Mayor Bonfield asked if anybody had any questions or concerns about the public hearing. There was no response. ORAL COMMUNICATIONS- PUBLIC COMMENT: Asotin County Fair Member, Chad Hendrickson stated he wants to discuss the parking issue on behalf of the Asotin County Fair Board. The county parking lots will be used for cars only. That means the Rainer Amusement trailer parking has to go somewhere else. He stated he was here again to ask the city to find a place they could park. He stated if we cannot have a solution the carnival will not be allowed to participate. Councilmember Paris stated he is already working with Asotin County Commissioner, Chris Seubert and Asotin County Fair Board President, Peggy Hansford on the parking issue. TIB 4th Street Rehabilitation2019-2020 TIB 2nd Street Pavement ProjectCLERK’S REPORT: The City of Asotin will be closed November 28th and 29th in observance of ThanksgivingClerk/Treasurer, Tiffany Rogers stated the city offices will be closed on November 28th and 29th in observance of Thanksgiving. PUD to Schedule Diving of the Water Tank PUD will schedule work to have the City of Asotin Water Tanks dived at the same time they will be doing others. PUD will be picking up a portion of the costs due to having the equipment here all at one time. City of Asotin Building Permits to dateClerk/Treasurer, Tiffany Rogers reported the City of Asotin Building Department to date has processed Awning and Patio, Carports, Deck, Garage, Mechanical, Reroofing, Single Family Dwelling and Storage and Pole Building permits. Total assessed value generated for the City of Asotin in the amount of 1,434,280.00 and total fees collected of $31,768.71. DEPARTMENTS:POLICE DEPARTMENT: Training Police Chief, Monte Renzelman stated he attended WASPC last week. Police CallsThere have been three major calls this week from taking the call to following up and creating the reports has been a challenge for three major incidents to occur within one week. Walmart Kids & Cop Shop GrantThe Walmart Kids and Cop Shop Grant program was increased this year from $2,500.00 to $3,500.00. The grant includes Asotin, Clarkston and Lewiston children. An average of $50.00 or more is given in gift cards for the children to spend on items for their families. Schools, CPS, counseling services bring a child’s name forward to the committee that meets the requirements. WHITCOMPolice Chief, Monte Renzelman stated he received an e-mail from WHITCOM stating they could put the emergent status on due to sick or other shortage in staffing which would limit their communications over the radio. There are a few in training but it takes a while before they can sit at the desk and take the calls on their own. She did attend the Asotin County Health Department meeting today. The focus was on vaping and the dangers associated with the lung disease. The other issue the Asotin County Health Department is enforcing is the sale of baked goods from homes that are sold at craft fairs. Vendors must be aware of the rules and regulations before you set up a booth. You will be asked to go through the hoops and work with the Health Department to follow the guidelines. This area has not been a major focus before however, it is an important issue to focus on this time of the year. Dwayne Paris- NoneMervin Schneider- NoneMAYOR’S REPORT: Building DepartmentMayor Bonfield stated she and the Building Department have been in contact with Union Staff Representative Steve Pinkerton of Council 2, AFSCME. He felt the MOU could stand alone or open it and the two jobs do not affect each other. However, he preferred to leave the MOU as it stands. Mayor Bonfield asked the council if they were ready to vote on whether you want to keep the current employees as the Building Inspectors or move on. Councilmember Paris stated this issue has been discussed in executive session and it was decided to wait until the next quarter. Mayor Bonfield stated she would share that information with the Building Department. Councilmember Paris, stated there had been a long discussion regarding the Building Department that they had decided to hold off until the end of the first quarter and then review it and that I should have read the minutes. Mayor Bonfield stated she did not see it. Councilmember Bly, stated it was discussed in the Executive Session.City of Asotin Fire ChiefMayor Bonfield stated she met with City of Asotin Fire Chief, Noel Hardin regarding the Fire Chief Position. Noel Hardin is asking to opt out of the contract before the 90 days. Mayor Bonfield stated Noel Hardin is busy with his new department and everything else that is going on. Mayor Bonfield stated he is still willing to train Shawn Balzer for the position of the City of Asotin Fire Chief. Councilmember Bly made a motion to approve accepting City of Asotin Fire Chief, Noel Hardin’s resignation effective December 1st. Seconded by Councilmember Loseth. Bly, Loseth and Schneider Ayes. Councilmember Paris and Appleton Nay. There was no discussion. Motion carried. RESOLUTIONS & ORDINANCES: 1. Resolution 2019-662 A Resolution Increasing the Regular Levy from Previous Year before the Asotin City Council Councilmember Schneider made a motion to approve Resolution 2019-662 A Resolution Increasing the Regular Levy from Previous Year before the Asotin City Council. Seconded by Councilmember Bly. Bly, Paris, Loseth, Schneider Ayes. Appleton Nay. Councilmember Bly explained the 1% that the city is asking for does not raise individual property taxes. It only increases the cities revenue by 1% that the city is limited by law to request. Motion carried. 2. Resolution 2019-663 A Resolution Verifying Certification of the 2020 (EMS Levy) Emergency Medical Service and Ambulance Service Property Tax Levy Before the Asotin City Council.
