer Mediation, please complete a “note to the dean” form. Forms are located in the office.

How do I make an appointment to see the dean about issues with other students or staff members? The office has a “notes to the deans” form that you can leave brief descriptions on and a dean will call you to the office to discuss the situation.

Discipline Procedures

Students are expected to contribute to a productive learning climate.

Students shall be liable to discipline, suspension or expulsion for misconduct, including, but not limited to:

1. Theft;

2. Disruption;

3. Damage or destruction of school property;

4. Damage or destruction of private property on school premises during school activities;

5. Assault or threats of harm to self or others;

6. Possession of or unauthorized use of weapons or dangerous instruments;

If a student chooses to misbehave, there will be appropriate consequences. These consequences may include but are not limited to: before school, after school, or lunch detention; work detail; restitution; parent conference; or in/out-of-school suspension and/ or expulsion. Consequences reflect the seriousness of the misbehavior and previous misbehaviors. A suspension will cancel participation in school activities that day.

Paperwork for misbehavior may include receiving a:

“SIR” Student Incident Report - For minor infractions students may receive a SIR. A SIR is a way of tracking students that have been talked to by a staff member about their behavior. An accumulation of SIR’s will result in a referral.

Referral - Given to a student in the event he/she has a major infraction, which may include aggression, insubordination, possession of drugs/alcohol or a weapon. It can also be a result of chronic misbehavior.

The following system has been developed to encourage student success:

* Level 1 The teacher or staff member is working to help the student improve.

This may include a parent contact.

* Level 2 The inappropriate behavior is continuing to occur. Now the team teachers will meet with the student. This may include parent contact and/or detentions.

* Level 3 The parents and deans are involved. This can include detentions and/or suspensions.

Students suspended "out-of-school" or expelled may NOT be on or near school grounds or any

549C campus while suspended or they may be cited for trespassing. Cafeteria and

transportation services are not to be used by students when suspended.

Illegal Acts

Illegal acts of any type committed by a McLoughlin student whether on or within 1000 feet of the McLoughlin campus, any Medford school campus, or any Medford school activity or event will result in any or all of the following: suspension, expulsion, parent/police contact.

This includes your conduct when you are on school grounds, riding the bus to and from school, on fieldtrips or involved in any other activities sponsored by the school district.

*Harassment/Bullying/Cyber bullying of any kind will not be tolerated. This includes bullying in places such as MySpace, e-mailing and text messaging. Sometimes you may think you are only teasing, but remember it is the receiver who determines if it is harassment or not. Harassment of students by a staff member, of a student

by another student, or by a student to a district staff member will not be tolerated in the district. Any form

of harassment using electronic devices, commonly known as cyber bullying, by staff, students, or third parties

is prohibited and will not be tolerated in the district. (Medford School Board Policy JBA/JFCFA/GBNAA)

• Sexual harassment includes any unwelcome sexual advances, requests for sexual favors, sexually motivated physical contact or other conduct or communication of a sexual nature.

• Verbal, written or electronic threats are not allowed. The consequences will be suspension or expulsion and

may result in police action. Threats to do harm to another person will be handled very seriously. The school

will follow protocols established by the Medford Police, Juvenile Detention Services, and Jackson County

Mental Health.

• Fighting is defined as a mutual confrontation, verbal or physical, between two or more persons.

(Play fighting will not be allowed).

Students who could be considered instigators, bystanders or anyone who causes the climate of the school

to be disruptive by their very presence, directly or indirectly, should know that their behavior will not be tolerated and there will be consequences for their actions.

Hazing, racial or sexual harassment, intimidation or any act that injures, degrades, or disgraces a student or

staff member will not be tolerated. Any student who engages in such behavior is subject to disciplinary action including suspension, expulsion or referral to law enforcement officials. (Medford School Board Policy JFCF)

What to do: If someone is harassing you, tell a staff member immediately.

*Assault is a physical attack on another person. Assault can result in suspension and/or expulsion as well as a referral to the police. A student shall not intentionally do bodily injury to a person; threaten any person;

knowingly possess, handle, or transmit any object that can reasonably be considered a weapon, explosive or

highly volatile substance on the school grounds at any time or off the school grounds at a school function or

event. (Medford School Board Policy JG)

What to do: If you see a person getting hit by another student, find the nearest adult and tell them.

*Dangerous Weapons in the School: Weapons and replicas of weapons are forbidden on school property. Dangerous weapons shall include but not be limited to firearms, knives (including pocket knives), metal knuckles, straight razors, explosives, noxious, irritating or poisonous gases, poisons and drugs. "Dangerous weapon" means any weapon, device, instrument, material or substance, which under the circumstances in which it is used, attempted to be used or threatened to be used

is readily capable of causing death or serious physical injury. Appropriate disciplinary and/or legal action will

be taken against students who possess weapons and with students who assist possession in any way. Students bringing weapons to school will be expelled for a period of not less than one year.

(Medford School Board Policy JFCJ)

What to do: It is cool to tell. If you know someone has a weapon, tell a staff member immediately.

*False Fire Alarms set off by students will be prosecuted. This is a crime of disorderly conduct and causes

public alarm.

*Gangs. It is not fair that any individual(s) be allowed to disrupt the educational process. Student behavior, dress, signing, or symbolism representing gang affiliation will not be tolerated on school grounds, at school sponsored activities, either on or off campus, or in a location that will reflect negatively upon McLoughlin.

Gangs: A "gang” defined in this policy, is any group of two or more persons whose purpose include the commission

of illegal acts or whose activities can cause a substantial disruption of or material interference with school and school activities. The existence of gangs and gang activities are prohibited as follows: 1) Wear, posses, use, distribute, display or sell any clothing, jewelry, emblem, badge, symbol, sign or other things that are evidence of membership or affiliation in any gang. 2) Commit any act or use any speech, either verbal or nonverbal (gestures, handshakes, etc.) showing membership or affiliation in any gang. 3) Use any speech or commit any act or omission

in furtherance or the interest of any gang or gang activity including, but not limited to: a) soliciting others for membership in any gang; b) requesting any person to pay protection or otherwise intimidating or threatening any person; c) inciting other students to act with physical violence upon any other person; d) committing any other

illegal act or other violation of school district policies. (Medford School Board Policy JFCEA).

What to do: If you're not sure whether your clothing is gang related, just ask your teacher or dean. If other students are doing things they are not supposed to, let a staff member know.

*Illegal and unsafe substances are not allowed. The Mac staff is concerned about your health. Students will

not possess, use or be under the influence of alcohol, drugs, narcotics, or intoxicants of any kind on school

grounds, at school sponsored activities either on or off campus, en route to and from school, or while in

attendance during the school day.

The unlawful possession, use, sale or supply of any alcohol or narcotics including marijuana or any other dangerous/illegal drug, or any substance purported to be a drug, on or about the school premises or at any

school sponsored activity, is prohibited. (Medford School Board Policy JFCH/JFCI).

Tobacco: Any form on the school premises or while attending school-sponsored activities is prohibited.

(Medford 549C School Board Policy).

Students cannot smoke or chew tobacco on school grounds or in a location that will reflect negatively upon McLoughlin. Students will not have tobacco products in their possession (including lighters and matches).

What to do: If you have a friend using and if you are really their friend, you will tell an adult who can get help

even if it means your friend may be in trouble. In the long run, if you really care, you will be helping. Your

teachers or your dean are good people to talk to.

An important promise: When you tell, school administrators and deans will take action. You will not always

know what happens because of confidentiality, but rest assured something will be done. The first step will be investigation, followed by parent contact, suspension or expulsion, and notification of the police authorities.

The school will enforce all school rules, School Board Policies and local and state laws on our campus at all times. School action will be taken in addition to legal action should a violation occur on campus or during school

sponsored activities.

Extra Curricular Code of Conduct

It is the belief of the Medford School District that participation in athletics, clubs and school activities is a privilege extended to students. Students involved with athletics, clubs and school activities are to be responsible representatives of their school and their community. Prior to participation in athletics, clubs and school activities, the student, parent(s) or guardian are required to sign a form to ensure their reading and understanding of the Extra-Curricular Code of Conduct.

All students representing North Medford High School, South Medford High School, Hedrick Middle School, and McLoughlin Middle School must comply with the standards of conduct listed in the board policy and school's handbook. This policy is a minimum conduct standard. Coaches and advisors may add additional expectations specific to their activity, within district standards and with administrative approval at the building. Participation in treatment programs may be considered in the administration of this procedure.

If the superintendent or his/her designee determines either by a preponderance of symptoms or by reasonable evidence that a student involved in athletics, clubs and school activities is using alcohol, illegal drugs or other controlled substances, the district may require the student to be tested immediately at the parent, guardian or student's expense and submit the results to the district as a condition of participation. A positive test shall cause the student to receive consequences as specified in the district's Student Assistance Program manual and/or Extra-Curricular Code of Conduct.

Use, Possession, Distribution, or Sale of Alcohol or Other Drugs

Participants will not use, possess, sell or distribute alcohol, other drugs, drug paraphernalia, or items purported to be drugs at school sponsored activities, school related activities or at any student gathering under the auspices of any local, state, or national student or school organization or at any other time, including evenings, weekends, and holidays during the entire term of the activity from the official starting date established by the Oregon School Activities Association or the district or the school as the case may be, until the final date of the activity in which the participant is involved. In addition to the disciplinary penalties in section one of the Disciplinary Procedures For Controlled Substances Including Alcohol, Other Mind-Altering Drugs and Tobacco, the student will be subject to the following penalties. Students who are involved in athletics, clubs and school activities and who violate the district's policies on the use, possession, transport, distribution and/or sale of a controlled substance including alcohol and other mind altering drugs will be suspended from participation in any athletic, club or activity for a minimum of 15 school days and may be removed from athletic, club or school activity participation for an extended time depending on the circumstances surrounding their violation of the policy.

Use, Possession, Distribution, or Sale of Tobacco

Student participants who are using, possessing, distributing, or selling tobacco will receive the following penalty.

1st Violation

a. The student will not participate in any athletic, club or school activity for a period of three school days.

For students involved in other school activities the student will be removed from the activity for 20 school days or the remainder of the nine weeks. The student will also not be allowed to practice or participate with the team or group during this period.

Extra Curricular Code of Conduct- continued

Extra-curricular penalties are cumulative during the school year. For example, in the event that a student has received a prior extra-curricular penalty during the school year also receives a penalty during another extra-curricular activity in the same school year; he/she will enter the current extra-curricular penalty at the next violation level. This is inclusive of all personal conduct rules including those established by the coach.

Additional Regulations

The coach or activities sponsor may have additional regulations, which will be defined in writing to the participating student.

These policies will be subject to the approval of the administration and supported and enforced by the same.

Attendance

A student must attend school all day on the day of the scheduled activity.

If the student misses a day or part of the day, he/she will not be eligible to participate in that days scheduled activity unless cleared by the building athletic director.

Suspension

If a student is suspended from school, he/she cannot participate in a practice, contest, or activity during the period of suspension.

b. An athlete cut from a sport program may turn out for another sport during that sport season.

c. A student dropped from a sport for disciplinary reasons may not participate in another sport for the remainder of the season, which he/she dropped.

A student, parent or legal guardian will be financially responsible for:

a. Theft from or vandalism to school property by named student.

b. Theft from or vandalism to private property (motel rooms, restaurants, etc.) by named student.

There will be no award or participation until financial obligations are met.

Transportation

When the activity demands travel from the school, the student will go and return by school sponsored transportation. A student may be released to a parent/legal guardian to transport from an away activity once the parent has signed the student out with the coach in charge. Any request for an adult other than a parent to provide private transportation from an away activity must be written and signed by the parent, and submitted to the athletic director the morning prior to travel. The athletic director or his/her designee will contact the parent making the request and the adult providing transportation for confirmation before giving approval. The statement must include the reason for the request and release of school liability. Students will not be allowed to ride with other students unsupervised by a parent.
