JOB SUMMARY

The Jail Administrator works under the administrative direction of the Chief of Police. The incumbent plans, directs, administers, executes and enforces policies and procedures of the Parma Detention Center; effectively ensures the jail’s adherence to applicable state and federal rules, laws and codes. The Jail Administrator plans, assigns, directs and reviews the work of the jail division; maintains effective relationships with law enforcement agencies, courts, other correctional facilities and various divisions of the Parma Police Department. Performance of the core objectives of the position are essential job functions. The incumbent reports directly to the Chief of Police. This position is “Unclassified” (not classified) within the Civil Service of the City of Parma.

WORK ACTIVITIES

• Accountable to the Safety Director and Chief of Police or his/her designee for the operation of the jail*

• Ensures compliance with all federal, state, county, and local laws and ordinances; remains up-to-date on changing laws, ordinances, standards and court rulings pertaining to jail operations*

• Responsible for the administration and management of the operation of the jail facility*

• Annually reviews, develops, implements, or modifies new or revised policies and procedures with approval of the Safety Director and Chief of Police or his/her designee; interprets policies and procedures to jail employees; keeps policies and procedures current with jail standards; ensures compliance with policies and procedures by jail staff*

• Screens job applicants and recommends prospective employees; maintains staffing levels in accordance with the Parma Police Department and state standards*

• Provides or arranges for new employee orientation and training*

• Schedules training sessions; maintains on-going training requirements*

• Handles the more difficult and sensitive situations involving either jail personnel, inmates, or people and agencies outside the jail (i.e., personal issues that affect jail operations, special needs of inmates due to extenuating circumstances, special requests by persons and outside agencies)*

• Implements work schedules; assigns personnel; handles union grievances; manages jail personnel; issues personnel awards and discipline with approval from the Safety Director and Chief of Police*

• Supervises the work of personnel assigned to the jail*

• Inspects jail equipment*

• Schedules/conducts annual inspections of the jail in accordance with standards for jails in Ohio/full service jails*

• Insures that the jail operates in an efficient and well-maintained fashion*

• Reviews all logs, forms and reports; follows retention schedules*

• Manages inmates; oversees inmate discipline in accordance with State of Ohio standards and due process requirements; oversees/responds to inmate requests and grievances*

• Researches and develops jail programs*

• Prepares an annual jail operations budget, oversees jail spending and approves purchase orders; responsible for minimizing costs*

• Keeps the Safety Director and Chief of Police or his/her designee informed of jail issues*

• Investigates jail incidents and complaints*

• Coordinates work between the jail and other divisions of the Police Department and outside agencies*

• Conducts research, makes projections and plans for future operations*

• Performs all other related duties as assigned by the Safety Director and Chief of Police or his/her designee+

JOB CONTEXT

The Jail Administrator works a 40-hour week generally from 7:00a.m. until 3:00p.m. which includes one unpaid hour for lunch. Scheduled hours may include weekends and various shifts. Regular and predictable on-site attendance is an essential job function. This position is full-time and operates 12 months a year. The incumbent performs his/her duties within a temperature-controlled environment with little or no supervision. The Jail Administrator will operate office equipment which requires continuous and repetitive arm, hand, and eye movement. The position has a moderate stress level.

JOB QUALIFICATIONS

Upon hire, a Jail Administrator must have:

• A Bachelor of Arts or Bachelor of Science degree in Corrections, Law Enforcement or a related field (preferred) or an equivalent of five (5) years supervisory experience in a law enforcement or correctional setting

• Five (5) years of experience in the Corrections/Law Enforcement field

• Three (3) years of experience in a supervisory or management position, preferably with administrative duties

• Jail Administration certification preferred; minimally should have Basic Correction Officer certification

• A valid State of Ohio Driver’s License

• Ability to communicate effectively in both oral and written form

• Ability to read and write the English language

• Ability to use Microsoft Office Suite software including Outlook, Word, Excel, Access, and PowerPoint (preferred)

• Supervisory skills

• Ability to work independently without direct supervision

After hire, a Jail Administrator must have:

• Must attain Jail Administration course within five (5) years of employment pursuant to ORC 5120:1:8:18(c)

The salary range for this position is $45,000.00 to $79,218.93 based on experience. The City of Parma is an equal opportunity employer. The new hire probationary period is one year.
